The Chadbourn Mill Brownfields property has been subdivided into two parcels of land. The Site is comprised of the approximately 2-acre parcel of land (Parcel ID No. 0836707) located in the western portion of the larger approximately 5.75-acre Chadbourn Mill Brownfields property. A Site location map is provided as Figure 1, and a Site plan is depicted in Figure 2. Brownfields redevelopment activities at the Site included upfit and renovations for adaptive reuse of the existing mill building and boiler building for commercial purposes. A description of the Brownfields redevelopment activities was provided to the North Carolina Department of Environmental Control (DEQ) Brownfields Program in the Annual Redevelopment Summary Report and Final Grade Soil Assessment Work Plan dated January 30, 2021. A Brownfields Agreement between DEQ and Faison-Chadbourn Mill, LLC was executed for the Site on September 1, 2017. Land Use Restriction (LUR) No. 11 of the executed Brownfields Agreement includes a requirement for collection of final grade soil samples in areas at the Site that are not covered with buildings or concrete or asphaltic paved surfaces. Accordingly, H&H included a Final Grade Soil Assessment Work Plan (Work Plan) in the January 30, 2021 submittal to the Brownfields Program referenced above to conduct final grade soil sampling at the Site. The Work Plan was subsequently approved by DEQ in a letter dated October 27, 2021. The following report describes final grade soil sampling activities conducted at the Site. 2 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/White Point Partners (WPP)/WPP-005 Chadbourn VMP/Final Grade Soil Sampling/20086 - Final Grade Soil Assessment Report_Chadbourn Mill.docx 2.0 Final Grade Soil Assessment Activities As discussed in the Work Plan, H&H walked the Site on January 24, 2021 to identify areas not covered by building foundations, sidewalks, or asphaltic or concrete paved (hardscape) surfaces. The result of the Site walk indicated that the Site is predominately covered with impervious surfaces with the exception of landscaped and/or grassy areas along the Site boundaries. In addition, landscaped and/or grassy areas were identified within islands installed in the asphalt parking area. A figure depicting landscaped areas at the Site along with proposed final grade sample locations was provided in the approved Work Plan, and is again provided as Figure 2. On April 22, 2021, final grade soil sampling activities were conducted at the Site to evaluate the potential for impacts in shallow soil in landscaped areas of the Site that may pose unacceptable exposure risks to residential occupants. The soil sampling activities were performed in general accordance with the DEQ IHSB Guidelines for Assessment and Cleanup of Contaminated Sites (Guidelines) dated January 2020, the DEQ-approved Work Plan, and the most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures guidance. 2.1 Final Grade Soil Sampling Methodologies As discussed in the approved Work Plan, landscaped areas at the Site were divided into four final grade evaluation areas (FG-1 through FG-4). Soil borings were advanced in each final grade evaluation area for collection of aliquot soil samples. The final grade evaluation areas and aliquot soil boring locations are shown in Figure 2 and are described further below:  Final grade evaluation area FG-1 included the landscaped and/or grassy areas located near the southwestern Site boundary along Jordan Place;  Final grade evaluation area FG-2 included the landscaped and/or grassy areas located around the northern corner of the mill building and along N. Brevard Street;  Final grade evaluation area FG-3 included the landscaped and/or grassy areas in the vicinity of the boiler building and along Charles Avenue; and 3 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/White Point Partners (WPP)/WPP-005 Chadbourn VMP/Final Grade Soil Sampling/20086 - Final Grade Soil Assessment Report_Chadbourn Mill.docx  Final grade evaluation area FG-4 included the landscaped and/or grassy areas located to the southeast of the boiler building and the islands in the asphalt parking lot. To collect representative soil samples, five aliquot soil borings were advanced within each final grade evaluation area (Figure 2). Each aliquot soil boring was advanced to approximately 2 feet below ground surface (bgs) utilizing a decontaminated stainless-steel hand auger. Continuous soil samples were collected from the center of the hand auger bucket at each boring and observed for lithology , the presence of obvious staining or unusual odors, and field screened for volatile organic vapors using a calibrated photo-ionization detector (PID). Field personnel did not observe the presence of staining or odors in the aliquot soil samples and field screening with the PID did not indicate obvious evidence of impact. Soil lithology at the aliquot locations generally consisted of moist clayey silt. Following boring advancement, one representative grab soil sample was collected from an undisturbed portion of a sample aliquot location in each final grade evaluation area. Soil sample aliquots from each area were then combined and homogenized to form one composite soil sample representative of that evaluation area for a total of four (4) composite soil samples (FG-1 through FG-4). Soil samples selected for laboratory analysis from each evaluation area were collected directly into dedicated laboratory supplied sample containers, labeled with the sample identification, date, time, and requested analysis and placed in a laboratory supplied cooler with ice. The samples were then delivered to Pace Analytical (Pace) under standard chain of custody protocols for analysis. Composite soil samples were submitted to Pace for analysis of semi-volatile organic compounds (SVOCs) by EPA Method 8270 and Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7471/7196. The grab soil samples were submitted to Pace for analysis of VOCs by EPA Method 8260. For quality assurance and quality control (QA/QC) purposes, H&H collected a duplicate composite and grab sample (FG-DUP) from final grade evaluation area FG-3. Additionally, the soil boring locations were estimated using a hand-held global positioning system (GPS) unit. Results of the laboratory analysis of the final grade samples are discussed below. 2.2 Final Grade Soil Sample Results A tabular summary of final grade soil sample laboratory analytical results is presented in Table 1, and a copy of the laboratory analytical report and chain of custody record is provided in Appendix A. The laboratory analytical results were compared to the IHSB Non-Residential PSRGs dated June 2021. In addition to the PSRGs, metals results were compared to published concentrations for naturally occurring metals in soil. VOCs Trace levels of VOCs were detected in the soil samples collected from final grade areas FG-1, FG- 2, and FG-3. The detected concentrations were below the respective IHSB Non-Residential PSRGs. Please note, multiple compounds were detected in duplicate sample FG-DUP, including trichloroethene, which were not detected in the parent sample FG-3. The laboratory reviewed the data and did not find any errors. The discrepancy is likely due to homogenization of the sample, however this result suggests that the trace concentrations of VOCs detected are not likely widespread. SVOCs No SVOCs were detected above the laboratory method detection limits in the final grade soil samples. Metals As expected, due to the presence of naturally occurring metals in soil, several metals were detected at concentrations above laboratory method detection limits in the final grade soil samples collected at the Site. No other metals were detected above the IHSB Non- Residential PSRGs. Because the concentrations of other metals detected in FG-1 are similar to concentrations detected in other samples and are generally similar to published background concentrations, the concentration of arsenic detected in FG-1 is likely anomalous and not widespread or representative of soil conditions at the Site. Although the arsenic detection is likely anomalous, H&H utilized the arsenic concentration detected in FG-1 in the conservative risk evaluation described below. 2.3 Risk Evaluation The DEQ IHSB health-based PSRGs are very conservative and based on the lower of a Target Carcinogenic Risk (TCR) of 1 x 10-6 for potential carcinogenic risks and a Target Hazard Quotient (THQ) of 0.2 for potential noncarcinogenic risks. The DEQ and EPA acceptable risks for potential carcinogenic risks is a cumulative lifetime incremental carcinogenic risk (LICR) of 1 x 10-4 and a cumulative hazard index (HI) of 1 for noncarcinogenic risks. H&H utilized the DEQ Risk Calculator (June 2021 version) to further evaluate cumulative risks to residential occupants based on the final grade soil sample analytical results. The highest concentration of each compound detected in any final grade soil sample (including the arsenic concentration detected in FG-1 and trace VOC concentrations in FG-DUP) was used to model a hypothetical worst-case exposure risk under a non-residential use scenario. Please note that, although other metal concentrations detected were consistent with background, these concentrations were also included in the risk calculator. The risk calculator results indicate that the cumulative LICR is 8.5 x 10-6 and the cumulative HI is 0.10. The results of the risk calculations indicate that the calculated cumulative carcinogenic and noncarcinogenic risks are minimum of one order of magnitude below the DEQ and EPA acceptable levels for non-residential use. Redevelopment activities included mass grading, upfit of the existing mill building, and construction of new parking areas. In accordance with the Brownfields Agreement, H&H conducted final grade soil sampling activities at the Site. The final grade soil sampling activities were conducted in April 2021 and in accordance with the approved Work Plan dated January 30, 2021. Final grade soil sampling activities included the collection of soil samples to evaluate the potential for impacts in areas at the Site that were not covered by building foundations, sidewalks, or asphaltic or concrete parking areas and driveways following redevelopment. Laboratory analytical results indicate the presence of arsenic slightly above the DEQ IHSB Non- Residential PSRG in FG-1. The arsenic detection in FG-1 appears anomalous in comparison to the other concentrations detected at the Site. However, the arsenic concentration was still utilized in the risk evaluation for the Site. No other compounds were detected in Site soil at concentrations exceeding the Non-Residential PSRGs. To further evaluate cumulative risks to non-residential occupants, H&H utilized the DEQ Risk Calculator dated June 2021. Results of a hypothetical worst-case risk calculation utilizing the highest concentrations detected indicate that cumulative carcinogenic and noncarcinogenic risks are a minimum of one order of magnitude below the DEQ and EPA acceptable levels under a non- residential use scenario. Accordingly, the Site has been redeveloped for its intended use in accordance with the DEQ-approved EMP and no further final grade sampling is warranted.
