November 1, 2021 Mr. Mark Delehant Burke County General Services Director P.O. Box 219 Morganton, NC 28680 RE: Burke County, Johns River Landfill Permit Number 12-03 Fourth Quarterly Landfill Gas Monitoring Report of 2021 Project 2212740.00, Phase 04 Dear Mark: LaBella Associates (LaBella) is submitting the attached methane monitoring results for Johns River Landfill, Permit Number 12-03. The 2021 fourth quarter landfill gas monitoring event was performed on November 1, 2021. During this event, gas probes GP-1S, GP-1D, GP-2S, GP-21, GP-2D, GP-4, GP-5, GP-6, GP-7, and GP-8 were monitored in accordance with the facility's Landfill Gas Monitoring Plan. The facility buildings, including the scale house (GMP-1), the shop (GMP-2), the office GMP-3), the shed (GMP-4), the shooting range (GMP-13), and the Recycling Center (GMP-14) were also monitored on November 1, 2021, as were ambient air monitoring points GMP-5 through GMP-12. The locations of the gas probes and monitoring points are depicted in Drawingl. The monitoring data for the gas probes and buildings are summarized in the attached Landfill Gas Monitoring Data Forms. Methane was detected above the lower explosive limit (LEL) in gas probes GP-2S, GP-21, GP-2D, and GP-4. Methane was also detected in all other probes and buildings, but due to the similarities in these readings, it leads us to believe that there was calibration drift with the equipment being used. Methane detections and exceedances are summarized in Table 1 and Table 2, except the detections for those believed to be affected by the calibration drift. Hydrogen sulfide was not monitored during this event. Gas probes GP-2S, GP-21, and GP-2D are a nested set located in close proximity to waste in the old C&D-over-MSW landfill and are not considered boundary probes. GP-4 is located between the two landfills and is also not a boundary probe. We have included a NCDEQ Environmental Monitoring Reporting Form (EMRF) and will forward a copy of this report to Jaclynne Drummond with the NCDEQ Solid Waste Section. A copy of this report should be maintained in the facility's records. The next quarterly monitoring event is tentatively scheduled for the fourth quarter 2021. If we can provide any additional information please do not hesitate to call me at (336) 323-0092. -12-D Oak Branch Drive Greensboro, NC 27407 p (336) 323-0092 www.Labellapc.com 0=1 Respectfully submitted, LaBella Associates Dylan Bender Environmental Field Technician Attachments Environmental Monitoring Reporting Form (EMRF) Tables 1 & 2 Landfill Gas Monitoring Log Drawing 1- Site Map with Monitoring Locations cc: Jaclynne Drummond, NCDEQ David Ingram, Burke County Table 1: Methane Detections - November 1, 2021 LFG Probe CH4 (%Vol.) CH4 (%LEL) GP-2 S 48.2 964 GP-2 1 47.5 950 GP-2 D 47.5 950 GP-4 7.5 150 Table 2: Methane Exceedances - November 1, 2021 LFG Probe CH4 (%Vol.) CH4 (%LEL) GP-2 S 48.2 964 GP-2 1 47.5 950 GP-2 D 47.5 950 G P-4 7.5 150 Notes: CH4 = Methane. %Vol. = Concentration in pecent-by-volume. %LEL = Concentration as a percent of the LEL.
