The Buncombe County Transfer Station currently operates under Permit No. 1108T-TRANSFER-1996 (FID 1261652). PURPOSE OF SITE VISIT: Comprehensive Facility Inspection. STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. Page 1 of 4 NORTH CAROLI D_EQ�� UeVnNnenl of Enrkmmenbl Ouel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. Site inspection conducted on November 30, 2021. Nick Edmonds, Transfer Station Manager - Buncombe County, Kristy Smith, Engineering Solid Waste Manager - Buncombe County, David Babb, Transfer Station Assistant Manager - Buncombe County, and Kris Riddle, Section, participated in the inspection. 2. Facility access is controlled. Signage is displayed at the facility entrance and at other locations around the site to assist customers. As discussed during this inspection, continue to maintain site signage as necessary. 3. The current Permit to Operate, Operations Plan, and facility records were available for review. 4. Waste received at this facility is transferred to the Buncombe County Solid Waste Management Facility, Permit No. 11-07, located at 85 Panther Branch Road in Alexander, NC. 5. Daily tonnage records for waste received at the facility were reviewed from July 2020 through October 2021. Per these records, for the month of October 2021 the facility accepted, on average, approximately 608-tons per day. 6. The tipping fee was $47.75 per ton during this inspection. 7. The facility's current operating hours are: Monday — Friday: 6:00 a.m. — 4:30 p.m.; and Saturday: 7:00 a.m. — 1:00 p.m. 8. As discussed on -site, the facility conducts staff safety and training meetings to review site safety and facility operations. 10. Access roads at the facility appeared to be maintained. During this inspection, facility personnel stated the county is currently in the process of accepting bids for the re -paving of all access roads and paved storage areas at the site as part of routine maintenance for the facility. 11. Roll -off containers are located adjacent to the residential and commercial transfer station entrances for the collection of cardboard. Household recyclables including cans, plastic bottles, newspaper, etc., are accepted inside the northern Page 2 of 4 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management NORTH CAROLINA Solid Waste Section receiving bay of the residential transfer station. Cardboard and other recyclables are transported from the facility as necessary to Curbside Management, Inc., in Buncombe County, for further processing. Sharps are also accepted in approved biomedical containers located inside the residential transfer station and removed from the facility by Stericycle as needed. Continue to maintain these areas as necessary. 12. White Goods and scrap metals are accepted at the facility in roll -off containers located adjacent to the residential and commercial transfer station entrances. The facility currently contracts with Biltmore Iron & Metal Co., Inc. for white goods and scrap metals removal/processing. Refrigerants are removed by Biltmore Iron & Metal Co., Inc. personnel. White Goods and scrap metals are removed from the facility for processing by Biltmore Iron & Metal Co., Inc. as necessary. No solid waste issues were observed in this area. Continue to maintain this area as needed. 13. Batteries are accepted at the facility in a dedicated area located inside the residential transfer station. Batteries are segregated by type and removed for further processing, as necessary by Interstate Batteries. Since the previous inspection, additional signage was observed to help direct customers in this area. This area appeared to be well managed and no solid waste issues were observed. 14. Scrap tires are accepted at the facility and collected in a semi -trailer located north of the commercial transfer station. The facility currently contracts with US Tire Recycling LP for tire removal/processing on an as -needed basis. (Scrap tires from commercial scrap tire haulers are not accepted at this facility.) No solid waste issues were observed in this area. 15. As observed during this inspection, Asheville Fire Protection, Co. performed maintenance on all facility fire extinguishers in August 2021. 16. Initial waste screening is conducted at the facility scale house. After crossing the facility scale, vehicles are directed to either the residential or commercial transfer facility. At the residential transfer facility, waste is visually inspected as it is collected into a compactor. As necessary (when the container is full), residential waste is delivered to the commercial transfer facility and deposited on the tipping floor where additional waste screening occurs. All waste delivered to the commercial transfer facility is deposited on the tipping floor where waste screening is conducted by facility personnel. During this inspection, waste screening records were reviewed from January 4, 2021, through November 30, 2021. As discussed on -site, facility waste screening records appeared to be well maintained. Continue all waste screening efforts at the facility as required. 17. As observed during this inspection, the interior and exterior walls of the residential and commercial transfer stations appeared to be maintained. 18. No unacceptable waste was observed at the facility during this inspection. 19. Per facility personnel and as observed during this inspection, the metal and concrete lip for the left pit in the commercial transfer building was repaired in September 2021. 20. During this inspection, the leachate collection grates/drains for the residential and commercial transfer station tipping floors appeared to be maintained and were functioning effectively. The leachate collection systems in the loading bays of the residential and commercial transfer stations also appeared to be maintained and were performing effectively. In addition, the facility maintains an asphalt containment berm which is utilized for leachate management in the trailer staging area on the lower eastern side of the residential transfer station. The leachate collection system for the facility discharges directly to the Metropolitan Sewerage District of Buncombe County collection and treatment system. As discussed during this inspection, continue to maintain the leachate collection systems at the residential and commercial transfer facilities as necessary. 21. As discussed with the Transfer Station Manager, a stormwater inlet grate located west of the commercial transfer building exit has been maintained with a sealed, solid cover. Additionally, as the site is scheduled to be re -paved (see #10), the facility will continue to maintain a solid cover over this inlet grate. 22. As discussed on -site, facility transfer trailer seals are inspected as they arrive on -site and maintained as necessary. During this inspection, no leaking transfer trailers were observed. As discussed, continue to maintain facility transfer trailer seals as necessary. 23. During this inspection, windblown litter collection appeared to be maintained and facility personnel were observed walking the site for windblown litter. As discussed on -site, continue all efforts to ensure any windblown litter at the facility is collected and disposed of daily. 24. As discussed on -site, continue to maintain effective vector control measures at the facility. 25. As discussed during this inspection, continue to maintain erosion control measures at the facility.
