PARTICIPANTS: John Demary; Pitt County Solid Waste Ray Williams; NCDEQ-Solid Waste STATUS OF PERMIT: Expired; Permit to Construct (PTC) and Operate (PTO) issued 28 September 2016; PTO expired 28 September 2021. *A complete Permit Review Request for the next five-year phase of operations is required to be submitted to the Solid Waste Section Permitting Branch. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review. STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection. Please see the ADDITIONAL COMMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a Construction and Demolition (C&D) Waste Treatment and Processing (T&P) Facility. 2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste, animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps, FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20211206 Page 2 of 3 ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are prohibited from being accepted at this Facility. Barrels and drums must not be accepted unless they are empty and perforated sufficiently to ensure that no liquid or hazardous waste is contained therein. 3) This Facility is permitted to receive Municipal Solid Waste (MSW) and Construction & Demolition (C&D) Waste generated in Pitt, Greene, Lenoir, Craven, Beaufort, Craven, Edgecombe, Martin, Wilson, and Nash Counties consistent with Permit #7404T-MWP-1996. 4) The Facility is secured by means of a locked gate at the Facility entrance. The gate was open upon my arrival and attendants were on site during this Facility Compliance Inspection. 5) The entrance to the Facility is well maintained and no windblown debris was noted along the roadway approaching the site. 6) The Facility access road is of all-weather construction and is being maintained in overall good condition. 7) Access around the Facility overall is well maintained and generally stable. 8) Erosion control measures were in place and appear to be functioning properly. 9) No off-site erosion was observed around the perimeter of the Facility during this Facility Compliance Inspection. 10) Signage is posted throughout the site directing traffic for proper disposal and instructing customers of safe operating procedures. 11) Waste from the C&D processing area that cannot be recycled is disposed through the transfer station to the approved disposal facilities under permit 7404T-MWP-1996. 12) All MSW received by this Facility is transported to the East Carolina Regional Landfill, permit #0803- MSWLF-1993 in Aulander, NC for final disposal. 13) All non-recyclable C&D waste is transported to the C&D Landfill, Inc, Construction & Demolition Landfill, permit #7407-CDLF-2009 in Greenville, NC for final disposal. 14) Soil/fines screened from the incoming waste is transported to the adjacent Pitt County Waste Handling Facility, permit #74-04T, yard waste element for storage, secondary screening, and re-use. 15) All incoming waste is deposited under the shelter for initial screening and sorting before being processed through the sorting center/pick line. 16) The waste type being managed at this Facility was reviewed, the waste type being processed was C&D and no unpermitted wastes were observed during this Facility Compliance Inspection. 17) The recycling plant was in operation and C&D waste was actively being processed, sorted, and screened during this Facility Compliance Inspection. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 7404_INSP_20211206 Page 3 of 3 18) This Facility utilizes concrete Jersey-type barriers and chain-link type fencing around the perimeter of the site for control of windblown debris. No windblown debris was observed leaving the site and windblown debris appears well-managed at this time. 19) No violations were observed during this Facility Compliance Inspection. 20) *Corrective measures are required as a result of this Facility Compliance Inspection.
