Wilson County Westside CH landfill Socio-Economic Study October2021 Pageii DocuSign Envelope ID: 4B184D46-89E8-463D-B1AD-016C7F2EE082 1.0 INTRODUCTION The Westside C&D Landfill facility is located near Wilson, North Carolina and is owned and operated by Wilson County (County) under NC Solid Waste Permit No. 9809-CDLF. The landfill facility includes an active construction and demolition debris (C&D) landfill, scales and scale house facilities, administrative offices, a maintenance building, a white goods, scrap metal, and tire handling area, a citizen's convenience center, and a recycling building. The facility also has one closed MSW landfill unit (NC Solid Waste Permit No. 9801-MSWLF-19901 which is maintained by the County. Wilson County currently operates Area 1 which is expected to be depleted of permitted volume in mid to late 2021. Once Area 1 has reached capacity, the County will need to expand laterally into the proposed 19 acre Area 2 landfill unit (see Figure 11. NCDEQ requires the evaluation of certain demographic information for a new C&D landfill located within 1-mile of an existing C&D landfill. This report provides socio-economic and demographic information regarding the area immediately surrounding the proposed site along with a comparison of Census -tract, County and Statewide data. 2.0 FACILITY INFORMATION The proposed Westside Area 2 C&D landfill is an expansion of an existing landfill facility. This facility also houses a closed municipal solid waste (MSW) landfill, a closed C&D landfill, an active C&D landfill, a transfer station and recycling/convenience center. The area surrounding the landfill is primarily farmland. The closest residential development is to the north which contains 28 rental homes (on Buck Branch and Heather Court). These homes range from 100 to 750 feet from the property line. There is some industrial development to the west of the proposed Westside Area 2 C&D landfill, and limited residential development to the west and east. Across Toisnot Swamp to the south there is additional residential development adjacent to the Happy Valley Country Club/Golf Course. The approximate site location with the 1-mile radius is shown on Figure 1, on the following page. Wilson County Westside COO landfill Socio-Economic Study October 2021 Page 1 DocuSign Envelope ID: 4B184D46-89E8-463D-B1AD-016C7F2EE082 Wilson County Westside COO Landfill Socio-Economic Study October 2021 Page 2 DocuSign Envelope ID: 4B184D46-89E8-463D-B1AD-016C7F2EE082 3.0 REVIEW OF SOCIO-ECONOMIC AND DEMOGRAPHIC DATA The following socio-economic and demographic elements were evaluated for the area immediately surrounding the Westside Landfill site (taken as a 1-mile radius from the approximate center of the site) (see Figure 3) and compared with the intermediate and greater surrounding areas (taken as Census Tract 7 and Wilson County , respectively): • Race and Ethnicity (Section 3.1); • Age and Sex (Section 3.21; • Poverty (Section 3.3); and • Limited English Proficiency (Section 3.41. Estimates for each element were taken from currently available census data' and utilizing the Environmental Protection Agency's (EPA) Environmental Justice tool (EJScreen)2 for evaluation of the 1-mile radius. Please note the absence of state designated tribal statistical areas when reviewing this data. Additionally, the County distress ranking for Wilson County is Tier 1, and no Native American tribes are located within the county. The County is ranked in the lowest health quartile (least healthy). 3.1 Race and Ethnicity U.S. Census Bureau estimates for race and ethnicity are shown on Figure 2 and Table 1 on the following pages for North Carolina, Wilson County, and Census Tract 7. Those who identify as Black or African American were more than 10% above the State, County, Census Tract and City averages. All other percentages within the 1-mile radius were similar to Census Tract, County and State percentages. These data indicate over 80% of the residents within one mile speak English very well. Based on this, no additional notifications in a second language are necessary for the site. Scattered houses and businesses exist along the main roads, but most of the nearby residential development is located on Buck Branch Road, Heather Court, Landfill Road and Banks Lane East. Additional residential development is located across Toisnot Swamp in the Glenwood Hills subdivision. Using the U.S. EPA EJScreen tool, we developed the following map to show sensitive receptors within the one -mile radius of the property boundary. Sensitive receptors identified included schools, public housing and subsidized housing. These potential impacts and mitigation measures are summarized below. 6.1 Traffic The Wilson County C&D Landfill anticipates operating at similar capacity and flow as the existing landfill and traffic related to the proposed facility expansion will be similar to current site operations and is not expected to significantly increase. Following initial discussions with S+G and review of the Public Meeting Presentation from June 1, 2020, Mr. Bobby Liverman, P.E., District Engeer for Division 4, District 2 provided email corrsepondences on June 10, 2021 indicating no need for a Traffic Impact Analysis or new Driveway Permit (See Appendix C). Potential releases include impacts to groundwater, and surface water as well as the potential for landfill gas migration. A summary of how these risks will be mitigated is provided in the sections below. 6.2.1 Final Cover System Once the landfill reaches its capacity, a final cover system is required. This final cover system prevents contact with the waste mass and, in conjuction with landfill gas (LFG) collection components also aids the control of LFG and odors. Also, once Area 1 is full, that portion of the site will be closed with a low - permeability cover. 6.2.2 Erosion and Sedimentation Control An approved erosion and sedimentation control plan is required for construction and operation of the landfill facility. This plan includes several existing sediment basins. In addition, the site is routinely inspected to ensure that storm water conveyance features remain intact and erosion is repaired in a timely manner. 6.2.3 Monitoring Programs On -going monitoring programs at the site include water quality monitoring, landfill gas monitoring, and storm water (National Pollution Discharge Elimination System (NPDES)) monitoring. These programs are intended to minimize the potential for an undetected release to the environment. 7.0 CONCLUSIONS The proposed Westside C&D Area 2 landfill expansion consists of approximately 20 acres located on a 707-acre parcel east of Wilson, North Carolina. As described by the NC Department of Commerce, Wilson County is labeled as Tier 1 in County Distress Rankings. This property has been a landfill facility since 1973, initially with a Municipal Solid Waste Landfill, and then with C&D landfill, which began on January 1, 1998 following closure of the MSW Landfill Unit. The demographic analysis of the one -mile radius surrounding the property indicate the area has a percent population of minorities that is higher than Wilson County, but lower than the entire census tract. There is also a higher percentage of people living in poverty within the census tract than in Wilson County. In general, as shown on the maps included in this report, these Wilson County Westside COO Landfill Socio-Economic Study October 2021 Page 16 DocuSign Envelope ID: 4B184D46-89E8-463D-B1AD-016C7F2EE082 populations, as well as the sensitive receptors identified, are located across or adjacent to Highway 301, or south of Toisnot Swamp. These are considered significant buffers from the 103.76 acre property, where 20 acres is proposed for the C&DLF expansion. No disproportionate population with Limited English Proficiency was found during this study, therefore, English will be used for communication regarding this site in the future. Since the site is currently a C&D landfill, and no significant changes are proposed to the operation, there is no anticipated increased impact in regards to traffic. The NCDOT concurs with the assessment that the proposed expansion is a continuation of existing conditions at the facility.
