Belvidere,NC , 27919 PARTICIPANTS: Angel White - Supervisor John College - NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: CLOSED PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - This inspection was conducted to ensure post closure requirements (maintenance) was in compliance. 02 - The site vegetative cover is still being managed by grazing cattle. 03 - The structure has a good vegetative cover in most areas. 04 - Maintenance is needed on several areas due to the above ground water supply hose. 05 - Leaks in this hose has created several areas to have ponded water on top of the structure and the cows have wallowed out holes. 06 - There was exposed waste also found around a watering trough. 07 - ALL DISTURBED AREAS WILL NEED TO BE REPAIRED AND COVERED WITH A MINIMAL OF 1 FOOT OF SOIL AND SEEDED. 08 - Edge of waste markers are present, but several are leaning bad. Cows may be using these as scratching post. 09 - Facility may need to request that the fence be moved to ensure the markers are protected. 10 - Facility may also need to request that the water line be buried on the outside toe of the landfill. 11 - These items were discussed on-site during this inspection. 12 - Digital pictures were taken during this inspection with some attached to this report. Driving thru these areas MUST be STOPPED. Exposed waste or leachate breakouts could happen if this persist.
