This letter report presents results of sampling activities conducted on April 22, 2021, which constitutes the annual groundwater and surface water sampling event for 2021. The approved groundwater monitoring network consists of MW-3, MW-4R, MW-5 and background well MW-6. The monitoring network also includes surface water sample locations SW-1 and DW-2 from Hominy Creek. In a letter dated October 20, 2020, the North Carolina Department of Environmental Quality (NCDEQ) Solid Waste Section approved BASF's request to reduce groundwater sampling frequency to an annual basis (occurring in April), reduce the landfill gas monitoring frequency to a semi-annual basis (occurring in April and October) and eliminate the sampling of the surface water seep (Seep-1). Sampling results for the monitoring wells and surface water samples are discussed below. In addition to the sampling program outlined above, nine landfill gas monitoring wells (LG-2 through LG-10 installed at the site in May 2010) were monitored on April 23, 2021 during this reporting period. While 10 wells have been sampled historically, LG-1 was destroyed at an unknown time by road construction activities performed between March 2019 and June 2019. Neither BASF nor ELMSS were contacted regarding this incident. Gas monitoring results are also discussed below. FIELD ACTIVITIES Field Investigation methods for this groundwater monitoring event were conducted in compliance with industry standards and the U.S. Environmental Protection Agency (EPA) Region IV Field Branch's Quality System and Technical Procedures. Groundwater samples from the site were collected on April 22, 2021 using low -flow techniques. Purging was accomplished by using a variable speed peristaltic pump with the pumping rate adjustable to equal the approximate recharge rate of the well. Indicator parameters of pH, temperature, specific conductivity, turbidity, dissolved oxygen and oxidation-reduction potential (ORP) were measured regularly during purging with Horiba U-52 water quality meter until the measured values stabilized. This `low -flow' method targets the collection of groundwater samples that have the least total suspended solid count obtainable without filtering in the field, thus giving a more accurate indication of dissolved constituents present in the aquifer. Groundwater sample collection record sheets are provided in Appendix A. Water levels were measured at each well prior to sampling using a Heron Instruments Dipper-T water level meter (Table 1). As noted historically, two of the groundwater monitoring wells (MW-3 and MW-6) were altered between the October 2016 and April 2017 monitoring events and have therefore not been sampled since October 2016. The total depth for MW-3 was originally 30.16 feet below top of casing (btoc) and was 41.10 feet btoc as measured during the October 2016 monitoring event. The total depth for MW-6 was originally 41.18 feet btoc and was 22.20 feet btoc as measured during the October 2016 monitoring event. The alterations to these wells were presumably conducted during grading operations at the Site. Neither BASF nor ELMSS were contacted regarding any modifications to these wells. Top of casing elevations are currently unknown for these monitoring wells due to the alterations noted above. Therefore, no potentiometric contour map was created for this April 2021 groundwater monitoring event. Relative groundwater elevations for MW-4R and MW-5 as measured on April 22, 2021 are shown on Figure 1. Surface water samples were collected directly from Hominy Creek by filling pre -preserved laboratory sample containers. Surface water sample locations are shown on Figure 2. Water quality parameters for the monitoring wells and surface water locations at the time of sampling are presented in Table 2. As noted above, nine landfill gas monitoring wells (LG-2 through LG-10) were sampled on April 23, 2021. LG-1 was destroyed at an unknown time by road construction activities performed between March 2019 and June 2019. Gas well locations are presented on Figure 3. Percent lower explosive limit (% LEL) measurements and other applicable parameters (i.e., % methane by volume, % oxygen and % carbon dioxide) were recorded at the landfill gas monitoring wells using a calibrated Landtec GEM 2000 instrument. The Landfill Gas Monitoring Data Form for the April 23, 2021 monitoring event is provided in Appendix B. I% Ms. Jaclynne Drummond Annual Monitoring Report December 3, 2021 SAMPLING RESULTS Eurofins TestAmerica in Pittsburgh, Pennsylvania (a North Carolina certified laboratory) analyzed the groundwater and surface water samples for Appendix I volatile organic compounds (VOCs) by EPA Method 8260D, Appendix I metals by EPA Methods 602013, mercury by EPA Method 7470A, sulfate by EPA Method 300.0 and total dissolved solids by SM 2540C-2011. Due to the aforementioned alterations to groundwater monitoring wells MW-3 and MW-6 discussed above, no samples were collected from these wells. Surface water samples were collected from Hominy Creek in upgradient location SW-1 and downgradient location DW-2. A copy of the analytical report is presented in Appendix C. For data analysis, groundwater monitoring well results were compared to the 15A NCAC 2L Groundwater Standards (21- Standards), the regulatory basis established to determine groundwater quality. Monitoring well MW-5 contained two analyte (cobalt and vanadium) concentrations that exceeded their respective 2L Standard. Cobalt was also detected in the MW-5 duplicate sample above its 2L standard. No other 2L Standard exceedances were identified during the April 2021 groundwater sampling event. Analytical results are summarized in Table 3. Surface water results were compared to 15A NCAC 2B Surface Water Standards for Class C waters (213 Standards). Cobalt was detected in upgradient surface water sample SW-1 above its 2B Standard. Cobalt, copper, lead and zinc were detected in downgradient surface water sample DW-2 above their respective 2B Standard. No other 2B Standard exceedances were identified during the April 2021 surface water sampling event. Analytical results are summarized in Table 3. As noted above, a landfill gas monitoring event was conducted on April 23, 2021 for nine landfill gas wells located near the waste boundary during the reporting period. All sampled gas wells exhibited 0% LEL for the April 2021 monitoring event. The action limit for methane is >_5% CHa by volume. Landfill gas sampling data for April 2021 are summarized on Table 4. Historical landfill gas data is included on Table 5. The following summarizes results and observations obtained during this reporting period: • Groundwater samples were not collected from MW-3 and MW-6 due to unknown and unauthorized well modifications. • Cobalt was detected in monitoring well (MW-5) at a concentration of 22.2 ug/L which exceeded its 15A NCAC 2L Groundwater Standard of 1 ug/L. A cobalt concentration of 21.7 ug/L was also detected in the duplicate sample (DUP-1) collected from MW-5. A vanadium concentration of 1.32 ug/L was detected in MW-5, which exceeded its 2L Groundwater Standard of 0.3 ug/L. Vanadium was not detected in the MW-5 duplicate sample. It should be noted that background soil samples were collected during an initial seep investigation (adjacent to MW-5) in 2010 to assess naturally occurring site conditions. Results from the study included detection of cobalt at a maximum concentration of 9.34 3 Ms. Jaclynne Drummond Annual Monitoring Report December 3, 2021 milligrams per kilogram (mg/kg). The NCDEQ - Inactive Hazardous Sites Branch (IHSB) has established a soil cleanup level protective of groundwater for cobalt at 0.9 mg/kg (June 2021). In addition, significant road construction activities (earthwork with dozers and excavators) was occurring in the vicinity of MW-5 during the April 2021 sampling event. Some, if not all, of the cobalt detected during monitoring may be due to mobilization of background metals from soil. • Cobalt was detected in surface water samples SW-1 and DW-2 at concentrations which exceeded their respective 2B Standards. • Copper, lead and zinc were detected in surface water sample DW-2 at concentrations which exceeded their respective 2B Standards. All detections are the same order of magnitude as their respective 2B Standard. • All gas wells exhibited 0% LEL during the April 2021 monitoring event, which is consistent with historical monitoring. Landfill gas sampling was not performed at LG-1, as the well was destroyed at an unknown time by road construction activities performed between March and June 2019.
