No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a closed MSW Landfill, Recycling Collection Site, and Temporary Debris Management Site
(TDMS).
2) The site is secured by a gate at the Highway 306 entrance. This gate and access road is shared with the
Coastal Environmental Partnership Pamlico County Transfer Station, which is located on the adjacent
property. The gate was open upon my arrival and Facility personnel were on-site during this Facility
Compliance Inspection.
3) The Facility access road is of all-weather construction and is being well maintained at this time.

4) This Facility maintains a Volvo L60H wheel loader on-site for maintenance and operations.
5) The TDMS has recently been disced and graded/leveled.
6) A cover-crop of native warm season grasses has been established throughout the landfill. The cover crop does
not appear to have been mowed in some time. *Please mow the landfill cover crop and the area around the toe
of the landfill. Moving forward, a regular maintenance mowing schedule should be instituted and followed to
ensure the cover crop is mowed throughout the year and properly maintained as required.
7) The Facility monitoring wells were reviewed. Several of the wells were difficult to access due to the
overgrowth of the cover crop and vegetation surrounding them. The wells were properly labeled and
functioning locks were present, however, several of the locks were observed as having been left unsecured.
*Please clear the area around each well of excess vegetation and ensure they are maintained secure with
functioning and locked locks. The proper securing of the well locks should be addressed with your well
sampling technician.

8) Used oil is collected and stored under a shelter with secondary containment until collected by the oil recycler.
The secondary containment system appeared to be functioning properly during this Facility Compliance
Inspection. Used oil filters placed on an oil drain tote system and stored in the collection area until removed
from the site by the recycler.
9) Used batteries are collected and stored on a pallet next to the used oil collection area until removed from the
site for recycling.
10) The white goods/scrap metal recycling area was reviewed. Recyclable metals are separated by type and
maintained within separate bays on the concrete pad. All refrigerant containing materials are maintained
separately from other recyclable metals until the refrigerant is extracted. Upon extraction, the whitegoods are
marked with an X and placed into the collection bays until hauled to the metal recycling Facility. All
recyclable metals are being maintained on the concrete collection pad.
11) Electronics are currently collected and maintained within a covered shelter on a concrete pad adjacent to the

metal recycling area.
12) *Corrective measures are required as a result of this Facility Compliance Inspection.
