Buncombe County owns and operates a Subtitle D MSWLF which includes Cell 1 through Cell 6 and a CDLF consisting of Phase 1 through Phase 6. Currently Cell 6 of the MSWLF and Phase 6 of the CDLF are the active waste units. MSWLF Cell 7 has been permitted for construction and MSWLF Cells 8 through 10 are planned (but not permitted) for future expansion (Figure 2). A Water Quality Monitoring Plan (WQMP) was finalized by BLE and submitted to the North Carolina Solid Waste Section (SWS). The WQMP was approved on April 16, 2021 (FID 1576846). The facility requires semi-annual groundwater, surface water, and leachate monitoring and reporting in accordance with the WQMP. The existing groundwater monitoring network for the Buncombe County Landfill consists of two (2) upgradient (background) wells (MW-1 and MW-1D) and twenty-five (25) downgradient (compliance) wells (MW-2, MW-2D, MW-3R, MW-4, MW-4D, MW-5, MW-5D, MW-6, MW-7, MW-8, MW-8D, MW-10, MW-10D, MW-11, MW-11D, MW-12, MW-12D, MW-13, MW-13D, MW-14, MW-14D, MW-15, MW- 15D, MW-17R, and MW-17DR). Wells MW-17 and MW-17D were abandoned September 14, 2020 and replaced by MW-17R and MW-17DR respectively. In July 2021, Buncombe County initiated a voluntary assessment of the compliance issues related to the detected concentrations of vinyl chloride in MW-15 and MW-15D (October 2020) and 1,2-dichloroethane and vinyl chloride in MW-15D (April 2021). Buncombe County requested that BLE and Pace provide support for the assessment activities. It was observed that the MW-15/MW-15D well pair was installed in very close proximity to the waste limits, not installed at a location typical of a compliance boundary, and therefore did not provide representative samples. We presumed that any impacts to groundwater and compliance issues (as a result thereof) were an artifact of the close proximity of the well pair to the waste. BLE submitted a report titled Report of Groundwater Compliance Assessment and Plan to Replace MW- 151MW-15D Well Pair dated July 28, 2021 (FID 1595066) to the SWS. The reported requested that piezometer B-620 be converted to groundwater monitoring well designated MW-18 and that the new well replace the MW-15/MW-15D well pair as a compliance point for the CDLF. The SWS approved the request on August 3, 2021 (FID 1595460). This report documents the conversion of B-620 to MW-18. PXI=.YK1]9we] DR] 11:Ai/[yxyiIH;70117:7U1I4E Buncombe County located an existing piezometer designated B-620 which is present about 200 feet down slope from the subject MW-15/ MW-15D well pair (Figure 2). Piezometer B-620 was installed in 2008 as part of a design hydrogeologic investigation for the CDLF waste unit and was documented in a report by CDM. The boring log for B-620 is included in Appendix A. Piezometer B-620 was installed in bedrock and the wellhead was accessible and in good condition. Existing surface completion included a 4" x 4" x 5' protective steel cover and 2' x 2' concrete pad. BLE made the following modifications to the piezometer for compliance with monitoring well standards in the WQMP: added a vent hole in the PVC casing near the top of the well, added a weep hole near the base of the outer protective steel cover, added pea gravel inside of the outer protective steel cover, added a survey pin in the concrete pad, and added an identification placard affixed to the protective steel cover with its new 1 of 2 1s 1m 1i Buncombe County Landfill —Alexander, North Carolina November 8, 2021 Report of Piezometer to Groundwater Monitoring Well Conversion: B-620 to MW-18 BLE Project No. J21-9378-26C corresponding well number (MW-18). Additionally, approximately 4 inches of PVC stick-up were removed to allow the protective steel casing to properly close. Photographic documentation of the conversion is included in Appendix B. The location and elevation for MW-18 were surveyed on September 24, 2021 by a North Carolina registered land surveyor (Ed Holmes & Associates Land Surveyors) retained by Buncombe County. A signed and sealed certification for the survey was not provided by the surveyor and therefore not included herein. Well completion information published by CDM and survey data from Ed Holmes & Associates was used to populate Table 1 and to prepare a new boring log for MW-18 (Appendix A). The SWS approved sampling matrix is included for reference (Table 2). Development of groundwater monitoring wells is required in the WQMP. BLE performed development of MW-18 by surging and pumping to remove the fine particles from the sand pack around the well screen. The monitoring well was developed until pH and specific conductivity reached equilibrium. Turbidity values decreased from greater than 2000 NTU to 20.7 NTU after development. A development log is included in Appendix C. 3.0 SUMMARY One piezometer (B-620) was converted to a groundwater monitoring well (MW-18) as approved by the SWS. The piezometer has been converted and developed in accordance with the WQMP. Groundwater monitoring well MW-18 has replaced the MW-151 MW-15D well pair as a compliance point for the CDLF as shown on Table 2 and Figure 2. 4.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this scope of work are consistent with those normally employed in hydrogeological and environmental assessments of this type. Our evaluation of site conditions has been based on our understanding of the site and project information and the data provided to BLE. This report has been prepared on behalf of and exclusively for the use of Buncombe County, North Carolina.
