PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Photos included in this report were taken by Susan Heim on December 1, 2021 during the inspection. 2. Documents on file for this permit indicate that the facility opened in 1980 and that a closure letter was issued on December 2, 1998. The Solid Waste Section received notification of the change in ownership from PPG Industries, Inc. to PPG Industries Fiber Glass Products, Inc. Notification of another change in ownership, from PPG Industries Fiber Glass Products, Inc. to Nippon Electric Glass, was received by the Solid Waste Section on January 10, 2019. 3. Environmental monitoring does not take place at this facility and is not a part of the post -closure care of the landfill. 4. The fiberglass manufacturing plant and surrounding property are enclosed by chain link fencing; entry to the site requires admission through a manned gate. The closed industrial landfill is located on the southern end of the property and is surrounded by a separate chain link fence. Unauthorized entry to the landfill is prevented by a series of locked gates. For the purpose of conducting this inspection, entry to the landfill was obtained through the north gate. 5. The internal roadway system for the manufacturing plant provides access to the permitted landfill. Roadways are paved for all-weather access and were found to be in good condition. 6. Mr. Steinert stated that landfill maintenance is scheduled to take place twice a year — once in the spring after the start of the growing season and once after the first killing frost of the year. Fall mowing was expected to take place within the next week or two. At the time of the inspection, the vegetative cover of the landfill was observed to be well established. Some woody growth was noted in several small patches, mainly toward the western side of the landfill. Please ensure that woody vegetation is removed from the landfill when the semi-annual maintenance is performed. Any damage to the landfill cap that occurs during maintenance must be addressed immediately by adding and compacting clean soil and re -seeding to maintain the integrity of the cap. 7. A few small areas of hard -packed soil (generally less than 100 sq. ft.) were found throughout the landfill where vegetation does not grow. Mr. Steinert stated that several attempts to add clean soil and establish vegetative cover in these bare spots have failed. No erosion was evident in these areas, and the landfill cap appeared to be intact. 8. No ponding water was observed on the landfill, and no areas of subsidence were noted.
