ADDITIONAL COMMENTS:
01 - This is the first un-announced comprehensive facility compliance inspection conducted under Pam Marlowe’s supervision. 02 - Signage is posted on the entrance gate with all information required.
03 - This facility has a chain link fence and gated entrance that is lockable.
04 - Hours of operation are 6:00 am – 6:00 pm Monday – Friday and 7:00 am – 4:00 pm Saturday. Closed Christmas Day, New Year’s Day and Thanksgiving Day. 05 - Interior roadways are of all-weather construction and maintained in good condition. 06 - Modification of Life of Site Permit to Operate was issued February 07, 2020 and expires August 20, 2073. Permit and Operations Plan reviewed. 07 - Screening records were reviewed and found up to date. 08 - Records of waste received (weight, type and origin) and waste transferred out were reviewed and found up to date. 09 - Tipping floor was clean on the C&D and Recycle sides. 10 - Windblown trash was not an issue during this inspection. Staff was picking up small amount of windblown upon arrival of this un-announced inspection. GOOD JOB. 11 - The waste stream consists of construction and demolition waste yard debris, single stream recyclables and dry recyclable waste. Recyclables other than C&D will be deposited on the floor in a separate area and loaded into open top
trailers for transport. C&D will be deposited on the tipping floor in a designated area loaded into open top trailers. Incoming loads will be inspected by the driver, facility operator and equipment operators to minimize chance of unapproved materials being accepted.
12 - Facility has 3 Certified Transfer Station Operations Specialist; David Brickhouse, expires 3/14/2022, Nigel Culpepper, expires 3/14/2022 and Robert Mansfield, expires 3/14/2022. 13 - Recyclables will be sent to Bay Disposal & Recycling: 301 E Street; Hampton, VA; Virginia Permit No. PBR 585,
TFC Recycling: 1958 Diamond Hill Rd. Chesapeake, VA 23324, Recycling and Disposal Solutions of Virginia (RDS): 3325 Frederick Blvd. Portsmouth, VA 23704, or American Disposal (Waste Connections): 10370 Central Park Dr. Manassas, VA 20110 per the facility operations plan. 14 - Non-recyclable construction debris are pulled out and put into box trailers or containers and will be sent to Centerville Turnpike CDD Landfill, 1613 Centerville Turnpike, Virginia Beach, VA; Virginia Permit No. SWP 603. 15 - Service area for this facility includes; Currituck, Dare, Camden, Pasquotank and Perquimans Counties. 16 - This facility also uses a roller magnet to pick up nails, screws and other metal shards that may cause flat tires. 17 - Issue noted on the last inspection has been repaired. 18 - Scrap tire and metal containers have just been emptied. 19 - Facility looks to be managed well. 20 - Digital Pictures taken during this inspection.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
