This requirement was stipulated in your letter of December 29, 1995 to Mr. William Stamey, Town Manager. The Town constructed one (1) upgradient well and one (1) downgradient well in February, 1990. The monitoring records for these wells began in 1991 and have never shown any evidence of groundwater contamination. In addition, during operation of this landfill, a spring was discovered and a drainage line was installed to carry flow from this spring away from further landfill operations. This drain line passes under areas where waste has been deposited and the Town has sampled this water along with the monitoring well water. The sampling data for the spring water also shows that no contamination is present. For these reasons the Town believes that the additional expense of a new monitoring well is not warranted and is requesting that this requirement be rescinded. The Town has always agreed that if contamination is ever found, that an additional well or wells would be constructed as requested by Division of Solid Waste management.
