Management, has been referred to me for reply.
We concur that the beneficial filling of existing borrow areas at the Town of Canton
Landfill with stockpiled concrete may continue after October 9, 1994, provided the stockpile does
not interfere with the required certifications, grading, and seeding necessary to complete final
closure of the landfill.

A meeting was held on July 25, 1994 at the Town of Canton Landfill with
representatives from McGill Associates and Mr, Roger Lyda, Town of Cantors Engineer, to
discuss stel)s necessary to accomplish proper closure of this landfill site, The following items
we discussed and agreed upon as being necessary to complete this closure:
1. AN waste that has been placed outside the Town of Canton's approved landfill plan
must be moved to encompass areas within fire approved plan,
2. Areas which received waste after October 9, 1991 must have final soil cover that.
consists of 18" of compacted clay with a permeability of I x 10-1 cm/sec. and a six
inch erosion layer for vegetative growth (24" total soil cover).
3. Any area(s) that received waste prior to October 9, 1991 must have; a final cover
system consisting of 24" of soil, Documentation/verification must be provided to
verily that the area(s) were not utilized after October 9, 1991,
4. Once the final soil cover is in place, the entire landfill disposal area must be graded
properly and seeded with native grasses.
All the; items stated above must be completed by October 9, 1994, Please let me know

RE: Town of Canton Landfill Closure
Dear Jim:
On September 9, 1994, the Town of Canton awarded a contract to Perry M. Alexander Construction
Company for providing work associated with final closure of the Town's landfill. Appropriate suitable 1 x
10-5 borrow material has been located on a site approximately 12 miles from the existing landfill. A soils
engineer will be retained by the Town to ensure that the proper borrow material is hauled to the landfill site.
The first phase of the work will be to relocate the existing Champion inert material and lowering of the
top portion of the landfill to the previously permitted grade. Upon completion of this work, the new cap will
be placed on the remaining areas of the landfill and the required erosion control measures will be installed.
We will be talking with you in the near future during work at the landfill. In the meantime if you have
any questions, please feel free to contact me or Vann Waters.

RE: Landfill Closeout
Dear Roger:
Jan McHargue from the Solid Waste Section called me this week concerning the closeout of the Town's
landfill. Essentially, they are allowing us to close it as per the plans submitted previously but are still
concerned about the material across the property line. She stated that they wanted to be certain that the
material was moved prior to cap installation so that all of the material in question was underneath the final
cap. She also emphasized that all of the earthmoving operations for the cap needed to be completed by
October 9, 1994, for the cap to be considered complete prior to the deadline. She said that final seeding
and erosion control measures did not necessarily have to be in placed by October 9, but all of the dirt
moving needed to be completed.
At this time she does not believe that an on -site meeting between the Town and the Solid Waste
Section is needed, but if there are any questions they said they would be happy to schedule a meeting
sometime soon to meet with all the parties out on the site.
Roger, please feel free to contact John or myself at anytime if we can be of any assistance in this final
phase of closing out the landfill.

Landfill Closure Plan
Town of Canton
Haywood County
The Town of Canton originally submitted a closure plan for its landfill on October 14, 1992. At the same
time plans were submitted to the Land Quality Section for approval of the erosion control measures. On
November 11, 1992 revised sheets were sent to your office incorporating revisions required by the Land
Quality Section. The erosion control plan was approved by the Land Quality Section on December 9, 1992.
Since that date we have received no further response from the Solid Waste Section concerning the closure
plan for the Town of Canton's landfill.
This letter is to advise your office that the Town of Canton intends to quit receiving waste at their landfill
on April 9, 1994 and will proceed with the closure plan as submitted with the intention of the final closure
being completed by October 9, 1994.

A meeting was held on July 25, 1994 at the Town of Canton Landfill with

1 ' All waste that has been placed outside the Town of Canton's approved landfill plan
gust be moved to encompass areas within the approved plan.
' .Areas which received waste after October 9, 1991 must have final soil cover that.
consists of 18" of compacted clay with a permeability of 1 x 10_1 cin/sec. and a six
inch erosion layer for vegetative growth (24" total soil cover).
111y area(s) that received waste prior to October 9, 1991 must have a Final cover
c},stem consisting of 24" of soil, Documentation/verification must bo provided to
verify that the area(s) were not utilized after October 9, 1991,
Once the final soil cover is in place, the entire landfill disposal area must he graded
properly and seeded with native grasses.
