You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for
each violation of the Solid Waste Statute or Regulations. For the violation(s) noted here, you may be subject to enforcement actions
including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such
further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

STATUS OF PAST NOTED VIOLATIONS:
None
AREAS OF CONCERN AND COMMENTS:
Transfer Station:
1. The facility is secured by a gate, which was unlocked - transfer operations were being conducted at the time of
the inspection.
2. The permit and operations plan and other facility records are kept at the Burke County General Services Office,
100 Government Dr., Morganton, NC.
3. Waste screening records are maintained on site. Random waste screening is done on the tipping floor of the
transfer station at least once a week.
4. Signs at the entrance to the landfill were installed and posted as required.
5. The transfer station is open from 7:00am to 4:00pm, M — F; and from 7:00am to 1:00pm on Saturday.

7. The service area of the transfer station is limited to Burke County.
8. The transfer station receives an average of 250 tons of waste per day.
9. All municipal solid waste is transferred to the Foothills MSW land fill in Lenoir, NC.
10. The access road was maintained in good condition.
11. There was very little windblown waste.
12. The tipping floor was free of trash and being washed down during the audit.
13. Multiple loads from private and commercial haulers were received during the audit.
14. Leachate / runoff from the transfer station is collected via floor drains and held in a 5,000-gallon underground
storage tank. The contents of this tank are pumped out 2 to 3 times each month and taken to a WWTP for
disposal.
15. The interior walls of the transfer station need to be washed down and cleaned.
16. The walls and overhead walk -way of the receiving bay of the transfer station need to be washed down
and cleaned.
17. There are several roll -off recycling containers for public use, located to the north of the transfer station.
18. Digital pictures were taken during the audit.
White Goods:
1. No white goods on site — scrap metal hauler had pickup white goods earlier in the week.
2. The white goods area was very clean.
3. Scrap metal pile contained many auto fuel tanks that were punctured and rendered unusable.
4. The white goods are stored on a concrete pad that is badly fractured. It is in need of repair and
maintenance. The east side of the white goods area is bordered by concrete barriers that serve as a "push"
wall.
5. CFCs are removed by the scrap metal hauler - Tri State Recycling.
Yard Waste:
1. One pile of yard waste on site. Area is very clean.
2. The land clearing debris is ground into mulch with a "tub grinder". The mulch is sold to the public.

3. Wooden pallets are ground into mulch on site. The mulch is sold as boiler fuel. (Suez Energy BioPower, Inc.
of Marion, NC is the primary buyer of this mulch.)
Inert Debris Area:
1. Concrete, asphalt, rock and brick were originally stockpiled for possible use as beneficial fill. But, as there has
been no demand for the beneficial fill, it is being disposed of the Foothills MSWLF.
