I. INTRODUCTION
To pursue the permanent closure of the current Category 1 and 2 Municipal
Solid Waste Landfills (MSWLF) under the current closure regulations by the
State of North Carolina Department of Environment, Health and Natural
Resources, Division of Solid Waste Management Rules 15A NCAC 13B as
amended through January 4, 1994, and the federal criteria as published in
part 40 CFR Part 258 and revisions to 40 CFR 257 under authority of
Subtitle D of the Resource Conservation and Recovery Act, the following
information is provided for approval.
Madison County operated a MSWLF on a 33.1 acre tract of land located
on Long Branch Road (see location map).
The current landfill consists of one Category 1 & two Category 2 (the
landfilling of
municipal solid waste ceased prior to October 9, 1993), discrete landfill
areas as delineated on the attached plans.
II. LANDFILL CLOSURE
A. CATEGORY I MSWLF
The Category I MSWLF landfill stopped accepting waste prior
to 1989.
1. Final contours are in conformance to those presented in the
original landfill plan.
2. Final cover is complete at this time.
3. Permanent erosion control measures have been implemented as
shown on the attached plan which includes existing ditches
and silt basins.
4. Drainage Control will be accomplished with the use of diversion
berms and controlled cross slope of the landfill surface.
5. Vegetative cover was provided upon completion of all cover.

accordance with the vegetative cover specifications on the
plans which included native grasses as included in the original
operational plan.

6. Leachate control will be provided if conditions warrant for
containment on site and properly disposed of, but at present
there is no evidence that there is a leachate problem.
7. Written notification and certification of the facility
compliance with the closure conditions will be provided by
the owner/operator and his N.C. Registered Professional
Engineer.
8. An inspection by the NCDEHNR Division Representative
concerning compliance with the closure conditions will be
requested as soon as practicable.
B. CATEGORY II MSWLF
1. Final contours for this portion of the. landfill have
essentially reached the proposed final contours of the
original plan.
2. Final cover and cap system have been provided to have an
18 inch low -permeability layer of soil with a permeability
of no greater than 1 x 10 - 5 which was available near the
site in quantities sufficient to cover both category II
MSWLF. A minimum of (6) six inches of soil was placed
above the low permeability cap system to encourage growth of
native planting and provide for erosion protection and to
protect root penetration into the cap system.
3. Permanent erosion control measures have been implemented
as shown on the attached plan which includes riprap ditch
lines and drainage directed to the existing silt basins.
4. Drainage Control is being accomplished with the use of
diversion berms and controlled cross slope of the landfill
surface.
5. Vegetative cover was provided upon completion of all cover
operations. The seeding, fertilizing and mulching was in
accordance with the vegetative cover specifications on the
plans which included native grasses as included in the

III. POST -CLOSURE CONDITIONS
Post closure care will consist of maintaining all erosion control/
storm drainage measures and vegetative cover in compliance with the
closure conditions as approved. A comprehensive water quality
monitoring program will be continued during the post closure time
period as required by the Division in accordance with the:N.C. Water
Quality Monitoring Guidance Document for Solid Waste Facilities.
During the period of post -closure care attention will be given to
the potential for concentrations of explosive gases and if
conditions warrant measures will be designed to mitigate any
adverse effects. Access to the closed MSWLF is controlled
by the gate structure at the access road preventing unauthorized
access by the public. The final grading of the site is designed
to prevent ponding and any excessive settlement which appears to
provide a potential ponding situation will be dealt with as part of
the post closure care of the MSWLF. During Post -closure care the
Owner/operator will comply fully with current ground water
standards.

IV. POST -CLOSURE OPERATIONS
No post -closure operations are planned for this site.
V. ADDIT_IONAL._INFORMATION
A. Soils reports from LAW ENGINEERING TESTING COMPANY
concerning the density and permeability of the available
soils that were used for final cover. The soil testing shows
a permeability of 4.0 x 10 - 7.

Bid Specifications
Hauling and Placement of Clayey Soil
Madison County will be accepting sealed bids for the hauling and the placement of
sufficient clay soil for a two foot, compacted, cover required for the closure of
the existing Madison County landfill located on Long Branch Road.
Sealed bids must arrive at the Madison County.'Finance Office, Box 579, Marshall,
North Carolina 28753, by 12:00 Noon , September 13, 1993. Bids will be opened at
the Board of Commissioners meeting on Monday, September 13, at (1) one P.M.
The County of Madison reserves the right to reject any and all bids.
A visit to the landfill site by all bidders will be necessary.

The work includes the clearing of the trees, stumps and debris from the borrow
area approximately one and one half miles away. The cleared debris is to be
windrowed around the parameters of the borrow site for erosion control measures.
The clayey soil shall be loaded and trucked to the existing landfill and dumped
in a manner that it can be spread and compacted in three eight inch lifts by the
Solid Waste Department personnel.
The clayey soil is to meet certain permeable standards regulated by the N.C.
Solid Waste Division. Madison County will provide an on site inspector to
monitor the soil at the borrow area and the soil placement at the landfill.
Madison County will have the sedimentation control plan approved, and will assist
in .its installation. The contractor shall provide the maintenance to the
sedimentation control measures during the work project. Madison County persnnnel
will. grade and re -seed the borrow area after completion of the project.
The bidder or contractor shall abide by all local and 'state laws, ie insurance,
liconses, etc.
The project is to be completed within fifty calendar days from the day Madison
County notifies the successful bidder to commence. Rain days will be documented
and used if ncedpd.

This is our official certification that the cap system for Madison County
Landfill No. 58-02 for both the Category 1 and 2 MSWLF has been completed
in accordance with the Solid Waste Permit, the conditions of Permit and
Rule .0510 for the Category 1 and 2 MSWLF's and additional Rule .1627 for
the Category 2 MSWLF. This final cap system was in place with the
additional six inch earth cover for plant growth on the Category 2 MSWLF
all erosion control measures and primary seeding prior to October 9, 1994.
Enclosed are the certified soils reports concerning the low permeability
18 inch cap system showing a permeability of less than 1 x 10 - 5 CM/SEC
as required. Please note that on tests 1 and 2 the testing was performed
near the ground surface but was retested in tests 1A and 2A at a depth of
6 inches below the surface.
