Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility consists of a transfer facility, convenience area for recyclables, tires, cardboard, metal, construction and demolition debris, brush, rigid plastic, white goods, batteries, antifreeze, used oil and electronics. 2. The required signage is posted at the entrance of the facility to prevent unauthorized access. 3. The facility if secured by an automatic gate at the entrance of the facility. 4. The facility is permitted to receive solid waste generated from within Iredell County. 5. All waste is taken to the Iredell County MSWLF (Permit # 49-03). 6. No unacceptable waste streams were observed. 7. The tipping floor was resurfaced in April 2020 and a curb was installed along the entrance to prevent leachate leaving the building. The new floor was also constructed to slope towards the lower trailer loading bay. The floors and walls of the transfer station are washed daily. The wastewater is collected by drains in the lower trailer loading bay. 8. Facility staff pressure washed the tipping floor, push walls and trailer loading bay on November 11 & 12, 2021. 9. No waste was observed in the drain at the end of the truck turn around area. 10. A slight amount of windblown waste was observed around the entrance and exit to the trailer loading bay. Windblown observed appeared to be no more than that is generated from daily activities. 11. A slight amount of waste was observed in the trailer loading bay. Waste observed appeared to be no more than that is generated from daily activities. At the end of each working day all trash is picked up and the trailer loading bay is washed down. 12. The leachate drains in the trailer loading bay were free of debris and flowing freely. 13. The drains from the trailer loading bay flow into an oil -water separator. The grit chamber and oil water separator were last pumped on 6/4/2020 by Universal Environmental Services, LLC. 14. Leachate is discharged into the Town of Mooresville Sanitary Sewer system. 15. Eight fire extinguishers are available throughout the facility and located in heavy equipment for fire suppression. 16. White goods are staged on a concrete loading dock. CFC's are removed by facility staff and then loaded into a container. All metal is taken to Gordon's Metal in Statesville. 17. Observed electronics palletized and staged for Powerhouse in Salisbury to pick-up. Records Review 18. An average of 195.38 tons of municipal solid waste is received at the facility each operating day. The facility received 54,636.41 tons and transferred 54,642.31 tons of waste from January through October 2021. 19. Reviewed waste screening records from November 18, 2020 to November 11, 2021. Any unacceptable waste observed was noted on the waste screening forms along with actions taken to dispose of those waste. 20.
