Dear Mr. Denton, First of all I want to thank you for the diligence you have demonstrated in working towards a resolution of the water quality issues surrounding the County's landfill. The Solid Waste Section realizes the time and monetary investment it takes to resolve these issues but the County has made significant progress in answering many of the questions surrounding the water quality in the area. Verbal approval was given for the phase I and phase II assessment proposals. This correspondence is to follow up in writing the verbal approval granted for both phases. The proposed field work and subsequent report shall be due as the phase II work plan schedule prescribed. Once again, thank you for your prompt attention to these matters. WIIIStOfI- ReCJfQt149f Jackson County C&D Landfill - Permit Number 50-02 WAYNE MCDEVITT - SECRETARY Dear Mr. Parker: The Solid Waste Section has reviewed your request to use an alternative daily cover WILLIAM L. MEYER consisting of 50% wood chips/mulch and 50% soil. Your proposal is hereby approved DIREQTOR with the following conditions: 1. Jim Patterson, Regional Waste Management Specialist, shall be notified prior to initial use. Mr. Patterson may be contacted in the Asheville Regional Office at (828) 251-6208. 2. Your request to use an alternate daily cover at the referenced site will be for a 90-day demonstration period. This cover must comply with 15 NCAC .1626(2)(b) which requires an owner/operator to demonstrate that the alternative cover controls disease vectors, fires, odors, blowing litter, and scavenging without presenting a threat to human health and the environment. 3. To request additional or permanent approval, an operational plan including all methods, procedures, and practices involved, shall be developed and submitted for Section approval prior to the end of the 90-day demonstration period. Particular attention should be given to procedures related to potential landfill fires. Upon completion of the demonstration period and receipt of the operational plan, the permit will be amended to reflect the modification.
