Ross Jr., Secretary Re: Modification to the Permit for Closure, Haywood County Municipal Solid Waste Landfill Permit Number 44-03, Haywood County Dear Mr. Cogdill: The Solid Waste Section (the Section) has reviewed and hereby approves your request to modify the Permit for Closure to allow the construction of a gravel parking lot for school buses on top of the closed landfill referenced above. The attached Permit for Closure, originally issued on December 13, 1995, has been updated and reissued with the parking lot as an approved Post Closure Use as described in the List of Approved Documents, Attachment 1, Part B. Please note Condition #2 which requires that "The owner or operator shall maintain the integrity and effectiveness of any cap system, including making repairs to the cover as necessary to correct the effects of settlement, subsidence, erosion, or other events, and prevent surface water from impounded over waste and run-on and run-off from eroding or otherwise damaging the cap system." Also, please note Condition # 6 which requires that "Post -closure use of the property shall not disturb the integrity of the cap system, or the function of the monitoring systems. The Division may approve any other disturbance if the owner or operator demonstrates that disturbance of the cap system, including any removal of waste, will not increase the potential threat to human health or the environment." The hollowing is a si the conditions at the site, based upon available data, and our discussion the site visit. WATER QUALITY: Water quality &ta from past sampling of the groundwater detections m wells at the site have indicated levels of chemical constituents exceedi: groundwater quality standards in all of the monitoring wells: Recoatl� have indicated a downward trend In the contaminant levels. Without investigation it is difficult to determine if the recent trend is a function precipitation infiltration or an inadequate monitoring system. The Soli Section (Section) previously requested in a .letter dated CctobeT 16, 19' Jack Horton that action be taken to investigate the extent of the ,ground ptublem. The Section has not received any of the information request( correspondence. The Section was informed that the County recently expanded the pub' system to all areas around the landfill, but it was not known which, if residences in the area had hooked up to the system. The professional geologist shall consult with the Sectio about the landfill site prior to developing the plan. The Section will review the lubmitted plan, approve at, or request more information or amendments before implementatim.
