We would like to inform you that Haywood County is reorganizing our
Sanitation Department to better meet the needs of the citizens of
Haywood County.
Effective September 1, 1992, the Sanitation Department will be
renamed the Solid Waste Management Department. This department will
handle collection and disposal of solid waste and recyclables for
the county. The address for this department will be 1600 North Main
Street, Suite I-50, Waynesville, N. C. 28786. The telephone will be•
704-452-6661.
Haywood County Project Pride, The Keep America Beautiful Agency for
the county, will move to the Chamber of Commerce Office at 1124 Sulphur
Springs Road, Waynesville, N. C. 28786. This office will handle the
beautification and clean up projects in the county. The Project Pride

RE: Notification Of'Semi-annual Sampling Dates For Landfills

This past January a letter was mailed to all landfill owner/
operators informing them that the Solid Waste Section will be
requiring semi-annual ground and surface water monitoring beginning
January 1, 1993. All landfill owner/operators were requested to
notify the Section prior to July 1, 1992, of the months they will be
performing each of•their semi-annual sampling episodes for the 1993
calendar year. Please note details in the letter of January 10, 1992
that is enclosed with this letter.
As of this date the Solid Waste Section has no record of the
proposed sampling dates for next year for your facility. Please
notify the Solid Waste Section in writing immediately of the two
months you have -chosen for sampling this coming year. A response
should be received in our office by October 15, 1992.
If you have any questions regarding this request or the water
quality monitoring program required at sanitary landfills in North
Carolina, please contact the -Solid Waste Section at (919) 733-0692.

From Leathermaking Hairhouse Operation at the Haywood
County Landfill, (Permit #44-03).
REFERENCE: Former A.C. Lawerence Tannery Property
Dear Mr. Wrenn:
The Solid Waste Management Division has received a request for
characterization of the subject waste. Based upon the submitted
information, the waste appears to be non -hazardous. The Solid Waste
Management Division has no objection to the sanitary landfill
disposal of this waste, if in accordance with the conditions listed
below:
1. The owner/operator of the landfill approves the disposal.
2. The waste contains no free liquids and can be confined,
compacted, and covered in accordance with the Solid Waste
Management Rules (15A NCAC 13B).
3. Approval for sanitary landfill disposal is explicitly
limited to a "one-time" basis. Further approval by this
office will require submittal of a new Waste Determination
form, and (if applicable), new analytical data.
Failure to meet these conditions may result in revocation of
this approval, and subsequently, an administrative penalty. If you
have further questions or comments concerning this matter, please
contact this office at (919) 733-0692.
Please note that this approval is being made even though
selenium waste analyzed to be <0.05 ppm leachable only and not shown
to be <0.1 ppm which is the NC Landfill Limit. This approval is

therefore made primarily due to the very small amount of soil
involved. It is your responsibility to insure that this soil not
exhibit any free liquid since the landfill is required to refuse

whether a waste is (1) hazards as defined by 15A NCAC 13B, and (2) suitable for
disposal at a solid waste management facility. The types of wastes that will be
evaluated by tY s-procedure are primarily, but not exclusively, industrial and
commercial wastes and sludges, and Publicly Owned Treat-ment Works Sludges.
The Solid Waste Management Division reserves the right to request additional
information or waive some of the requirements based on the type of waste if it deems
necessary. The Division may also require some wastes to be treated or altered to render
the wastes environmentally immbile prior to disposal at a sanitary landfill. Wastes
disposed at sanitary landfills must be non -liquid which can be properly managed in

Dear Mr. Wrenn:
General Statute 130A-294 authorizes the Solid Waste Management
Division to regulate solid waste management in North Carolina. It,
therefore, gives authority to the Division to evaluate wastes that
may pose a threat to the environment or to public health and to
subsequently prohibit disposal of these wastes at a sanitary landfill
in accordance with Sections .0103(d) and (e) of the Solid Waste
Management Rules, 15A N.C.A.C. 13B.
Your recent request for disposal of the subject waste has been
reviewed and evaluated by section personnel. It cannot be determined
if the subject waste is suitable for landfill disposal at the
designated landfill due to the absence of adequate data. For this
reason your request is denied. It is recommended that the waste be
disposed in a secure site even though the test analyses supplied does
prove the soil is non -hazardous.
At minimum, a complete TCLP analysis would need to be performed
at an estimated cost of $1,200 - $1,500 and a paint filter test would
have to be made costing perhaps $25 - $75. The recommended disposal
should be more cost effective considering the very small volume of
waste involved.
Please note that the data submitted on this waste was for
"totals" on the organic constituents and did not include herbicides,
pesticides nor for the the RCRA metals. Also, two of the TCLP
regulated organics (m-cresol and pyridine) were not includedin these

totals" scans which is the normal procedure in running the 8240 and
8270 analyses.

The Solid Waste Management Division reserves the right to request additional

Dear Mr. Wrenn:
The Solid Waste Management Division has received a request for
characterization of the subject waste. Based upon the submitted
information, the waste appears to be non -hazardous. The Solid Waste
Management Division has no objection to the sanitary landfill
disposal of this waste, if in accordance with the conditions listed
below:
1. The owner/operator of the landfill approves the disposal.
2. The waste contains no free liquids and can be confined,
compacted, and covered in accordance with the Solid Waste
Management Rules (15A NCAC 13B).
3. Approval for sanitary landfill disposal is explicitly
limited to a "one-time" basis. Further approval by this
office will require submittal of a new Waste Determination
form, and (if applicable), new analytical data.
Failure to meet these conditions may result in revocation of
this approval, and subsequently, an administrative penalty. If you
have further questions or comments concerning this matter, please
contact this office at (919) 733-0692.
Please note that this approval is being made even though
selenium waste analyzed to be <0.05 ppm leachable only'and not shown
to be <0.1 ppm which is the NC Landfill Limit. This approval is

therefore made primarily due to the very small amount of soil
involved. It is your responsibility to insure that this soil not
exhibit any free liquid since the landfill is required to refuse

RE: Extension of Permit Expiration Date, Haywood County Landfill,
Permit #44-03
Dear Mr. Horton:
This letter is in response to your request to extend the
expiration date of the permit for the referenced facility.
The Solid Waste Section hereby grants an extension of the
permit expiration date to September 1, 1993. The subject facility
shall continue to be constructed and operated in accordance with
the plans approved by amendment to permit issued July 5, 1990.
Haywood County is to be commended for its progressive approach
and continued commitment to the management of solid.waste in the
county.
