RE: Results Of Surface Water Samples Taken At The Haywood County
Sanitary Landfill
Dear Mr. Francis,
Based upon the sample results from the January 11, 1991,
sampling of surface water at the Haywood County Sanitary Landfill,
there does not appear to be any significant problems with the water
quality for the parameters that were tested. The only parameters
that exceeded drinking water quality standards were Iron and
Manganese. Iron and Manganese were slightly higher than the
secondary drinking water standards. However, Iron and Manganese are
commonly found throughout North Carolina at levels exceeding these
standards, since these minerals are common constituents of the rocks
and soils of the state.

and apart from other solid wastes at the bottom of the working
face or in an area not contiguous with other disposal areas, in
either case, in virgin soil. Separate areas shall be clearly marked
so that asbestos is not exposed by future land -disturbing activi-

Anchoring Compound at the Haywood County Landfill, (Permit #44-03),
Dear Mr. Werner:
The Solid Waste Management Division has received a request for
characterization of the subject waste. Based upon the submitted information, the
waste appears to be non -hazardous. The Solid Waste Management Division has no
objection to the sanitary landfill disposal of this waste, if in accordance with
the conditions listed below:
1. The owner/operator of the landfill approves the disposal.
2. The waste contains no free liquids and can be confined, compacted, and
covered in accordance with the Solid Waste Management Rules (15A NCAC
13B) .
3. Approval for sanitary landfill disposal is explicitly limited to a
"one-time" basis. Further approval by this office will require
submittal of a new Waste Determination form, and (if applicable), new
analytical data.
Failure to meet these conditions may result in revocation of this approval,
and subsequently, an administrative penalty. If you have further questions or

This procedure will be used by the Solid Waste Management Division to determine
whether a waste is (1) hazardous as defined by 15A NC?1C 13B, and (2) suitable for
disposal at a -solid waste management facility. The types of wastes that will be
evaluated by this proapdure are primarily, but not exclusively, industrial and
commercial wastes and sludges, and Publicly Owned Treatment Works Sludges.
The Solid Waste Management Division reserves the right to request additional
information or waive scmne of the regUirnments based on the type of waste if it deems
noes - The Division may also require scme wastes to be treated or altered to render
the wastes enlvimnmentally immobile prior to disposal at a sanitary landfill. Wastes
disposed at sanitary landfills must be non -liquid which can be properly managed in
accordance with the "Solid Waste Management Rules", APPROVAL TO DISPOSE OF `iHE WASTE
SHALL ALSO BE OffDONED FROM UM OWNER OR OPMW1QR OF THE IANDFILL, PRIOR TO DISPOSAL.
