DETAILS OF THE PLAN
In 1983, 3 monitoring wells were drilled -at the Francis
Farm Site. At the time, one of this wells (MW-1) was dry.
Since that period, a second well (MW-3) has gone dry. Review
of the locations of the wells indicates that they ai-e well
placed. Therefore, it is proposed that new wells (MW-1A and
MW-3A) be drilled at these same locations to a sufficient
depth to make monitoring possible. In addition, a background
well (BMW-4) is proposed at the location shown. This location
is at the top of the ridge line which is the highest elevation
on the site.
Sampling of the wells at this site has not been preformed
in a timely fashion. The latest sample was taken in March
1989. In order to set a schedule for monitoring, samples
will again be taken in October, 1989 and will be done on
an annual basis thereafter. Environmental Testing, Inc.,
a
of Asheville, North Carolina will preform this testing.

Re: Conditional Approval of the Ground -water Monitoring Plan
For the Haywood County Sanitary Landfill (Permit 444-03)
Dear Mr. Rogers,
William L. Meyer
Director
This letter is in reponse to the ground -water monitoring plan
that was recently submited to our office for the Haywood County
landfill facility. The proposed monitoring plan is approved with the
following conditions:
1. Monitoring wells should be located at the locations
indicated in the proposed monitoring plan. The wells are to
be placed within the permitted area for the solid waste
facility in areas free of garbage, refuse, or sedimentation.
2. The wells should be drilled to a depth (and likewise, the
screens placed at vertical locations) that will ensure that
future drought conditions, which may lower the water table,
will not render the monitoring system ineffective. Vertical
placement of the screens should be in the most hydraulically
conductive zones. Remarks on the Well Completion Records
should clearly indicate where the screens are placed, and
why the screens were placed at these depths. It is not
sufficient to set the screens by bracketing the water table.
3. The monitoring wells are to be constructed according to the
specifications in the "North Carolina Water Quality
Monitoring Guidance Document for Solid Waste Facilities"
as illustrated by the "Typical Monitoring Well Schematic"
enclosed.
4. The screen should be a maximum of 10 feet in length. The
sand/gravel pack should extend no more than 2 feet above the
screen. A bentonite seal of at least 1.0 foot should be
installed above the screened interval.
Page 2
5. The old (dry) wells should be abandoned according to the
D.E.M. approved procedures for permanent abandonment of
wells as referenced in NCAC Title 15: 2C .0113, except that
no disinfection or chlorination should be done.
6. Access roads should be constructed and maintained
ensuring that a clear unobstructed path, free from dense
vegetation, is available for four-wheel drive vehicles
providing access to each well.
Within 15 days of completion of well installation, a complete
and accurate Well Completion Record (DHS 3342) and Typical Well
Schematic should be submitted to this office for each of -the
ground -water monitoring wells. In addition, please provide a summary
of the hydrogeological data accumulated for the landfill site from
the boring operation. Include boring logs and other pertinent
subsurface information.
Also, a map should be sent that shows the locations of the
wells. Each well should be numbered on the map (e.g. MW-1; MW-2;
etc...) in a manner corresponding to the numbers of the wells as
designated in the field. Please designate which wells are
"upgradient" and which wells are "downgradient".
Within 15 days of well installation, designate in writing to
this office the name of the contractor you have chosen to perform
your annual ground and surface water monitoring extractions, and the
date on which you plan to perform your annual sampling. If you have
further questions or comments, please contact our office at (919)
733-0692.

Bobby Lutfy

Dear Mr. McKay:
A citizen complained to my office that on August 30, 1989, the Haywood
County Landfill had not placed daily cover over the solid waste. 10 NCAC 10G
.0505(3)(a) of the North Carolina Solid Waste Management Rules requires that
solid waste shall be covered after each day of operation with a compacted layer of
six inches of suitable cover or as specified by the division.
Please make certain that all solid waste received at the landfill is being
covered on a daily basis.
Thank you.

County Landfill (Permit #44-03).
Dear Mr. Wrenn:
The Solid Waste Management Section has received a request for
characterization of the subject waste. Based upon the submitted information, the
waste appears to be non -hazardous. The Solid Waste Management Section has no
objection to the sanitary landfill disposal of this waste, if in accordance with
the conditions listed below:

2. The waste contains no -free liquids.
3. The waste shall be disposed within the 6 inch soil daily cover at the
top of the working area or is to be incorporated within the final two

4. Approval for sanitary landfill disposal is explicitly limited to a
"one-time" basis. Further approval by this office will require
submittal of a new Waste Determination form, and (if applicable), new
analytical data.
Failure to meet these conditions may result in revocation of this approval,
and subsequently, an administrative penalty. If you have further questions or

Per our conversation, I could not find a copy of my original application.
Enclosed you will find another. Also are copies of correspondence pertaining
to the analysis of the "soil" I wish to put in the landfill.
As we discussed, I believe this "soil" already has a resting place to
blend with some acid soils in a new landfill for the county. Let me know
if further information is required.
