I left a message on Ms. Arroyo's voicemail that I received her letter dated January 29, 2008. In response to
her request for permitting instructions, I informed her that permitting staff will be sending a guidance letter that
outlines what they are required to do to transfer the permit from Collins & Aikman into IAC's name and any
other permitting instructions. I also reminded Ms. Arroyo that in Mr. Wagner's conversations with her in
December 2007, he gave her contact information for staff in Raleigh to provide guidance on what would be
required for a compliance history and financial assurance. I instructed her to call me or Mr. Wagner with any
questions.

STATUS OF PERMIT:
Industrial Landfill. Permit Expired 9/19/07. Change of ownership from Collins & Aikman to IAC October 2007.
PURPOSE OF AUDIT:
Partial Facility Audit & to introduce new SWS engineer, Allen Gaither, to Jack Davis.
NOTICE OF VIOLATION(S) (citation and explanation):
15A NCAC 13B .0505(4)(a) requires "Adequate erosion control measures shall be practiced to prevent silt
from leaving the site." and 13B .0505(4)(b) requires "Adequate erosion control measures shall be practiced
to prevent excessive on -site erosion."
International Automotive Components is in violation of 15A NCAC 13B .0505(4)(a) by failing to
maintain the berm at the top of the western slope of the landfill which has been breached in two
places. International Automotive Components is in violation of 15A NCAC 13B .0505(4)(b) by failing
to prevent excessive on -site erosion due to stabilized the site with vegetation.

To correct these violations and be in compliance with 15A NCAC 13B .0505(4)(a), within 30 days from
receipt of this notice, fill, compact and stabilized the two breaches in the western berm of the landfill; and
stabilized the landfill with native grasses.
You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for
each violation of the Solid Waste Statute or Regulations. If the violation(s) noted here continue, you may be subject to enforcement
actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
STATUS OF PAST NOTED VIOLATIONS (List all noted last audit):
None.
AREAS OF CONCERN AND COMMENTS:
1. A search of the NC Secretary of State's corporation's web page did not confirm that International Automotive
Components (IAC) is registered to do business in NC. Please confirm and document that IAC is registered to
conduct business in NC.
2. The permit that expired on 9/19/07 was issued to the Collins and Aikman Products Company. This permit is
not transferable. (See Item (6) of Part I. Industrial Landfill Facility General Conditions of the December 19,
2002 Permit.) Please complete the permitting process in accordance with 15A NCAC 13B .0200.

Allen,
Thank you for the brief discussion today, I shall look for your email w/links on how to proceed with permitting.
A couple of things you reviewed that we need are:
• Document showing we are registered with the Sect of State NC
• Proof of Financial Responsibility
As you indicated we are being considered for a "transfer" of the previous LF permit that was held under the name of
Collins & Aikman Products Co. to IAC North America, LLC. Please note our Old Fort facility is in business as an LLC
so the transfer would be to them, singularly as:

Proof of our LLC standing within NC should handle the registration documents and I shall await the guidance on the
Financial Responsibility.

Based on solid waste permit 56-03. issued 12/19/2002 under item #12. areas which will not have additional waste placed on them for 12 months or more, but where final termination of
operatioin has not occurred, shall be covered with a minimum of i foot o1 soil cover. During 2006 C&A found an operation in SC which could use our carpet waste as an alternative
fuel. As in the past, we have always tried to utilize every square foot of the landfill, look for alternative ways to recycle the waste material and, in effect, extend the life of the landfill.
Based on the economics of the current alternative fuel use, C&A is currently paying a premium over operating the landfill and, during 2007, may have to restart disposal operations.
Currently, cover on the approved operational area measures from 6 to 12 inches. The area was seeded in the fall of 06 and our plan is to reseed and fertilize in March,
Based on our current business and above operational plan, C&A is requesting an extension or a rolling 12 month review of item #12. If you agree with our plan to reseed and fertilize
in March please respond by March 15th. Also, per this email, C&A would like to formally request a permit renewal. The current permit expires 12119/07. Please advise if we should
complete a modification of item #12 now and/or incorporate in a permit renewal.
