Inspection Summary:
Susan Wilson (DWQ) and Andrea Keller (DWM) met with Stephen King and Marc Pruitt of Haywood County at the Solid
Waste Facility (Recycling and Transfer Station).
Mr. King gave a site tour of the area. Although one stormwater outfall had been identified (the outlet from the basin),
DWQ identified another stormwater outfall near the entrance of the facility (stormwater flows through the drop inlets
on -site to an outlet at Jones Cove Branch, near the entrance to the Transfer Station).
The County is in the process of developing a Stormwater Pollution Prevention Plan. Qualitative monitoring was started
9/2010.
Haywood County should have the Stormwater Pollution Prevention plan completed and in place by April 30, 2011 [the
permit has been in effect for several years and the Plan should have already been completed].
Semi-annual qualitative monitoring should be conducted at both identified stormwater outfalls.

Reason for Visit: Routine
Comment: The County is in the process of putting a Stormwater Pollution Prevention
Plan together. The plan should include an up to date site map, with the stormwater
outfall at the entrance and the stormwater outfall from the basin at the back of the
property included (for two designated stormwater outfalls which will need to be
monitored). This was discussed with Stephen King on site.
Qualitative Monitoring
Has the facility conducted its Qualitative Monitoring semi-annually?
Comment: The facility has recently begun monitoring (as of 9/2010). Qualitative
monitoring should be conducted at both stormwater outfalls, semi-annually.
Analytical Monitoring
Has the facility conducted its Analytical monitoring?
# Has the facility conducted its Analytical monitoring from Vehicle Maintenance areas?
Comment: For this permit - no analytical monitoring is required at the outfalls. A small
amount of vehicle maintenance is conducted under a covered area. At this time - no
analytical monitoring for vehicle maintenance is required.

This letter is in follow-up to the NPDES Stormwater Permit Compliance Inspection conducted on
March 8, 2011, Susan Wilson, Division of Watery Quality (DWQ) and Andrea Keller, Division of
Waste Management (DWM) met with you at the Materials Recovery and Transfer station off
Recycle Road in Haywood County. The facility was found to be in violation of permit
NCG130039.
The following permit condition violations were noted during the Division of Water Quality
inspection:
1. Stormwater Pollution Prevention Plan (SPPP)
➢ A Stormwater Pollution Prevention Plan (SPPP) has not been developed and properly
implemented. The plan should be completed and in place by April 30, 2011.
2. Qualitative Monitoring
➢ Qualitative monitoring has not been conducted and recorded in accordance with permit
requirements.
Enclosed is a copy of the Compliance Inspection Report, which contains additional observations
and comments for your reference. A topographic map of the stormwater outfalls is also enclosed
for your records.

Please explain why these problems occurred and when Haywood County anticipates being in full
compliance with the stormwater permit.
The Division understands that Haywood County is now making progress towards compliance.
During the day of inspection, the site appeared very well maintained operated, with no apparent
surface water impacts occurring from the operation.

?ire department, rescue squad, emergency management, and fire marshal were dispatched to scene. County drivers were brought in to run equipment and aid
:firefighters in gaining access to area. Other county employees were on site to assist where needed. Employees were on site overnight for fire watch duties. The
acility was up and operating on regular schedule the next day and cleanup was completed Monday evening.
WHAT WAS THE CAUSE OF THE FIRE:

Sack wall of the recycle building including the pick line. Approximately 45.7 tons of blue bag materials were destroyed.
