Central Office Part III Pink: Regional Office) Solid Waste Section (Review 7/94) HAYWOOD COUNTY MATERIAL RECOVERY FACILITY REVISED OPERATION PLAN A P R R 0 V E Permit No. 44-08-TP DIVISION OF ISLID WASTE MANAGEMENT nn�rc � a- -BY - Haywood County is presently permitted to operate a Material Recovery Facility (MRF) that accepts commercial, commercial industrial and residential solid waste from within Haywood County. The MRF is open six days a week and is operated as a clean MRF and MSW Transfer Station. Originally the MRF was going to be a dirty MRF where the entire residential waste stream was to be processed over the picking line and the Commercial/Commercial Industrial wastes went directly to the baler. The clean MRF is now operated utilizing Blue Bags that are picked up at the County's Convenient Sites or by the municipalities within Haywood County. The Blue Bags contain mixed glass, plastics, aluminum, steel cans, and some mixed paper. These items are hand picked from a picking line and dropped into hoppers for final disposal. Cardboard and paper are handled separately from the Blue Bags by utilizing separate trailers for these items. The waste residual from this operation is baled and disposed with the remainder of the waste stream in the Haywood County Landfill. The County averages approximately 130 tons of MSW through this system on a daily basis and on peak days, such as Mondays, the total tonnage will approach 200 tons. The construction/demolition and land clearing/inert debris waste along with dead animals is handled separately at a different site. If this type of waste enters this facility, it is directed to the proper location or hauled directly to the sanitary landfill and is not processed through this facility. Eventually, Haywood County will site a Construction and Demolition Landfill at the present MSW Landfill Site and the C&D waste will be sent directly to this landfill. Special wastes such as batteries, used motor oil, white goods and tires are screened at the convenience sites or during pickup by the municipalities. Consequently, this waste is not part of the waste stream that has to be handled in the Facilities. These wastes are handled at the individual sites or by the municipalities. White goods will be processed through the proposed white goods area that is part of this revision. Sludges that can be accepted at the landfill are hauled directly to the landfill. 1 � w ; c t" � � r reseritly`the MSW p' 0' Hion of the waste stream is taken directly to the baler where it is baled along with the waste residual of the MRF and disposed. The baler provides the County with a method by which to transfer waste to the landfill. It also provides a method by which waste can be stored for short periods of time if access to the landfill is not possible due to inclement weather or other factors limiting truck traffic. The revision to this process will include a new baler in a different building than is presently being used. The new baler system is capable of handling more waste that is generated on a daily basis. This capability exceeds the actual tonnage that will be received over an eight hour period. The actual tonnage will average approximately 130 tons/day and approach 200 tons on peak days. The existing baler system will be used for MRF materials, residuals and backup to the new baler operation. The new baler will consist of an 80' x 80' concrete tipping floor, a 75' x 100' concrete baler and bale storage area and a public loading area. The tipping and baler floors will all be under roof with the only openings being the doors on the baler floor and the open side on the tipping floor. Blown litter will not be a problem because of the configuration of the doors. The upper floor is isolated from the lower floor by manway doors; consequently, there will be no crosswinds to blow litter. In the case of a breakdown in this baler, waste that remains on the tipping floor can be pushed into one of the County's transfer trucks and either be transported to the backup baler or directly to the landfill. The revision to the site will also include a white goods drop off and loading area that replace the existing area that is being lost due to construction. 2 The traffic patterns into the site will remain the same with the exception of the users of the Public Loading Area. They will be required to pass the scale house to determine whether or not they are County Residents who can utilize the citizen drop off area. Access to the new baler will be around the existing MRF building and will only be used for County, Municipal and Commercial Haulers as well as County Residents who cannot drop their loads at the citizen drop off area. The County transfer trucks will be loaded on another level and they will access the scales on the same driveways as the returning vehicles from the new baler building. The existing facility will only be used for recycling and backup to the new facility for bale storage or processing the MSW when necessary. The existing baler will be used for backup when the new baler is down for maintenance and/or repair and will be used for baling recyclables that can be baled such as paper, plastics and cardboard. The only recyclables, other than cardboard, that are accepted come through the blue bag system from the municipalities and the convenience sites. This material is not mingled with MSW that enters the facility. The vehicles containing the blue bags are directed to the MRF where the blue bags are unloaded and processed over the picking line. The recyclables are hand picked from a conveyor and placed in bins where they are collected until final disposal. The residual waste or non -recyclable material is baled and disposed in the landfill. The only exception to this process is the cardboard which has been deposited into bins at the convenience and other sites throughout the County. This cardboard is collected and baled without going through the picking line. The glass is crushed and reused as an aggregate that surrounds the methane vents at the landfill. M The County transfer trailers are self contained so that no litter can be blown from the truck and liquids cannot escape or enter the trailer. However, if liquids were to escape or the area needs to be washed, the drains that are provided for this area are tied to the existing sewerage system: The trailers will be loaded with a forklift that will. transfer the bales from the baler/bale storage area directly into the trailers that are backed into a loading dock. The leachate that is being generated from both the MRF and the New Baler Facility will be disposed into the Waynesville Wastewater Treatment Plant through the on -site sewerage facilities. The facility will not accept liquids for disposal but may have some water in the waste during periods of rain. At the end of each day, the floors will be cleaned of MSW by hand and washed down with the free liquids going to the drains located in the floors. On -site stormwater will all be directed either through a piping network or surface ditches to the existing on -site sediment basin or existing off -site drainage. Fire protection will be the same as that being used at the present facility which is the Lake Junaluska Fire Department. There are on -site fire hydrants which are tied to the Waynesville Municipal Water System. There will also be fire extinguishers throughout the building to help control any small fires. The hours of operation will continue to be the same which are from 8:00 a.m. to 3:30 p.m., Monday through Saturday. The same Holidays will also be observed. The operator will open the baler facility each work day and will begin by visually inspecting all equipment and the facility. It will be the responsibility of the operator to direct all traffic into and out of the new baler tipping area. The operator will, as frequently as possible, make a visual inspection of the solid waste being deposited on the tipping floor in an effort to identify any hazardous or restricted material. The operator will be responsible for the movement of all MSW through the baler and into the transfer 4 trailers. Any debris or solid waste which is spilled outside the tipping floor during the unloading process will be the responsibility of the operator to clean. Upon closing the station, all areas of the station will be cleaned of debris to prevent the propagation of insects and rodents. All pests (insects, rodents, etc.) will be controlled by a licensed pest control vendor at intervals when conditions require. The permit to operate the Haywood County Landfill requires the County to perform waste screenings. The County performs this waste screening at the MRF because it is not practical to do this with baled waste at the landfill. The procedure for the screening is done as if it were at the landfill. The program consists of random inspections of incoming loads at a minimum of 1 % of the weekly traffic. The MRF personnel have been trained to recognize hazardous and liquid wastes. Waste screening is an ongoing process at the MRF because the operators are constantly scanning the waste looking for potential hazards and materials that are not to be landfilled or baled. Receive waste only from within Haywood County and as defined in NC Solid Waste Rules 15A NCAC 13B; 2. The facility will be operated and maintained in a manner so as to prevent the creation of a nuisance, potential health hazards or a potential fire hazard; 3. Any water which comes into contact with solid waste shall be contained on - site or disposed of in accordance with all pertinent rules and regulations; 4. Based on operating performance, the Conditions of the Permit for the facility are subject to revision; 5. As necessary, vector control measures shall be applied to control flies, rodents, insects or vermin; A 6. Adequate equipment for fire control shall be available and shall be tested as necessary to assure its proper operation in time of emergency. The facility will meet all applicable NFPA codes; and, 7. Appropriate measures shall be applied to confine wind blown material on the property. The following records and reports are required: 1. Fires and non -conforming waste incidents shall be reported to the Solid Waste Section (Regional Waste Management Specialist) within 24 hours; 2. Records will be maintained on the amount of waste received at the facility and disposed in the Haywood County. Landfill; and 3. Each year, Haywood County will report the amount of waste in tons received at this facility and subsequently landfilled to the Solid Waste Section on forms prescribed by the Section. This report will include the following information: a. The reporting period shall be for the previous year, beginning July 1 and ending June 30; b. The amount of waste received and landfilled, in tons, compiled on a monthly basis; and, c. Notification that a copy of the report has been forwarded to the County Manager. NORT.. Ninety days prior to the expiration date of the Solid Waste Permit, the permittee shall notify the Solid Waste Section. Modifications, where necessary, shall be required in accordance with Rules in effect at the time of review. 2. The approved plan is described by Attachment 1, "List of Documents for Approved Plan". 3. This facility may receive solid waste that is generated within Haywood County and shall dispose of said solid waste at the White Oak MSW Landfill (Permit No. 44-07) located on S.R. 1338 in Haywood County, North Carolina. 4. Prior to receiving waste at this facility, a Permit to Operate must be obtained. The requirements for this part of the Solid Waste Permit are described below in Construction Condition No. 9. The Conditions of Permit issued herein shall also be incorporated into the Permit to Operate. 5. This permit is not transferable. 6. A copy of this permit and the approved plans shall be maintained at the facility. CONSTRUCTION: 7. This permit is for the construction of a mixed waste processing facility in accordance with the approved plans, prepared by Municipal Engineering Services Company dated 18 July 2000, and all pertinent rules and regulations. Any revisions or modifications to these plans shall be approved by the NC Solid Waste Section (the Section). 8. All sedimentation and erosion control activities shall be conducted in accordance with the Sedimentation and Pollution Control Act, 15A NCAC 4, and all applicable permits shall be secured prior to construction. The following pre -operative conditions shall be met in order to obtain a permit to operate this facility: a. Construction shall be in accordance with the construction plan, and the conditions specified herein; b. Site inspection shall be made by a representative of the Division of Waste Management (DWM), Solid Waste Section; C. An operation and maintenance manual shall be submitted to the Section. The manual must incorporate the following. i. Detailed operational plans for the facility; ii. Maintenance and preventative maintenance requirements and schedules for plant equipment and instrumentation, iii. Control measures for mitigating wind blown litter, dust, odor, and vectors; iv. Emergency response plans and procedures for incidents including but not limited to fire, explosion, receipt of non -conforming wastes, etc.; V. List of staff positions required for operation of this facility and position descriptions; vi. Personnel safety requirements and established Worker Safety Plan; and vii. Proposed personnel training and instruction in areas of plant operation, plant and personal safety, maintenance and preventative maintenance plan, and emergency response plan. d) The permit number and the words, "No hazardous or liquid wastes accepted" shall be posted on a sign at the entrance and access controls shall be installed. e) Installation of the drains and leachate collection devices for the disposal of wash down water and leachate shall be operational and connected to the sanitary sewer line. 10. As -built drawings of the facility shall be submitted to the Section upon completion of construction. A fact sheet and a process flow diagram that summarizes actual equipment sizing and flow rates shall be included. OPERATION: 11. This facility is permitted to receive solid waste generated solely within the boundaries of Haywood County, North Carolina, as described in the approved plan, and as defined in 15A NCAC 13B .0101 (36), except that hazardous wastes, liquid wastes, medical waste, sludges, asbestos, and radioactive wastes are prohibited. The service area shall not be expanded without prior written approval from the DWM. This facility shall be designed, operated, and maintained in a manner so as to prevent the creation of a nuisance, potential health hazard, or a potential fire hazard. As necessary, effective vector control measures shall be applied to control flies, rodents, insects or vermin. 13. Waste shall not be stored on the "tipping floor" after operating hours. Waste can be stored in transfer trailers, at the facility with covers in place, after operating hours, but no longer than 48 hours. 14. The tipping floor and transfer trailer loading area shall be maintained in a clean, sanitary condition after operating hours in accordance with the approved Operational Plan. 15. Any water which comes into contact with solid waste shall be contained on -site or disposed of in accordance with the approved plan, the conditions specified herein, all pertinent rules and regulations. 16. Based on operating performance, the Conditions of Permit for the facility are subject to revision. 17. The storage period for recovered materials shall not exceed one year. 18. Adequate equipment for fire control shall be available and shall be tested as necessary to assure its proper operation in time of emergency. The facility shall meet all applicable NFPA codes. 19. Appropriate measures shall be applied to confine wind blown material on the property. 20. Non-processible/non-conforming wastes including, but not limited to construction and demolition debris, land -clearing and inert debris, white goods, lead acid batteries, etc., shall be segregated from the process waste stream and shall be managed, processed and/or disposed in accordance with the approved plan, and in accordance with all applicable local, state and federal rules. 21. All pertinent mixed waste processing facility personnel will receive training and supervision necessary to operate this facility. RECORD KEEPING AND REPORTING: 22. Fires and non -conforming waste incidents shall be reported to the Solid Waste Section within 24 hours, and a written notification submitted within 15 days. The permittee shall maintain records, compiled on a monthly basis, of the following information: a. total amount of waste (in tons) received at this facility for processing; b. total amount of waste (in tons) shipped from the facility for disposal; d. percentage reduction calculations, 24. On or before 01 August (or an earlier date as requested by the Solid Waste Section), and each year thereafter, the permittee shall report the amount of waste received (in tons) at this facility and disposed of in the Haywood County landfill to the Solid Waste Section (SWS) and to all counties from which waste was accepted, on forms prescribed by the Section. This report shall include the following information: a. The reporting period shall be for the previous year, beginning 01 July and ending on 30 June; b. The amount of waste received and landfilled in tons, compiled on a monthly basis, according to Condition 23 described above. 25.
