RE: Proposed Haywood County Materials Recycling Facility, Clyde,
North Carolina
Dear Mr. McKay:
The Solid Waste Section has conducted a preliminary review of
the above referenced project. In accordance with the North
Carolina Solid Waste Management Rules and the guidelines outlined
in "Mixed -Waste Processing Facilities" guidance document, the
following comments must be addressed to continue the review
process:
1) The Site plan shall include the traffic flow pattern and
details for all incoming traffic going to the buy back center,
source -separated recyclables drop-off, solid waste drop-off,
and blue bag recyclables drop-off. As shown, it is unclear
how the facility is to be run; furthermore, the buy back
center, all receiving areas, and any other details shall be
shown on the site plan.
2) The floor plan does not show any connections for the sewer
line. This shall be shown and all pits shall be properly
labelled. Prior to issuance of the permit to operate, the
as -built drawings must show the waste water collection system
in detail.
3) A process flow diagram needs to be included. As shown on the
Equipment Layout plan, it is confusing how the facility is to
be run. The storage area is shown between the tipping floor
and the baler processing area. This means that solid waste
will have to be pushed through the storage area. Also, the
buy back center and the flow of materials from area to area is
not shown.
The flow of all materials (mixed solid waste, blue bags,
source -separated recyclables, and buy back material) through
the facility must be shown and properly labelled on the plans.

4) It is recommended that the applicant contact OSHA for
assistance in project design. Potential_ hazards and
violations are best addressed proactively in design of the
facility.
These comments are intended to expedite the review process,
and in no way do they restrict the Section's right to request
additional information following subsequent reviews.
