The information and attachments are arranged in the order of your letter. We provide this information so that you may complete the process of reviewing our landfill groundwater monitoring system. Waste Stream The landfill is a monofill facility for the exclusive use of Collins & Aikman. Since the start of operations in 1981, only waste automotive carpet trimmings from our Old Fort, NC plant have been accepted for disposal. There are no other materials or wastes disposed of at this landfill. The waste stream consists of trimmings from carpet molding operations. The carpets are constructed using a variety of mostly inert man made fibers and backings. All waste from carpet operations that have value as fuel (19.8%) or recycling (47.7%) are used as such. The balance is disposed of in our landfill. Drawines We understand the full set of drawings submitted was not passed on to you for review. Sheet 2, which you have, is an enlarged view of Phase 3. The West End of the site does not show on this sheet. Enclosed is a copy of Sheet 1, which is a full site plan showing all the surface water sampling points and wells that make up our monitoring system. Background Water Ouality Well number MW-lA is located near the highest topography on the site and is far up -gradient to all landfill operations past and present. Analysis of this well gives us a good indication of background levels for the parameters tested. Barium and cadmium have both been detected in this well at levels slightly exceeding groundwater standards. These results have previously been reported to the division and are summarized in the attached table. There are no known potential off -site influences to the area groundwater. \\SSDDIF01\ENGLIB\LITTLE\gw onitocdoc Formaldehyde Analysis Two types of automotive carpet are processed at our Old Fort plant. Tufted carpet manufactured at our Albemarle plant receives an extruded elastomeric such as polyethylene or EVA on the back at Old Fort to provide a tuft -lock. The tufted carpet is then trimmed, cut, and molded. Tufted carpet processed at Old Fort has no latex coating. Non -woven carpet backed with latex for fiber -lock is manufactured at our Montgomery plant in Troy, NC and then processed at the Old Fort plant. This processing may consist of molding and trimming or assembly. The latex applied at Montgomery may contain trace amounts (less than 10 ppm) of formaldehyde in the compounded product delivered from Reichhold Chemical, our supplier. Reichhold states that formaldehyde is not an additive in the formulation, but is present in trace amounts in the ingredients used in the formulation. The non -woven carpet is oven cured at approximately 320OF after coating in a continuous process. Trace amounts of any VOCs such as formaldehyde would be expected to volatilize in this process. Given our processes and the trace amounts involved it is very unlikely that there is any formaldehyde in the product when it arrives at Old Fort. Likewise, the same would be true for any waste from the molding processes at Old Fort. We believe there is no justification for going to the expense of testing the site groundwater for formaldehyde. We request that the requirement be withdrawn. A letter from Reichhold Chemical and MSDSs for the latex backcoatings used on our automotive carpets are enclosed for your review. TCLP Analysis TCLP analyses were performed by Industrial and Environmental Analysts, Inc. in June 1996. The results were BQL for all parameters in all segments of the analysis. A copy of the report was previously submitted to James Coffey on June 27, 1996. A duplicate copy is enclosed for your review. Modeline Collins & Aikman is landfilling a waste that is basically inert and for which TCLP data shows no leechable listed components. After eighteen years of site use, sampling to date has shown no significant issues or impact to the site groundwater. Detectable parameters are near background levels. Given all the information available, we question the need for modeling and request the requirement be withdrawn. Based on our current manufacturing formulation for both of these products, we have calculated that the amount of Intentionally added formaldehyde Is less than 10 parts per million in both products. However, these values are based on the amount of formaldehyde added to compounds used to manufacture the carpet backing latex. Formaldehyde is a volatile compound and the amount found in the finished carpet will be significantly lower due to the following activities: 1. Reirhhold's processing of the latex. 2. C&Ns manufacture of the carpet and drying of the latex. 3. C&A's high temperature molding of the carpet into trunk liners. For these reasons, we don't believe that there would be measurable amounts of formaldehyde remaining in trunk liner trimmings.
