Box 669 Old Fort, NC 28762 RE: Status of Collins & Aikman Industrial Landfill, Haywood County, Permit Number 56-03 Dear Mr. Davis: The purpose of this letter is to inform the owner/operator of the referenced facility of their responsibilities under the recently adopted industrial waste rules. Rule .0503(d)(iii) of the solid waste management rules codified at 15A NCAC 13B requires that operators of new industrial waste landfills (ILFs), lateral expansions of existing ILFs, and ILFs operating on or after January 1,1998, shall submit to the Division a design that satisfies one of the following criteria: (A) a design that will ensure that the ground water standards established under 15A NCAC 2L will not be exceeded in the uppermost aquifer at the compliance boundary established by the Division in accordance with 15A NCAC 2L. The design shall be based upon modelling methods acceptable to the Division, which shall include at a minimum the following factors: (1) the hydrogeologic characteristics of the facility and surrounding lands; (II) the climatic factors of the area; and (III) the volume and physical and chemical characteristics of the leachate, or (B) a design with a leachate collection system, a closure cap system, and a composite liner system consisting of two components: the upper component shall consist of a minimum 30-mil flexible membrane (FML), and the lower components shall consist of at least a two -foot layer of compacted soil with a hydraulic conductivity of no more than lx10-' cm/sec. FML, components consisting of high density polyethylene (HDPE) shall be at least 60-mil thick. An existing landfill is defined as a landfill that is receiving waste on October 1, 1995, the effective date of this rule and is not a new landfill. Box 7668, Charlotte, North Carolina 28241-7668 Collins & Aikman Carpet Scrap Landfill SITE DESCRIPTION June 21, 1996 S&ME Job No. 1356-96-355 The Collins & Aikman Carpet.Scrap Landfill is operating under Permit No. 56-03. The landfill is located on approximately 86 acres of land owned by Collins & Aikman. The site is located on State Road 1240 in Old Fort, North Carolina. Among the 86 acres of land, approximately 18 acres located between the north boundary of the landfill and State Road 1240 was purchased in late 1989. The surveyed property description and updated topography is presented on the Existing Site Conditions Plan (Sheet 1) in the Appendix. The landfill site is located approximately five miles from Collins & Aikman's plant. Carpet scrap from their manufacturing process is baled and hauled to the landfill by a contracted hauler. The bales are stacked a few bales high prior to being covered with six inches of soil on a weekly basis. The landfill was operated in three phases as shown on the Existing Site Conditions Plan (Sheet 1). The original landfilling operations (Phase 1) were along the central western portion of the site as shown on Sheet 1. Phase 1 was operated during a period from 1981 to late 1982. Phase 2 was operated from late 1982 to 1985 south of the drainage feature along the central eastern portion of the site. Since 1985, the existing operations (Phase 3) have been over the drainage feature north of Phase 2. COMPLIANCE BOUNDARY AND WATER QUALITY MONITORING LOCATIONS The compliance boundary for the landfill will be within 50 feet to 150 feet from the property line downgradient of the landfill. Based on the Existing Site Conditions Plan (Sheet 1) in the Appendix and the anticipated groundwater flow directions within and in Collins & Aikman June 21, 1996 Carpet Scrap Landfill S&ME Job No. 1356-96-355 the vicinity of the landfill, S&ME proposes the addition of one groundwater monitoring well for compliance monitoring. The location of the well was selected based on the layout of the landfill, topographic and site constraints, and anticipated groundwater flow directions. The existing upgradient monitoring well (MW-1) is located approximately 500 feet east of Phase 3 as indicated in the site plan. This well is constructed within a 6-inch diameter borehole with a screen interval from 175 to 185 feet below land surface (BLS) and a sand pack interval from 66 to 185 feet BLS. The depth to groundwater has ranged from 48.5 to 54.5 feet BLS, based on monitoring data from January 1989 to April 1995. The existing downgradient monitoring well (MW-2) is located approximately 220 feet west of Phase I, on the opposite side of a sediment basin. The basin rarely contains water, and as such, should not significantly impact the ability of the monitoring well to be used to monitor groundwater migrating from beneath the landfill. This well is constructed with screen interval from 13.5 to 23.5 feet BLS and a sand pack interval from 9 to 23.5 feet BLS. The depth to groundwater has ranged from 9.5 to 11.1 feet BLS, based on monitoring data from January 1989 to April 1995. Well construction records for MW-1 and MW-2 are included in the Appendix for reference. S&ME proposes the addition of one groundwater monitoring well. Proposed monitoring well MW-3 would be located approximately 50 feet northeast of Phase 1 along an access road, as shown on the Water Quality Monitoring Plan (Sheet 2) in the Appendix. Due to site topographic constraints, locating this well further downgradient is not feasible. The well will be constructed of 2-inch diameter PVC with 10 to 15 feet of screen with the top of the screen placed at approximately the seasonal low groundwater surface. The estimated completion depth of the well is approximately 30 feet, although the final depth 2 Collins & Aikman June 21, 1996 Carpet Scrap Landfill S&ME Job No. 1356-96-355 will be dependant on the depth to groundwater observed during drilling. The screen length will be based on the hydrogeologic conditions encountered during the drilling of the soil boring. The well shall be constructed in accordance the North Carolina Well Construction Standards (15 NCAC 2C) by a North Carolina licensed driller and approved by a North Carolina licensed geologist. In addition to groundwater monitoring, S&ME proposes two additional surface water monitoring locations as shown on the Water Quality Monitoring Plan. The existing surface water monitoring locations are located along Brevard Creek, upstream (SW-1) and downstream (SW-2) of the confluence of the tributary from the landfill property. One proposed additional surface water monitoring location (SW-3) would be located within the tributary at the downstream side of the access road west of Phase 1. The other proposed additional surface water monitoring location (SW-4) would be located at the discharge point of the underdrain system beneath landfill Phase 3. MODELING PLAN S&ME proposes to utilize a fate and transport model to predict compliance with the groundwater standards associated with leachate generated from the Collins & Aikman - Carpet Scrap Landfill. The use of the model will be limited to the uppermost aquifer at the site, and S&ME assumes that this aquifer is composed of unconsolidated materials, (i.e., saprolite, alluvium, residuum, etc.). The following steps will be used to predict concentrations of constituents that may leach from the carpet scrap at the downgradient landfill boundary and at the Compliance Boundary. The equations to be used in the model are attached for reference. 3 Collins & Aikman June 21, 1996 Carpet Scrap Landfill S&ME Job No. 1356-96-355 1) Constituent Concentrations in Leachate: The model will utilize the results of the TCLP analyses of carpet scrap samples performed by Collins & Aikman. The constituents with concentrations above the laboratory quantitation limits will be evaluated in the model. If there are no constituents detected, only groundwater flow directions and rates will be presented in the modeling report. 2) Leachate to Groundwater Dilution Factor (LDF): As leachate enters the groundwater from the source (carpet scrap), constituents are diluted in the groundwater mixing zone and the LDF accounts for this dilution. The predicted steady-state concentrations of the constituents in the groundwater within the mixing zone directly beneath the downgradient limit of the waste will be estimated by dividing the leachate concentrations by the LDF. Data Requirements: Hydraulic conductivity: Based on in -situ permeability tests to be performed by S&ME in MW-2 and the new well. Hydraulic gradient: Based on groundwater levels measured by S&ME in shallow wells (MW-2 and MW-3) and the adjacent perennial streams. Groundwater Mixing Zone: Estimated from soil boring data from new wells, based on the upper permeable zone of the aquifer. Infiltration Rate: Range of 0.5 to 5 % of the annual precipitation, although the actual may be less in areas of low permeable cap overlying the landfill. 3) Concentration of constituent at the downgradient landfill boundary: The predicted concentrations of the constituents in groundwater at the downgradient limits of the 4 a Collins & Aikman Carpet Scrap Landfill June 21. 1996 S&ME Job No. 1356-96-355 carpet scrap landfill within the mixing zone will be estimated by dividing the constituent concentrations in milligrams per liter (mg/L) for each constituent detected following the TCLP extraction method (Item 1) by the LDF (Item 2). 4) Concentration of constituent at the Compliance Boundary: The predicted concentrations of the constituents in groundwater at the compliance boundary will be estimated using a solute transport model (Domenico equation), incorporating first -order decay and natural attenuation. The model accounts for the attenuation of constituents in the groundwater due to 1) mixing with groundwater downgradient of the landfill (dispersion), 2) adsorption onto naturally occurring organics in the soil (retardation), and 3) hydrolysis and biodegradation (first -order decay). Each constituent detected in Item 1 will be evaluated using the Domenico equation. Data Requirements: Compliance Boundary: To calculate groundwater travel distance and predict constituent concentrations at the boundary. Porosity: Total porosity of aquifer, based on S&ME laboratory analyses of two undisturbed soil samples collected during the soil borings for MW-3. Grain Size: Grain size of soil samples based on S&ME laboratory analyses of undisturbed soil samples from MW-3. Effective porosity: Estimated from total porosity and grain size analyses. Soil Bulk Density: Based on S&ME laboratory analyses of undisturbed soil samples from MW-3. Fraction Organic Carbon: Based on S&ME-subcontracted laboratory analyses of undisturbed soil samples from MW-3. First Order Decay Rate: Obtained from published data. Organic -carbon partition coefficient: Obtained from published data. For constituents without standards, the predicted constituent concentrations will be compared to the laboratory method detection limits. In the event that constituents with predicted concentrations exceed the standards or laboratory detection limits at the compliance boundary, additional fate and transport modeling may be necessary. For organic constituents, a modified Domenico equation may be used that incorporates electron -limited biodegradation rates. The applicability and use of this model will be evaluated at that time. As of this time, the Section will require the following additional information in order to make a final determination with respect to the facility's operations past January 1, 1998. Future Facility Development The submittal does not indicate what the facility's future development plan will be. Based upon our telephone conversation of August 26, 1996, you indicated that operations in Phase 3 would continue for approximately 5 years at which time you would look into developing the southern portion of the permitted area for waste disposal. A Construction Plan detailing the continued development of Phase 3 along with a revised groundwater sampling and analysis plan (see below) will need to be submitted in order to continue operating in Phase 3 for 5 years after January 1, 1998. The Section will also need a comprehensive facility drawing including the permitted facility boundary, the location of all solid waste management facilities and related infastructure, the limits of all waste disposal areas (both existing and proposed) including borrow and stockpile areas, the location of all sedimentation and erosion control features and the proposed final unit closure contours.
