Dear Mr. Layton:
Collins & Aikman has been operating the Old Fort carpet scrap landfill
successfully for over four years. Mr. W. C. Black, our landfill
contractor, has done an excellent job following the operation plan,
placing the carpet bales and utilizing the available space. In order
for C&A to continue maximizing the space available, we must modify our
existing plan and pipe a small branch which initiates on our property.
As indicated on the attached print, a branch initiates on the north-
east portion of our property and flows from east to west. Field
studies indicate that the branch is spring fed at the rate of approxi-
mately 8 gal/min. The study also indicates that the flow is main-
tainetl at about 8 gal/min for the first 400 feet of the branch and
then begins to pick up due to another spring or side seepage. At the
point where the branch leaves our property, the flow is approximately
30 gal/min.
In order for us to utilize the space indicated on the attached print,
C&A proposes the installation of a pipe and headwall downstream of the
spring which heads up the branch. In essence, we would install 400
feet of pipe and landfill over the existing branch. Details would
include (1) the pipe would be sized to handle the spring and a 100
year rainfall run-off for the area in question, (2) the pipe would be
water tight to avoid infiltration, (3) we would place gravel around
the pipe as a safety factor should the pipe fail and (4)we would place
4 feet of fill material over the pipe as a safety factor for possible
landfill leachate.
We believe that our proposal is the best long term approach for
handling our waste carpet for both C&A and the State. It will un-
doubtedly add several years to the life of our present landfill which
may alleviate the need for C&A to purchase and permit another site in
McDowell County. C&A is committed to reducing the quantity of waste
carpet landfilled and extending the life of the existing site. In
1984-1985 we spent over $600,000 to reclaim a portion of our waste
carpet and are presently considering another reclaim line for addition
waste savings.

— (a) Surface water shall be diverted from the operational area.
— (b) Surface water shall not be impounded over or in waste.
(c) Completed areas shall be adequately sloped to allow surface
water runoff in a controlled manner.
—(a) Within six months after final termination of disposal operations
at the site on a major part thereof or upon revocation of a
permit, the area shall be stabilized with native grasses.
(b) Temporary seeding will be utilized as necessary to stabilize the
site.
(7) WATER PROTECTION REQUIREMENTS
(a) The separation distance of four (4) feet between waste and
water table shall be maintained unless otherwise specified by
the division in the permit.
— (b) Solid waste shall not be disposed of in water.
— (c) Leachate shall be contained on site or properly treated prior to
discharge. An NPIDES permit may be required prior to the dis-
charge of leachate to surface waters.
(8) ACCESS AND SECURITY REQUIREMENTS
(a) The site shall be adequately secu red by mep ns of gates, chai ns,
berms, fences, and other security measures approved by the
division, to prevent unauthorized entry.
(b) An attendant shall be on duty at the site at all times while it is
open for public use to ensure compliance with operational
requirements.
(c) Theaccess road to the site shal I be of al I -weather construction
and maintained in good condition.
(d) Dust control measures shall be implemented where necessary.

(9) SIGN REQUIREMENTS
— (a) Signs providing information on dumping procedures, the hours
d uri ng wh ich the site is open for pu bi ic use, the permit nu mber
and other pertinent information shall be posted at the site
entrance.
— (b) Signs shall be posted stating that no hazardous or liquid waste
can be received without written permission from the division.
— (c) Traffic signs or markers shall be provided as necessary to pro-
mote an orderly traffic pattern to and from the discharge area
and to maintain efficient operating conditions.
(10) SAFETY REQUIREMENTS
— (a) Open burning of solid waste is prohibited.
— (b) Equipment shall be provided to control accidental fires or
arrangements shall be made with the local fire protection
agency to immediately provide fire -fighting services when
needed.
— (c) Fires that occur at a sanitary landfill shall be reported to the
division within 24 hours and a written notification shall be
submitted within 15 days.
— (d) The removal of solid waste from a sanitary landfill is prohibited
unless the owner/operator approves and the removal is not
performed on the working face.
— (e) Barrels and d rums shall not be disposed of unless they are empty
and perforated sufficiently to ensure that no liquid or hazard-
ous waste is contained therein.
(11) WASTE ACCEPTANCE AND DISPOSAL REQUIREMENTS
— (a) A site shall on ly accept those solid wastes which it is permitted to
receive.
— (b) No hazardous, liquid, or infectious waste shall be accepted or
disposed of in a sanitary landfill except as may be approved by
the division.
— (c) Spoiled foods, animal carcasses, abattoir waste, hatchery waste,
and other animal waste delivered to the disposal site Shall be
covered immediately.
— (d) Asbestos waste that is packaged 1 n accordance with 40 CFR 61, as
amended through January 1, 1985, may be disposed of separate
and apart from other solid wastes at the bottom of the working
face or in an area not contiguous with other disposal areas, in
either case, in virgin soil. Separate areas shall be clearly marked
so that asbestos is not exposed by future land -disturbing activi-
ties. The waste shall be covered immediately with soil in a
manner that will not cause airborne conditions. Copies of 40
CFR 61 may be obtained and inspected atthe Solid and Hazard-
ous Waste Management Branch, Division of Health Services,
P. 0. Box 2091, Raleigh, NC, 27602.
(12) MISCELLANEOUS REQUIREMENTS
— (a) Effective vector control measures shall be applied to control
files, rodents, and other insects or vermin when necessary.
— (b) Appropriate methods such as fencing and diking shall be pro-
vided within the area to confinesolid waste subject to be blown
by the wind. At the conclusion of each day of operation, all
windblown material resulting from the operation shall be col-
lect ' ed and returned to the area by the owner or operator.

Dear Mr. Layton:
On January 29, 1986 Collins & Aikman submitted a proposal to best
utilize the remaining area at the Old Fort landfill. On April
23, 1986 you verbally requested additional information on con-
struction details.
Attached are two drawings which illustrate our construction plans
in detail. Drawing one was originally prepared in 1981, revised
in 1983 and revised again to illustrate this proposal. This
drawing shows existing and proposed site topography, pertinent
site features, designated buffer zones, the diversion of surface
water with steel pipe, brush barriers for erosion control and
site development. Drawing two illustrates pipe construction
details and site cross sections. The cross sections indicate the
original elevations, the proposed excavation depths and the
proposed final elevation of 500 feet.
Landfill operational specifications and general conditions as
previously submitted and approved will not change. W. C. Black,
our landfill contractor, will also install the pipe and headwall.
Based on the excellent operational record of W. C. Black and the
information prepared, Collins & Aikman has a high degree of
confidence that this proposal is the best to utilize the space
available. Since the area we are presently working will soon be
full, any immediate attention you can give this matter will be
greatly appreciated.
