Re: Close Out of McEntire Site - Old Fort Plant
Dear Mr. Layton,
As you are aware we stopped using the McEntire site on December 31, 1981
and opened our new landfill site under the operation of W. C. Black and
Sons. Mr. Jim Moore of your staff made one inspection last week and
found everything acceptable.
Since January 1, 1982 Mr. Black has been evaluating the material and ex-
pense involved in the closing of the subject site. Mr. Black recommends
that we use scrap carpet bales to fill a large hole and establish the
foundation for acceptable close out slopes on the west and south sides.
The bales will be covered daily and placed only in areas that will mini-
mize cost and soil yardage required.
Please consider this our request to use scrap bales to close out the
McEntire site in conjunction with the final grading by W. C. Black and Sons.
Since it is difficult to accurately define the time and number of bales
required due to the weather and changing production, we will instruct Mr.
Black to complete the work as soon as possible and under no conditions
will any bales be used after February 27, 1982. We expect all work to be
completed by March 31, 1982.

Subject: modification of Permit No. 56-03
Dear Mr. Strickland:
We have reviewed our situation and request that the subject
Permit, Condition No. 3, be modified to allow covering the
the carpet scrap once a week. We would propose the following
wor ding.
"Condition number 3 of Permit No. 56-03 is changed
to read as follows: It will be required to cover
the waste each day that it is disposed at the site
unless the waste is placed in a trench below the
existin4 grade and compacted; in which case the
waste must be covered at lease once a week and by
the end of the working day on Friday of each week."
We would further propose that all other terms and conditions
remain the same.
We base our request upon the kind of waste and the fact that
no fires have occurred at our new site and that, for the most
part, the new site has been operated satisfactorily. our new
operator, W. C. Black, was inexperenced but now has operated
the site for almost 8 months and has had only one unsatisfactory
inspection. I believe the site to be one of your better operated
landfills and believe that this request will help to make it
easier for us to improve the operations as well as reduce
operating expense.
I have enclosed copies of our Permit and a laboratory report
which was made available to your staff prior to site approval.
The composition of our waste has not changed. I appreciate your
cooperation in this matter and please do not hesitate to contact
me if you have questions.

County landfill, Marion, NC. This letter is to notify you -that the
following violations of the North Carolina Solid Waste Management
Rules were recorded on these two consecutive inspections:
(1) Failure to prevent on -site erosion
DHS Rule .0505(7)
(2) Failure to seed completed areas adequately
DES Rule .0505(5)

Any violations of the Solid Waste Management Rules are subject to
administrative penalties or injunctive action pursuant to G. S. 130-
