SUBJECT: Solid Waste Disposal Site Comments
Collins & Aikman Corporation
McDowell County
The staff of the Division of Environmental Management finds the proposed
Collins & Aikman solid waste disposal site to be suitable and has no objection
to the project. Nonetheless, the following comments are offered:
1. The proposal does not detail how Brevard Creek will
be protected from siltation. Sedimentation control
measures and a buffer zone between the stream and
active areas of the site should be provided.
2. The current method of disposal of Collins & Aikman's
carpet scraps is through a contract with Mr. Garvin
McEntire, who landfills the material at a site
adjacent to S.R. 1235 south of Old Fort. Carpet
scraps dumped in this area have burned on several
occasions. At times, fires have been so large that
several days of work by two bulldozers were required
to put out the fire and cover the dump. It is

possible that the fires were purposely set. Collins &
Aikman has denied any responsibility for the waste
material after McEntire removes It from the plant site.
In light of the above, it may be wise to limit public
access to the proposed disposal site and to insure that
the Company remains fully responsible for its waste
material through the entire disposal process.
Per your request, the proposed plans are being returned along with these
comments.

GENERAL
The most important rule in this and any other solid waste
disposal operational plan is to "KEEP IT NEAT". This
plan shows and describes ways of accomplishing this -most
important rule.
EROSION CONTROL DURING INITIAL CONSTRUCTOIN
As soon as possible, drainage ways, drainage pipe# silt
fences, brush barriers, sediment basin, and any other
erosion control measures shall be installed as shown on
the drawings. These control measures shall be maintained
until the site is stablo and their removal will not result
in siltation on other property.
EROSION CONTROL AFTER INI-TIAL CQXSTRUCT19N
A large sediment basin is provided to catch silt and
debris from the disposal area. Drainage from the area
shall be direct to this basin at all times. When the
effective volume of the basin has been reduced by fifty
per cent the deposited silt and debris shall be removed.
GROUND COVER
During -initial construction and operation, as soon as possible
after tinal grades have been establishedo areas nctotherwise
protected shall be seeded. 'A ground cover sufficient to
restrain erosion shall be plantej or otherwise provided within
30 days on that area upon which further active construction
or disposal in not being undertaken.
The minimum application rates.for planting shall be:

OPERATIONAL SPECIFICATIONS
CARPET SCRAP LANDFILL
COLLINS & AMMAN CORPORATION
OLD FORT PLANT
The following is an outline of specifications that will be followed in the
day to day operations of the landfill.
1. Only carpet trim waste from the Collins & Aikman Old Fort Plant will be
disposed of in the landfill.
2. The material hauled to the site each day will be covered by the end of the
day provided weather and or equipment breakdown does not prevent the same.
If weather or mechanical failure results in the waste being uncovered, no
additional material will be hauled to the site until weather or repairs of
mechanical equipment permits resumption of normal operations.
3. Operations of the landfill will only occur during normal working hours.
Approved buffer zones of the 200 feet from the center of Parker Padget Road and
50 feet from the north and south property lines as well as a 100 feet from the
west property line will be maintained as required by the site approval.
4. As the escavation and placement of waste proceeds slopes will be seeded to
minimize errosion in addition to the other errosion control methods shown
on the approved drawings.
5. Appropriate contracts will be drawn and entered into with individuals operating
the site for the Collins & Aikman Corporation to insure that all regulations
are met routinely and that all terms and conditions of site approval and
permits are adhere to.

Gentlemen:
Freehling and Robertson, Inc. has completed the subsurface
exploration for the referenced project and is submitting the
findings herein. The exploration was performed to evaluate sub-
surface conditions as they pertain to establishment of a disposal
area for nonbiodegradable carpet scraps. This report presents a
brief confirmation of our understanding of the project, and the
results of the exploration program for your use in determining
the feasibility of establishing the disposal area at this site.
PROJECT DESCRIPTION
Prior to performing the exploration, the project was discussed
with Mr. Murdock of Collins and Aikman and several site recon-
naissances were made accompanied at various times by Mr. Donald
Anderson of Anderson Realty, Mr. Murdock, and Mr. Gordon Layton
and Mr. Gary Babb of the North Carolina Department of Human.
Resources Solid and Hazardous Waste Managment Branch. We have
been furnished a site plan at a scale of 1:7920 showing the
property boundaries, boring locations recommended by Pankow
Engineering Company of Asheville, N.C., and topography taken from
U. S. G. S. maps. We understand that portions of the area are to
be used as a disposal area for nonbiodegradable carpet scraps

under guide lines established by the North Carolina Department
of Human Resources, Division of Health Services, Solid and
Hazardous Waste Management Branch.
FIELD EXPLORATION
The field exploration consisted of reconnaissance traverses by a
Geologist and the performance of four soil test borings. The
boring locations were staked by estimating right angles and taping
distances from the northern boundary of the property. Because of
the distances involved and the steep slopes, the boring locations
shown on the Site Plan in the Appendix should be considered approxi-
mate. More precise locations will be available from aerial photo-
graphs to be made at a later date. To facilitate photogrammetry,
the boring locations were marked in the field by placing cloth
panels at each boring location.
The Appendix contains a Site Plan Showing the approximate location
of the borings, Test Boring Records presenting the data obtained,
Cross -sections showing the approximate relationship of the soils
encountered, and a brief description of the boring procedures
used.
Ground surface elevations used to construct'the cross -sections
were obtained by extrapolation from the site plan prepared by
Pankow Engineering Company. Because of the relatively large map
scale and the large contour interval, these elevations should be
considered approximate.
SITE DESCRIPTION AND SUBSURFACE CONDITIONS
The site of the proposed waste disposal area is located on State
Route 1240 approximately 3 miles southeast of Old Fort, North
Carolina. Topographically, the site is located on the west fac-
ing slope of a north -south trending ridge. Slope gradients vary
from relatively flat to very steep. Maximum relief is in excess
of 250 feet.
Drainage is provided by two small streams which are intermittent
in their upper reaches. These streams flow into Brevard Creek.
No swampy areas were observed on the site, nor were any areas of
slump or landslide scar seen.
The site is covered with second growth forest and laurel thickets.
Geologic traverses revealed few outcrops on the site, most of
which occur in drainage courses. Rock exposures appear to be

confined to two types: a po-rphyritic granite gneiss similar to
published descriptions of the Hendersonville Granite Gneiss and
a mafic unit which may represent metamorphosed doleritic in-
trusives, probably dikes.
All of the test borings encountered generally similar soils,
consisting of sandy SILTS with varying mica contents and C010T
variations representing both the parent rock type and the degree
of weathering of the constituent minerals. Soil consistency
varied from loose to very dense. Atterberg Limits were run on
samples selected as representative of the soils encountered in
the borings. The results of these tests indicate that the soils
are low plasticity silts, ML soils under the Unified Soils
Classification System,or low plasticity sands, SM.
All of the borings were dry at the time of completion. Twenty-
four hours following completion, the borings were dry and caved
in at the depths shown on theTest Boring Records in the
Appendix.
CONCLUSIONS
Very hard drilling was encountered for short distances at depths
below 20 feet in boTings B-1 and B-5, but no rock was encountered.
The soils on the site should be easily excavated using conventional
tracked equipment. Insufficient topographic data make it im-
possible to estimate the quantity of a soil available for use as
fill over the waste materials. No tests were made to assess the
quality of the soils, but based on previous experience, it is our
opinion that, if compacted at or near optimum moisture content,
the soils should provide the necessary covering for the waste
materials.
LIMITATIONS
This report has been prepared for specific application to the
Proposed Solid Waste Disposal Area southeast of Old Fort, N.C.
in accordance with generally acceptable geological and soils
engineering practice. No other warranty, expressed or implied,
is made. Our conclusions are based on information furnished to
us, the data obtained from the previously described subsurface
exploration program, and our previous experience. These con-
clusions do not reflect variations in subsurface conditions that
may exist between boring locations or in unexplored portions of
the site.

FIELD 'EXPLORATION
Soil Test Borings
Soil samples were obtained using the procedures described in ASTM
Specification D-1586-74. The boring.s were advanced by mechanically
rotating continuous, hollow -stem augers into the ground. At
regular intervals, soil samples were obtained with a standard 1.4
inch ID, 2-inch split -tube sampler through the hollow stem of the
augers. The sampler was first seated 6 inches and then driven an
additional foot with blows of a 140 pound hammer falling 30 inches.
The number of blows required to drive the sampler the final foot
is designated the "standard penetration resistance" and provides
an indication of the soil consistency and strength.

Dear Mr. Murdock,
Please find enclosed the results of the hazardous waste.testing
the MAIN Analytical Laboratory Performed on the carpet samples
received February 20, 1981. As shown on the reported data, the
subject waste does not exhibit any one of the following charac-
teristics to classify it as a hazardous waste: Ignitability,
Corrosivity, Reactivity, or Toxicity according to the definition
of hazardous waste published in the Federal Register, Vol. 45,
No. 98, Part 261.
Representative carpet samples from the Old Fort Plant were taken
by Mr. Howard Plyler, Plant manager, with Mr. Richard Tennant,
Sanitarian from the McDowell Country Health Department, con-
firming the sampling procedure. The samples were then delivered
to the MAIN Analytical Laboratory and comPosited on a percent
by weight ratio for testing purposes. Table I shows generation
of MAIN Sample Number 81-076 for ha'zardous waste testing.

the property, these will not be used for disposal of waste.

This decision maybe subject to review at an administrative hearing

Selection of the contractor to perform the work will be based upon bid price
and overall proposal for completing the work. The attached plahs and specifications
should provide adequate details for preparation of the bid and proposal.
The proposal should 'Include the date when you will be able to move onsite to
begin work and the date by when the work will be completed. Your proposal should
also describe the method that will be used during construction as well as the
equipment to be used.
Please note the following changes:
Item 15 which involves the planting of three rows of white pine seedlings has
been deleted from the contract work. In addition, Item 8 the ABC Gravel base
has been increased from 4" to 6" and the quantity should be increased from 460
to 690 tons. Also include in your bid the lump sum of $1,500 to cover the cost
of surveying to be performed by the owner as well as any soil testing for compaction
the mqner wishes to have perform during or after construction. This will only
be paid on the basis of invoices and the owner will pay any overrun of the lump
SUM.
Please complete your bid and have it submitted to me in writing no later than

Dear Mr. Black:
Please find attached a copy of the plans, specifications, and operating
documents filed with the State of NC. You have been selected to submit a
proposal which includes a detailed description of the hauling and handling
and burial of carpet scrap in accordance with the enclosed plans. In addition
to the items listed on the operational plan, please be aware that the operator
will be required to do the following:
1. Haul and transport the carpet scrap in a covered truck.
2. Police the area after a day's hauling to insure no carpet scraps is scattered
along the highway or access road.
3. Proposal and unit price, cost per bail, should address the following weekly
averages: less than 100 bales per week, 100 bales per week, 150 bales per
week, 200 bales per week, 250 bales per week, in access of 250 bales per
week.
4. The proposal should address a long term approach so that if C&A and the bidder
can agree, a 3-year contract may be desireable.
5. The bidder should be aware that payment will be no more frequently than monthTy
and that each monthly bill will be paid within 30 days from the date the bill
is received.
6. Failure to comply with all state regulations, including the operational plan
as submitted to the state, will be grounds for in -mediate termination of contract.
7. Awarding of the contract will be based upon the best overall proposal which
will insure compliance.
8. All proposals must be received in writing by 12:00 noon September 5, 1981.

DAILY OPERATION

Daily operation will be performed in a manner to
achieve grades as shown on the plan and profile drawings.
A machine such as a Caterpillar 955 loader andash!�E�
0"a will be used to move and compact earth in the
disposal area. One covered dump truck will be used to
haul scrap to the disposal area.
Filling shall be performed such that rainfall runoff will
always be directed toward the sediment basin. Rainfall
runof-P shall never be allowed to break over a fill al6pe.
Intially the loader will be used to excavate a bench in
a location that will allow proper drainage. Dirt that is
excavated from the first bench will be used to start the
2:1 fill slope as shown on the profile. After scrap has
been placed on the bench it will be covered with dirt and
the dirt compacted daily. Dirt for cover material will
be obtained either by widening the bench into the hill or
by starting a new bench at a higher level. The new excav-
ated slope shall not be steeper than 1�2:1.
As soon as practical after final grade has been established
grass shall be planted. It is expected that the planting
will be done by hand which will allow planting of small
areas. Planting application rates shall be as specified
under "Ground Cover".
The most important rule for daily operation is to:
"KEEP IT NEAT."
OVERALL OPERATION

Intial construction will be done as shown on the plans.
Clearing done during the intial construction will provide
area that will allow.daily operation for about one year.
After this area is used up it will be necessary to clear
a similar area above the intial area, extend the access
road to serve the new area, and relocate the cul-de-sac.
The sediment basin constructed during the intial construc-
tion has sufficient volume for two or three years of
operation. When the sediment basin becomes 5O.per cent
full,the deposited silt shall be removed and asposed of
in a safe manner. After properly dried,the material
can be used as cover in the disposal area.
After about twenty years of operation at the present rate
of scrap disposal, the entire area planned for waste
disposal will be used up. During final close out it will
be necessary to take care in planning the final drainage
and planting. As shown on the plans a large area is reserved
for obtaining final cover material. it is likely that
laws and regulations concerning final close out will be
significantly different from the present time.

except for the legal description. A copy of our deed
is attached. The permanent bench mark will be established
during initial construction and you will be advised of
its location and elevation.
This should complete our application for permit to
operate the landfill. Since we need to proceed as
soon as possible, please advise me by telephone concerning
the present status of our application.
As we discussed by telephone the existing tree's and
natural undergrowth should provide adequate screening.
Therefore we will postpone planting the three rows of
white pine seedlings. Since the natural screen will
have to be removed to plant the pines, we will delay
planting until the need arises.

Dear Garvin,
I wish to thank you for the past years of service you have given to
Collins & Aikman and for submitting a bid for the new landfill. Mr.
W. C. Black & Son's proposal was less expensive and we will therefore
award the operation contract to him.
Our agreement requires that we give you a sixty-day notice before dis-
posing of our scrap by other means. In keeping with that agreement,
we kindly advise you that we will no longer require your services as of
January 1, 1982 when we begin operation of our new landfill.
As you will recall, one of the conditions set by the state for continuing
to use your site was "final closeout". The closeout is to consist of
placing all fill slopes at two -to -one and seed the entire site with grass.
We seek your continued cooperation and assistance to closeout your site
to meet the state's requirements and minimize cost. After initial grading
and seeding is complete in January, 1982, we will make one follow up trip
to patch washed out areas and re -seed. The follow up work will be done
provided no activity occurs on site after initial grading and seeding is
completed.
