MSW Landfill, 4204-CDLF-2013 Halifax County CDLF Area 2 Phase 1 and 4204-TRANSFER-2013, Halifax County
Transfer Station. 4202-CDLF-2013 Halifax County CDLF Area 2 and 4204-Transfer-2013 were granted Life of Site
permits.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The tipping floor was clean and in good condition at the time of the inspection. Good job.
4. The transfer station walls were covered with dirt and grime and is in need of cleaning. As per 15A NCAC 13B
.0405 (11), the transfer station building shall be cleaned with a pressure washer no less than twice per year.
Ensure that the transfer station is cleaned no less than twice per year.
5. Windblown waste is being well -managed around the transfer station. Some debris was identified within the transfer
trailer bay. Mr. Stanfield stated that the waste is removed from the transfer trailer bay between trailers and at the
end of the day. Continue to ensure that the windblown waste is picked up daily.
6. The leachate drain was free of debris and functioning properly.
7. Leachate was found to be dripping from the trailer in the transfer trailer bay. After tamping the waste in the trailer,
no leachate was dripping from the trailer. Leachate was also found to be dripping from a full trailer in the trailer
staging area. The leachate was contained on the pavement and flowing to the leachate collection system. Mr.
Stanfield contacted the hauling contractor regarding the leaks. The contractor stated that absorbent socks would be
used to stop the dripping leachate until the trailer could be emptied and repaired. It is recommended that the
trailers be inspected regularly for defects and repaired as needed.
8. The permit, operations plan, cover logs, and waste screenings were reviewed during this inspection.
9. The facility has certified personnel on site during the hours the site is open to the public. The certified personnel on
site are:

10. Mr. Stanfield stated that there was one leachate seep on the closed MSWLF, that he had identified and repaired. No
leachate was observed near the seep location during this inspection.
11. The white goods were stored upright and marked after the CFCs were removed.
12. Electronic goods are stored on pallets and within a building, adjacent to the white goods and metal recycling area.
13. The metal recycling pile was small and well managed during this inspection.
14. The side slopes of the closed MSWLF and CDLF-1998 Area 1 were properly mowed and maintained. Good job.
15. Yard waste area is properly windrowed and maintained. Mr. Stanfield stated that the yard waste had recently been
chipped. Some of the mulch was being used as stabilization and soil amendment on the closed coal ash landfill.
Processed waste should be managed in accordance with the approved operations plan. Ensure positive drainage of
surface water from piles.
16. Several pieces of unacceptable wastes were observed in a load of yard waste. Mr. Stanfield knew who had dumped
the waste and contacted them to return to the area to remove the unacceptable waste.
17. The CDLF-2013 Area 2 has been constructed. Asbestos waste in CDLF-2013 Area 2 has been properly covered
and intermediate vegetative cover established. Designated areas should be marked to avoid future disturbance.

18. The access around the facility is stable and no soil erosion was noted.
19. Plastic pesticide containers within the pesticide container storage area were identified to be outside of the covered
area. Mr. Stanfield stated that he was in contact with the Agricultural Co-op to arrange for pickup of the plastic
pesticide containers. Ensure that the pesticide containers are managed in accordance with the Operations Plan.
20. The sediment basin located to the southwest of the closed MSWLF is in need of repair. Mr. Stanfield stated that the
metal standpipe had rusted out and would be repaired.
21. Digital pictures were taken during the inspection.
