No later than June 13, 2022, the permittee must submit a request to the Section for permit review and must update pertinent facility plans including, but not limited to, the facility operation plan, contingency plan, and/or closure plan. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 OBSERVED VIOLATIONS: NA ADDITIONAL COMMENTS 1. Amanda Thompson and David Powell visited the Cumberland County HHW facility for an inspection. Renewal needs to be submitted soon but no later than June 13, 2022. It can be submitted sooner than required. 2. Facility has a gate and is fenced. The facility is open second Saturday, 8am to 12pm, and fourth Wednesday, 12pm to 4pm, each month. 3. Inspector inquired as to if there were any problems since last visit and staff stated there has not been any incidents or fires since last visit. 4. EcoFlow is still used to remove the waste. NCDA collects the pesticides. Items in storage awaiting disposal all were labeled and had date. Good job. 5. Waste collected is removed about every 180 days or when is needed. Permit requires waste stay no longer than 180 days so be careful not to go over this time frame. Last removal was August 2021. Facility collects pesticides, corrosives, oxidizers, antifreeze, motor oil and flammables. 6. Inspection logs/waste screening forms, HHW checklist (when open and operating) were reviewed after inspection at facility. Be sure this is done at least twice a month as required by permit (Permit Reference Part VII. 8). Waste screening is done by staff when public brings a load. Anything not acceptable is taken back out with the person who brought it. A copy of the permit was available onsite and a copy of the 40 Hr. OSHA HAZWOPER Certification training for Neal Cunnington and Virgilio De la Serna as well. BFPE checked and replace fire suppression system. They also replaced a heat sensor and serviced the system. Facility looked neat and orderly upon inspection. Waste containers were labeled with dates. Good job.
