LCID landfill Closure was certified in 2010, reference Doc ID 14561. Storage of wood and mulch
material is approved for 0.56-acres operation on top of the closed landfill. (Composting is not approved on top of the closed landfill.)
An application submitted October 2021 to reopen the closed LCID and to combine it with the existing Composting permit 26-10.

ADDITIONAL COMMENTS:
1. Amanda Thompson and David Powell, with the Section, met with Amanda Bader, Tim Middleton, Mike Renfro
and Neil Cunnington with Cumberland County to inspect Wilkes Road Compost facility. Facility is secured by a gate. Odor was not an issue during inspection. No incidents or fires, according to onsite staff, since last visit.
2. Closed LCID 26F - Section staff walked the closed LCID with CCSW staff and noted site had EOW markers in
place and shrubs were removed as requested during last inspection. LCID had good cover and had recently been mowed. Good job.
3. The County has submitted a permit renewal for this facility but has also submitted a request for reopening the closed LCID 26F just west on same parcel as Compost permit facility 26-10. That request asks for the 26F-LCID permit to be combined with Compost 26-10. The County also submitted a request, October 2021, for a forced air compost demo to be conducted onsite.
4. Tim Middleton completed Composting Councils Compost Operators Training Course in 2018. Mike Renfro and Michael McLamb have both completed SWANA’s new Certified Manager of Compositing Operations course. Be sure and have trained operators onsite when operating.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

5. Loading and staging area for finished composted material, between closed out LCIDLF and scale house, was in good condition and no standing water.
6. Current operations area in center of facility behind scale house. Material is brought in, screened and anything over 3 inches goes to boilers. Waste screening is done by staff when a load is brought in and dumped. Anything not acceptable, a staff member makes owner take it back out with the person who brought it. All waste onsite was very clean of unapproved wastes. Canal Wood in Lumberton or Mr. Mulch will haul it to Florence SC. Lumberton has been closed recently so it has been going to Enviva in Hamlet and Sonoco in Hartsville. Smaller material is composted, time and temp records kept, then finished product sold to public or goes to Ann St LF for mixing 50/50 with soil for ADC. In recent months Robeson County Landfill has been getting a large amount of mulch for mixing with soil as 50/50 ADC for their landfills as well.

7. Windrow storage areas are better graded and in better condition. Storm water is much better managed with beavers, beaver dams, and ditches cleaned out properly. Site was much dryer and not rutted. Looking south in center of facility operations and storage. East outfall is to the left storm water ditch cleaned out and buffers seems to be more than met and much better condition than last time inspected. Good job.
8. Much progress has been made onsite with addressing concerns outlined in the previous inspection. One of the bigger issues was the older composted waste in the eastern side and mostly the NE corner of the site. Most of this waste has been removed to Cumberland’s Landfills or Robeson County’s Landfills for 50/50 mix with soil for ADC. Mr. Renfro indicated there was still a couple feet left to get down to original soil in order to build the facility up according to new plans submitted with recent application request for combined facility with 26F LCID. Mr. Renfro also indicated that they had contacted and joined the beaver Removal program with USDA. Good job. Building up this area is a good thing and be sure to manage storm water conveyances so storm water doesn’t
become an issue again.

Most waste removed from eastern side of site. 9. Permit/Ops plan was available onsite along with certificates of operator trainings, recent inspection reports, facility inspections forms, facility annual reports and monthly material analysis reports. Some material analysis reports were emailed and some printed during inspection. Time and temperature records were available
during inspection and were in order. Waste piles are identified with a number and letter system such as “A1” and “B2”. Onsite staff know where these areas are located but anyone else is not privy to those locations. A map should be made to identify what piles are called to ensure consistency and understanding with any inspection staff visiting site. This simple map showing where what ID names are located onsite should be available at the office for reference.
Facility temperature record forms. Be sure piles reach 131 deg. F or higher for three consecutive days.

10. If the new permit request combining the LCID and Compost facility is approved, then I suggest the waste for disposal should be tracked separately from the waste for compositing. Annual reports, inspections and records reviewed during inspection will be easier to understand onsite operations and where waste moves onsite. This may be addressed in the application already or may be in the permit review process. Communicate with Section Permitting to address any misunderstandings with annual volumes, daily volumes for each facility etc. to not have a problem with this area, such as previous permit requirement wording. Ultimately, be sure and follow approved permit/Ops plan, that is required.
11. Wilkes Road Compost facilities onsite conditions have improved much and it shows. Thank you. Please continue with the momentum you have built up with managing the issues onsite. If this site is permitted to expand and reopen the LCID, it will undoubtedly require further work to maintain onsite compliance as new
issues arise with old struggles, such as storm water management and beavers, always persisting. We are happy to work with Cumberland County and can provide technical assistance if needed.
