Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS On November 18, 2021, Chuck Kirchner and Deb Aja met with Jody Stancil, John Ledbetter and George Adams to conduct a comprehensive inspection of the North Carolina Zoological Park – Yard Waste Notification (YWN) Site located at the North Carolina Zoological Park in Asheboro, Randolph County. 1. The yard waste notification is owned and operated by the North Carolina Zoological Park. 2. The YWN is located ~ 150 feet through a wooded area adjacent to the NC Zoological Park’s permitted Small, Type 3 Solid Waste Compost (SWC) operation (76-04). 3. The area allotted for the YWN operation is ~ ¼ acre. 4. Material is received from the City of Asheboro leaf collection. 5. Leaf material is ground by the city during collection. 6. The site is not open to the public. It is accessed by City of Asheboro personnel and North Carolina Zoological Park employees. 7. Mr. Stancil stated that the material received at the YWN is used in the compost process at the 76-04 compost site. 8. At the time of the inspection, there were no leaves on site. 9. Temperature records were observed for the compost during the 76-04 site inspection demonstrating greater than 3 days at >131°F, aerated to maintain elevated temperatures. 10. Mr. Stancil stated that the facility received ~ 3,500 yd3 of leaves from the city during leaf collection. 11. Ensure material located at the YWN is less than 6,000 yd3 quarterly, processed and unprocessed combined. 12. The compost created will be used in planting areas. The leaf mulch will be placed in non-pedestrian areas/natural areas. 13. The Eastside Volunteer Fire Department can be contacted to address an emergency at the facility. 14. Access roads are of all-weather construction. 15. The facility is secured by a locked gate from within zoo property and from an entrance off Panther Creek Road. 16. Add a sign at the Panther Creek Road entrance with notification number YWN-76-004 and emergency contact information as discussed in the field. 17. The YWN shall be renewed annually, by June 1st.
