Re: Possible Ground -water Contamination at the Closed McDowell County Sanitary Landfill
(Permit# 56-01).
Dear Jan,
Per our discussion on the llth ground -water monitoring data collected at the closed
McDowell County sanitary landfill during several of the past sampling episodes suggests the
presence of ground -water contamination at the site. In order to clarify the presence and nature
of contamination, I recommend that as a condition of closure all future ground and surface water
detection monitoring at the landfill should be sampled and tested for the constituents on the
attached list and the data submitted to this office semi-annually. The County may need to be
reminded that if contamination is confirmed additional information may be needed in the future
to ascertain the possibility of impact on the public health and the environment. Thanks.

The data shall be reported at the specified Practical Quantitation Limit (PQL).
In addition to sampling for the constituents referenced above, all sampling
should also include field testing of pH, temperature, and specific conductivity.
No filtering of samples is allowed. The 3030C preparation method for metals
analysis is not allowed.

Subject: Review of McDowell County's Application for a Construction and Demolition
Landfill
Dear Mr, Silver:
The NC Solid Waste Section (the Section) has completed a preliminary review of the subject
application submitted on your behalf by your consultant, Jensen Engineering. This application
was received on March 24, 1995. The following comments require a response before the Section
can continue its review of the project:
1. Concerns regarding the hydrogeological aspects of the project must be resolved before
the construction plans can be revised and approved. These issues are described in a
memorandum from Jim Bateson, Section Hydrogeologist, dated April 12, 1995 (copy
attached).
2. The map showing existing features (sheet 2 of 5) needs to be revised to show the
following:
a. The boundaries of the currently stockpiled solid waste, and proposed waste
boundaries for the relocated C&D unit that will be equivalent to five years worth
of disposal capacity;
b. The buffer distance between the two waste types and the property lines should be
adjusted to 200 feet;
C. Proposed groundwater monitoring sites, as well as any exploratory borings;
3. The plans and cross -sections seem to indicate that no further excavation is planned within
the unit. If this is not the case, a grading plan as required by Rule .0504(2)(b) must be
submitted. References to trench method of excavating for disposal should be deleted, as
discussed previously with Jensen Engineering.

4. The construction plan needs to be revised to show the following:
a. Changes in the footprint of the unit as a result of the comments above;
b. A final cover system designed to prevent infiltration into the waste. In an unlined
landfill, it is critical that a low -permeability cover system be installed upon
closure of the facility. The design criteria that the Section finds acceptable are
found in Rule .1627(c)(1). (This information could be included on the detail
sheet, construction plan, in the narrative report, or any combination thereof.);
C. Cell progression within the five year phase (This can also be included in the
operational plan.);
d. Exterior slopes no steeper than 3:1.
5. The erosion control plan must be approved by the Land Quality Section, Asheville
Regional Office.
6. The cross -sections must be revised to reflect changes made as a result of the above
comments; and must show the following:
a. Original, excavated, and final elevations;
b. Groundwater elevations;

Memorandum

RE: Proposed C&D Landfill, McDowell County, Permit #56-01;
Hydrogeology.
I have reviewed the above referenced permit application, submitted by Jensen Engineering in late
March. A number of items need to be addressed before a technical review of the application can
be completed:
1. The proposed construction and demolition landfill will need to have a minimum 200 foot
buffer between the edge of waste and property lines, and between the edge of C&D waste
and the edge of existing municipal fill on the site. The proposed footprint will need to be
shifted slightly to accommodate these buffers.
2. More information will need to be provided concerning vertical separation between
proposed base of waste and both bedrock and long-term seasonal high groundwater
levels. A grading plan will need to be provided. In the three boreholes advanced in the
proposed footprint, bedrock and water were encountered at depths as shallow as 5 feet
and 7.2 feet, respectively. Some additional subsurface investigation will likely be
needed, depending on the location and depth of excavation proposed. Boring elevations
will need to be surveyed, rather than estimated.
3. Quality of the ground water flowing from beneath the proposed C&D unit needs to be
monitored separately and distinctly from that flowing from the existing municipal landfill
on the site. The application will need a water quality monitoring plan, including not only
a map of proposed monitoring well locations, but also text describing well construction
specifications, sampling frequency and procedures, chain of custody, plus analytical
constituents and protocols. The Sampling and Analysis Requirements for Construction
and Demolition Landfills, plus the recently updated North Carolina [Vater Quality
Monitoring Guidance Document for Solid Waste Facilities, are attached for your
reference. Any additional subsurface investigation, plus the water quality monitoring
plan, need to be sealed by a North Carolina Licensed Professional Geologist.
The operators and their consultants may wish to meet with us before planning further work.

Re: Requirements For Additional Groundwater Quality Assessment At The Closed McDowell
County Sanitary Landfill (Permit #56-01).
Dear Mr. Abernathy,
Water quality data from past sampling of the ground -water detection monitoring wells at
the closed McDowell County Sanitary Landfill indicates levels of chemical constituents exceeding
the water quality standards for various inorganic and organic constituents. In order to more
clearly identify the type, degree and extent of ground -water contamination pursuant to N.C.
Administrative Code 13B additional assessment of the ground and surface water quality will be
necessary. The purpose of this letter is to present the State's overall performance objectives and
to outline the roles of the County and State in pursuing the water quality investigation.
The County should acquire the services of a N.C. licensed professional geologist with
experience in assessment and remediation of ground water contamination and within ninety (90)
days submit a plan that addresses the objectives listed below.
(a) The nature and concentration of the contamination in the ground and surface
waters.
(b) The horizontal and vertical extent of contamination ("the plume") and the direction
and rate of migration of the plume in the ground water.
(c) The source(s) of contamination detected in ground and surface water.
(d) Potential ground and surface water receptors that could be affected by migration
of the contamination.
(e) The impact of the contaminated ground water migration on nearby surface and

groundwater quality.
The professional geologist shall consult with the Solid Waste Section about the landfill site
prior to developing the assessment plan. The assessment plan to be submitted shall contain a
detailed plan for the initial phase of this investigation and a work plan and timetable for
accomplishing the overall goals of the water quality assessment.
The assessment plan must specify in depth and detail:
1. The procedures and methods proposed to determine flow direction and rate
of movement of the ground water.
2. The methods and techniques proposed for defining the horizontal and
vertical extent of the ground water contaminant plume.
3. The proposed number, location and depth of plume assessment wells. The
proposal shall include a discussion of the rationale for location and depth
of each plume assessment monitoring well.
4. A ground and surface water sampling plan prepared in accordance with the
N.C. Water Quality Monitoring Guidance Document for Solid Waste
Facilities.
5. A ground and surface water sample analysis plan that specifies parameters
to be tested for in the plume assessment well and surface water samples,
including detectable levels and approved test methods. Additionally, a
description of chain -of -custody and the laboratory's quality control and
quality assurance procedures shall be included. In implementing the plan,
analytical results must be submitted to the Section no later than 45-calendar
days following sample collection and must specify collection date and well
numbers (with a corresponding map of the wells).
6. Evaluation procedures, including any use of previously gathered ground-
water quality data.
7. The methods necessary to assess the impact of contaminant migration on
aquifers and nearby streams.
The Section will review the submitted plan, approve it, or request more information or
amendment before implementation. The plan shall be implemented as approved or a request for
modification of the assessment plan must be submitted in writing to the Section and approved by
the Section. All work performed pursuant to the assessment plan shall be performed under the
supervision of a N.C. licensed professional geologist. During the investigation the County shall
submit to the Groundwater Compliance Unit of the Solid Waste Section periodic reports
summarizing work completed in the approved assessment plan. Within sixty (60) days of
satisfactory completion of all elements of the plan, McDowell County shall submit a final report
including any proposals for further actions. The Section will review the report and may request
more information or amendment as it deems necessary. If I can be of assistance or if you have

SUBJECT: Closure of the McDowell County Landfill
Permit # 56-01
Dear Mr. Abernathy:
The Solid Waste Section (the Section) has received and reviewed documentation submitted by your
consultant, Jensen Engineering, on your behalf regarding the subject facility. Based on this
documentation, the Section has determined that the subject facility has been closed in accordance with
the applicable requirements. This determination may be rescinded should any of the documentation
prove to be inaccurate.
The subject facility is considered closed subject to the attached post closure conditions. The owner
of the facility, McDowell County, is responsible for compliance with these conditions.
This closure shall become effective upon written notification by McDowell County that the
facility shall be maintained in compliance with the post closure conditions specified in this
letter. Also, Rule .0510 states that when a disposal unit is closed, the permit to operate that unit is
terminated and any future disposal operations will require approval by the Section.

Closure Letter
POST CLOSURE CONDITIONS
MANAGEMENT OF LANDFILL GAS: The owner shall take the measures necessary to
ensure that the closed site shall continue to meet the design standards for landfill gas found
in Rule .0503(2)(a).
2. MANAGEMENT OF SURFACE WATER: The owner shall take the measures
necessary to ensure that the closed site shall meet the requirements of Rule .0503(2)(c). In
addition, the landfill unit shall be maintained such that surface water runoff occurs in a
controlled manner, and surface water shall not be impounded over waste.
AIR QUALITY: The owner shall ensure that landfill units do not violate any applicable
requirements developed under a State Implementation Plan approved or promulgated by the
U.S. EPA Administrator pursuant to Section 110 of the Clean Air Act, as amended.
4. FINAL COVER SYSTEM: The integrity and effectiveness of the final cover system and any
permanent erosion control devices must be maintained. This could include making repairs to
the cover as necessary to correct the effects of settlement, subsidence, erosion, or other
events.
5. PROPOSED USES: The owner shall submit a proposal for the Section's review and
approval addressing post closure uses of the facility. Proposed post closure uses shall not
violate any post closure conditions found in this letter. In particular, plans for post closure
uses shall avoid possibilities for the entrapment of methane gas. Routine landfill gas
monitoring within structures and at the facility boundary may not be sufficient to detect
potentially dangerous situations.
6. ONGOING SOLID WASTE MANAGEMENT ACTIVITIES: Continuing solid waste
management activities (e.g. yard waste composting, scrap tire collection, solid waste transfer)
shall not violate any post closure conditions found in this letter, and must meet any other
applicable requirements.
7. RECORDATION: The owner shall ensure that the recordation requirements for land
disposal sites found in Rule .0204 are met.

WATER QUALITY MONITORING AND REPORTING REQUIREMENTS:
a. Groundwater quality at this facility is subject to the "Classifications and Water Quality
Standards Applicable to the Groundwaters of North Carolina", 15A NCAC 2L. This
includes, but is not limited to, the provisions for detection monitoring, assessment,
and corrective action.
b. The permittee shall sample the detection monitoring wells and surface water sampling
locations at a minimum on a semi-annual basis.
C. Water quality detection monitoring shall continue for a minimum of five years from
the date of the Section's receipt of McDowell County's notification that the facility
will be maintained in compliance with the post -closure conditions specified in this
letter. After five years the Section will determine if further monitoring is to be
required.
d. Sampling equipment and methods shall conform to specifications in Attachment 1,
"North Carolina Water Quality Monitoring Guidance Document for Solid Waste
Facilities". The sampling parameters and methods shall be those found in Attachment
2, "Sampling and Analysis Requirements for Construction and Demolition Landfills
and Closed Sanitary Landfills", or an alternate parameter list as approved by the
Section.
e. The permittee shall maintain a record of all monitoring events and analytical data.
Reports of the sampling events and analytical data shall be submitted to the Section
in a timely manner.
f. The water quality assessment at this facility shall continue in accordance with the
conditions of the October 20, 1995 letter from Mark Poindexter of the Section to
McDowell County.
