Re: Ground Water Monitoring Wells At The McDowell County Landfill
(Permit #56-01)
Dear Mr. Abernathy,
Our office has reviewed the ground water analytical data and the
well completion records for the monitoring wells at the McDowell
County Landfill. Upon reviewing this information, and making a site
visit to inspect the monitoring wells, the Solid Waste Section has
several concerns about the existing monitoring system.
The monitoring wells are not marked in the field as identified
on Well Completion Records and a map previously submitted to this
office. This has resulted in sample data being reported that has the
data identified incorrectly on the sample analysis reports. All
monitoring wells need to be clearly marked in the field in a manner
corresponding to the designations previously submitted to this
office. A map is attached that illustrates the proper well
designations. Also, the well information tags on the wells have been
placed on the wrong wells. These tags need to be switched so that
they are placed on the correct wells.
The upgradient well has gone dry. This well should be replaced
as soon as possible. The replacement well may be located in the same
general area as the existing upgradient well. The new well should be
constructed using a 20 foot well screen placed so that the estimated
seasonal high water table is located at the top of the screen. The
water table should always fall within the screen and there should
always be sufficient water in the well to provide an adequate amount
of water to sample. This well should be designed and constructed
according to the specifications in the "North Carolina Water Quality
Monitoring Guidance For Solid Waste Facilities" as illustrated by the
typical well schematic diagram. The old well should be properly
abandoned according to the Division of Environmental Management's
procedures for permanent abandonment of wells, except disinfection
of the well is not necessary.
An Equal Opportunity Afltrn native Action Employer
Page 2
After the completion of the replacement upgradient monitoring
well, a Well Completion Record should be sent to our office within 15
days. Boring logs and any other hydrogeologic information gathered
from the drilling of the well should also be attached with the Well
Completion Record.
The 1990 sampling data indicated that one of the monitoring
wells was not sampled. In the future all monitoring wells must be
sampled during each sampling event. Also the detection limit for the
analysis of Cadmium needs to be reduced at least to 0.005 mg/l, the
Present drinking water quality standard for this constituent.

Subject: One Time Disposal of 26,680 Yd3 of Accumulated Coal Fired
Boiler Ash at the McDowell County Landfill (Permit #56-01)
Dear Mr. Sisk:
General Statute 130A-294 authorizes the Solid Waste Management
Division to regulate solid waste management in North Carolina. It,
therefore, gives authority to the Division to evaluate wastes that
may pose a threat to the environment or to public health and to
subsequently prohibit disposal of these wastes at a sanitary landfill
in accordance with Sections .0103(d) and (e) of the Solid Waste
Management Rules, 15A N.C.A.C. 13B.
Your recent request for disposal of the subject waste has been
reviewed and evaluated by section personnel. Also, the targeted
landfill management has been consulted. The data submitted with your
request does indicate this stockpiled material passes the chemical
criteria which would allow it to be acceptable for sanitary landfill
disposal. However, the scope of the McDowell County Landfill
operation will not accommodate this large volume of waste because of
space limitations. That site does not have an anticipated long future
life under present permit conditions. For this reason we are not
recommending disposal at the landfill.
Based on our conversation of August 13, 1991, I understand that
America Thread has operated the sediment pond collecting this ash
under a non -discharge permit (since 1952). That being the case,
closure of the pond falls under the jurisdiction of the Division of
Environmental Management who have an office in Asheville (phone:
704-251-6208). They have a land application program which might
accommodate the subject waste. There is another alternative available
to you. There are two commercial sanitary landfills in NC that can

receive "out of county waste" and which could accept this ash. These
are the BFI site in Cabarrus County (phone: 704-455-6495) and Waste
Management's site at Kernersville (phone: 919-595-6677). An approval
letter from our Solid Waste Section would be required for disposal in
either one.
If you have any further questions, please contact this office at

Subject: Disposal of 500 - 1,000 Pounds/Month of Shot Blast Dust at
the McDowell County Landfill (Permit #56-01).
Dear Mr. Hussey:
The Solid Waste Management Division has received a request for
characterization of the subject waste. Based upon the submitted
information, the waste appears to be non -hazardous. The Solid Waste
Management Division has no objection to the sanitary landfill
disposal of this waste, if in accordance with the conditions listed
below:
1. The owner/operator of the landfill approves the disposal.
2. The waste contains no free liquids and can be confined,
compacted, and covered in accordance with the Solid Waste
Management Rules (15A NCAC 13B).
3. The waste shall be transported and disposed in a manner
which prevents a physical hazard from dust.
4. Additionally, a resubmittal of the Waste Determination Form
and current supportive analytical data, is required on the
anniversary of this approval.
Failure to meet these conditions may result in revocation of
this approval, and subsequently, an administrative penalty. The
approval is subject to change if new regulations were to prohibit
this practice. If the process which generates the waste changes or
if the composition of the waste changes significantly, this approval
is void and re-evaluation of the waste will be required prior to
subsequent disposal.
