On October 30, 1984 I met with Mr. Keith Masters of your division and the County
Manager; Mr. Jack Harmon, to review the current McDowell County Landfill. They
presently are operating under permit #56-01 by operational plans developed in 1978.
After a careful site study, Mr. Masters and I agree that:
1. The present site is at, or slightly beyond the limits of
the 1978 plan.
2. The present site does not have any extended life due to
lack of sufficient cover material and infringement into
critical drainage ways.
3. The cover available now must be used for grading the
close out of the present site.
4. Final grading, with a system of drainage swales, and seeding
needs to begin.
5. Present drainage areas need silt removal and regrading.
6. The present working face (see attached print) needs immediate
relocation and attention.
7. The access road needs grading to control drainage,
Mr. Harmon desires that proper attention be taken to accomplish three goals and has

instructed Butler Associates, P.A. to proceed immediately. They are:
1. To take IMMEDIATE ACTION correcting the present on -site violations.
2. To make INTERMEDIATE PLANS FOR OPERATION until a new site can be
designed, approved and developed for use.
3. To begin plans for the long range operation at a new site.
In terms of No. 1, Mr. Masters and I spent some time in the field with the
.actual operator making some suggestions to correct the most obvious and critical
problem, relocating the present working face. However, their operation still
cannot go on longer than a week or two until a real emergency will exist. To "buy"
at least three or four months, Mr. Masters and I worked out a situation of
establishing a new dike in the center of the existing landfill, where operations
will be environmentally safe, drainage is not a problem, and a tie into close-out
grading will be easily accomplished. This is presented on the attached print. I
request immediate approval of this; conditional of course, that the County will
begin work on developing a new site within your guidelines.
Since I am leaving Butler Associates, P.A., Mr. Ron Butler will be the contact
person from this point forward.
Your immediate attention to this shall be greatly appreciated.
