Ithas been my experience that it is most difficult to establish any cover crop during the winter months in your area of the State. I would advise that you follow their in- structions and plant as early in the spring as feasible. I will discuss the seeding with Hr. INTRODUCTION PURPOSE - - The purpose of this report Issto serve as a background and for instructions necessary to successfully operate and maintain a sanitary landfill in McDowell County. The report contains information for persons ' that are responsible for seeing that rules and regulations pertaining to the landfill are adhered to, as set forth by the N.C. State Board of Health and the McDowell County Health Department. {I' Ibis recognized that burying refuse in the ground (sanitary landfill 1 method) may not ultimately be the answer to disposing of solid waste; however, it is the most practical and economical method of solid waste disposal available today. If sound engineering principles are followed, there should be no appreciable problems with a sanitary landfill operation. The waste is spread in the smallest practical area, compacted, and at the close of the days operation covered with a six (6) inch layer of earth, or at such intervals as may be required by the N.C. State Board of Health. The citizens of McDowell County are presently using the above type of operation. The existing landfill has been in operation for five (5) years and is anticipated to be used until about July 1977. When the presnet landfill is phased out in accordance with N.C. Board of Health requirements, another landfill will be placed in operation at that time on county owned property in a nearby area. TRITERIA FOR DESIGN The McDowell County Landifll design should mee the needs of the population (30,648), and is projected to meet the i needs of the people in 1980 which is estimated to serve 36,300 number of persons, based on three pounds of garbage per day, 108,900 pounds of garbage must be disposed of in a proper manner. There are 16 major industries disposing of this solid waste 9 at the landfill site. The estimated tonnage for all industries 1 is approximately 100,000 pounds per day, for a total of 208,900 pounds of solid waste being placed in the landfill per day. i 1 i -2- LANDFILL SITE LOCATION 1i The County of McDowell presently owns a parcel of land consisting of approximately 100 acressof which some eight f8) acres are presently j being used for a landfill. The property is located 4 miles south of Marion, off Highway 226 South. Nap showing locations on page 10.of this report. HYDROLOGY The site is located"in a high elevation and drains into the area of i Corpening Creek. The site is subject only to water due to direct precipitation. Since the area is composed of steepsided drains.; runoff will be rather rapid, therefore ground water table should offer no problem in the daily operation of the landfill. The corpening Creek flows approximately 700 feet_away from the landfill and should not constitute a stream pollution problem. H • _06 04 The major problems affecting a sanitary landfill are depth to water table, depth to rock, texture of soils, permeability of soil, slope of landfill site and flooding. None of these should affect the McDowell County Landfill; The primary problem that must be considered is the slope of the site which can be controlled by sound practices in a landfill operation. The soils of the McDowell County Lanfill are defined under Appendix A, pages 1 & 2. -3- METHOD OF OPERATION GENERAL The topography of the McDowell County Landfill site lends itself to a modified area fill method. The draws will be filled in layers on lifts, beginning at the upper end, with refuse being covered with fill earth on the upper end and sides. 'A berm, or dike will be constructed to limit the downhill shift. The outer face of the berm or dike will have a slope of approximately 2;1 and will be seeded to limit erosion. The inner face of the dike or berm, or marking face of the landfill will have a. slope of 2:1. Water will be prevented from draining into the working area by a system of intercepting ditches. When each area is completed it will.be seeded and the above method repeated until the landfill site is completely utilized. The drawing on page 3 of Appendix.A shows existing grade (as of Feb 1, 1976, and future grade, when landfill is completely utilized. Drawing on page 4, Appendix A, shows cross section. ME Placement of Refuse Solid waste will be delivered to the McDowell County sanitary landfill site by publicly owned vehicles and private haulers. The unloading of the vehicles will be supervised by the operator of the landfill. Solid waste will only be placed in the cell that is pre- sently being used. Appropriate signs will be placed at areas giv- ing directions as to where.solid waste may be placed for compaction and covering. All weather roads leading to the dumping area will be provided. Compaction - In order for a landfill to be successfully operated, adequate compaction is necessary. Compaction will be accomplished by the use of a H.D. 11 Dozer,,D 16 Dozer, and a 7 G Loader. The compaction of solid waste materials will prevent ingress and egress of insects and rodents and will also be more useful for playgrounds, etc. when the area is finished. The working surface of the face will be re- stricted to the width of one days operation. Six to eight lasses will be made over the solid waste dumped at the site; th:s should provide adequate compaction. Covering of Solid Waste Cover material for the landfill operation will be provided from the hillside behind and to .each side of the cell being used for the disposal of the solid waste. The materials to cover the solid waste will.be inorganic soil, free of putrescible material, refuse, trash, vegetation, stumps,) I logs, oncrete products, or other demolition waste. The material will contain sufficient silt and clay size particles to seal the! -S- covered refuse and prevent the rapid seepage of water into the cell. -6- Amo INSTALLATION OF FACILITIES bey 0 Access Roads��. An access road will be provided by the county. The road will be an all weather gravel road and will lead to each landfill cell that is in use at the time.. After the cell is filled, the road will be closed to.that cell as shown in Appendix A-6. Utilities Electricity will be provided at_the landfill building to supply necessary lighting, and electricity for the operation of electrical driven tools and other equipment. A telephone will be provided for use at the landfill site. Signs A large legible sign will be placed at the entrance site identifying the landfill, operational hours, who may dump, and other information that might be necessary. Fencing The area will be fenced to prevent winds from blowing trash over the area. Care will he taken to police the area, routinely of all flying debris. Unloading of Refuse Unloading and placing of refuse will be directed by the operator at the landfill site. Signs will be placed showing the area desig- nated For daily disposal. Hazardous or toxic waste will be disposed of in another designated area. The disposal of hazardous or toxic -7- materials will be directly supervised by the local or state health officials. Dust Control Dust is not considered to be of any major problem at the pro- posed site; however, if dust is considered to be excessive, the access road will be sprinkled with water or oil products. Burning No burning of any description will be permitted at the Sanitary ,lifl9 iZ lt+,✓ Landfill Site. If a fire should occur, the Fire Department will respond. Salvaging No salvaging of materials brought into the landfill will be permitted, and no animal feeding will be permitted. Vector Control The sanitary landfill will be operated. in such a manner as not to permit favorable conditions for the.harborage, feeding and breeding of rodents. Should rodents and insects become c�•ident, vector control measures will be initiated by the county health de- partment. Odors The control of odors will be accomplished by the daily cover- ing of waste materials that are delivered to the landfill. Wet Weather The drainage ditches Cut into each slope of the cells will serve to carry water away from the working surface. After the cells ate completed, the water will flow to the north side of the landfill into a drainage ditch. After each cell is completed, grass seed will be sowed under the direct supervision of the agriculture extension, agent. When the landfill is completely finished, the area will be seeded. As this site was ju operation prior to May, 1973, recordation will not be required until new arenas are involved. At the time of new area involvement, complete plans, as required by the revised solid waste regulations, are to be submitted for review. It was noted in the proposal that light, recreational construction is planned for the completed area. As this site was in operation prier to enactment of the landfill standards, it is recommended that any storage or enclosed facili- ties have complete open air ventilation. As areas of the landfill are completed, seeding and grassing are to be esta- blished for erosion control. Three to one fill slopes will be more appropri- ate for erosion control considering the soil, types at this particular site. If this office can be of further assistance, do not hesitates to call.
