Active. Life of Site, issued on December 10, 2019 and expires on October 08, 2053. PURPOSE OF SITE VISIT: Follow-up Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: Resolved leachate issues, currently; Corrective Actions ongoing on rills and cover issues. OBSERVED VIOLATIONS:
No new violations observed.

ADDITIONAL COMMENTS: 1. This was a follow up compliance inspection to see if issues from several past inspections and the Notice of Violation have been resolved.
2. Leachate releasing outside the edge of waste and collection system from past inspections was not an issue during this inspection. Wet wells for the collection and removal of leachate had been installed on the landfill. 3. Due to the long runs of the side slopes, Erosion was still happening on the side slopes and along the sides of the down drains. More cover materials needing to be added to these areas. 4. Some matting has also been added to help prevent erosion. Be sure that ALL exposed waste has been covered with 6 inches of cover material before the matting is placed down. Several areas were noted to have matting over exposed waste. This was discussed on-site during this inspection. 5. Some vegetation has emerged from seeding, but more is needed to help with the erosion as well. 6. The storm water perimeter ditch has been cleaned out and exposed liner covered and sloped. 7. Corrective measures are still needed to resolve the Notice of Violation issued to this facility on July,12, 2021.
8. A follow up inspection will be conducted to ensure that compliance has been met.
9. Once the remaining issues have been resolved, a resolution letter to the NOV will be issued. 10. The size of the working face has been reduced and the daily cover looked good. 11. The sedimentation pond has 2 tires in need of removal. Plans are in the works to remove sedimentation from the pond. 12. When areas are disturbed for roads or other repairs and has exposed waste, this needs to be covered daily. 13. REMEMBER, ALL WASTE IS REQUIRED TO BE COVERED DAILY. 14. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
