On behalf of Rowan County, Golder Associates NC, Inc. (Golder) is submitting this 14-Day Notification as
required by North Carolina Solid Waste Management Regulation (NCSWMR) 15A North Carolina Administrative
Code (NCAC) 13B .1633(c)(1) and 13B .0545 (d)(2). The 14-Day Notification of Groundwater Protection
Standard Exceedance(s) form is included as Attachment 1.
1.0 14-DAY NOTIFICATION [15A NCAC 13B .1633(C)(1)]
Table 1 and Table 2 (shown below) summarize the estimated concentrations of NC Appendix I constituents that
were detected above their respective NC 2L Groundwater Standards or Solid Waste Section Groundwater
Protection Standards (GWPSs) during the second semi-annual water quality monitoring event conducted at the
Rowan County active municipal solid waste (MSW) landfill and closed C&D landfill on August 25 - 27, 2021. Per
15A NCAC 02L .0202 (b)(1), "where the standard (i.e., the NC 2L Standard) for a substance is less than the
practical quantitation limit (PQL or in this case the MRL), the detection of that substance at or above the PQL
constitutes a violation of the standard." The NC 2L Standards for cobalt and vanadium are 1 micrograms per liter
(ug/L) and 0.3 ug/L, respectively; the PQL for cobalt and vanadium is 10 ug/L. As presented, during the 2021
second semi-annual water quality monitoring event, the cobalt, vanadium, and thallium concentrations were
reported below the respective PQLs and are considered estimated (i.e., not quantifiable) with the exception of
cobalt at MW-18R2. Although some of the concentrations are above the alternate GPS approved by NCDEQ on
June 5, 2018, they are estimated below the PQL.
As referenced above, the estimated concentrations below PQLs detected during the August sampling event do
not constitute violations of the NC 2L Groundwater Standards. Further, per NC Session Law 2021-153,
references to Interim Maximum Allowable Concentrations (IMACs) are no longer applicable to solid waste
facilities. Laboratory certificates -of -analysis re submitted under separate cover along with well locations maps as
part of the second semi-annual water quality monitoring report.

2.0 CLOSING
Unless otherwise directed by NC DEQ, Rowan County will continue monitoring the uppermost aquifer beneath the
MSW facility in accordance with the requirements of the Detection Monitoring Program as outlined in Title 15A
NCAC 13B .1633. Rowan County will submit an Assessment Monitoring Work Plan for the C&D Landfill by
February 7, 2022 per Title 15A NCAC 13B. 0545.(a)(2). The next compliance monitoring event for this facility is
