ADDITIONAL COMMENTS: 1) This Facility is a closed Municipal Solid Waste (MSW) Landfill. 2) The site is secured by a locked gate at the Facility entrance. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6703_INSP_20211103 Page 2 of 4 3) Signage is posted at the Facility entrance stating the permit number and emergency contact information. 4) The Facility access road is of all-weather construction and is being well maintained at this time. 5) This Facility manages landfill gases through a passive venting system. 6) Highly visible edge-of-waste markers have been installed and are being maintained throughout the Facility. 7) Facility monitoring wells were reviewed. All reviewed wells were readily accessible, clear of brush, properly labeled, and secured. 8) Contract personnel were on site filling and grading areas of differential settlement throughout the landfill. 9) The closed asbestos disposal area was reviewed. The repair project in this element of the landfill has recently been completed. The area has been seeded and mulched to establish a groundcover suitable to prevent erosion of the landfill cap system. 10) The filled and re-graded outside slopes of the MSW element are being seeded and covered with rolled matting to establish a groundcover suitable to prevent erosion. Some of the repaired areas appear to have eroded beneath the rolled matting. *Please ensure all eroded rills and washouts are properly repaired and a groundcover suitable to prevent erosion of the landfill cap system is established throughout the landfill. These areas have not been seeded or mulched at this time. *Please ensure all newly filled and graded areas are seeded and matted to establish a groundcover suitable to prevent erosion in a timely manner. 12) Silt control fence has been installed around the toe of the landfill to restrict the migration of silt from the ongoing repair project during rain events. 13) The Facility surface water diversion/control features and ditches were reviewed. Overall, the water control features were clear of brush and other woody vegetation. 14) The Facility stormwater management basins were reviewed. The basins are well maintained with no excess vegetative growth. 15) Siltation from the repair project has been removed from some of the stormwater management features. *Please ensure that, upon completion of the current landfill repair project, all siltation is collected and removed from all surface water control features and properly managed. All surface water features should be restored to the site specifications detailed in the approved Facility plan (i.e., slopes/grades maintained, check dams/rip rap replaced, etc.) 16) No off-site erosion was observed during this Facility Compliance Inspection. 17) No violations were observed during this Facility Compliance Inspection. 18) *Corrective measures are required as a result of this Facility Compliance Inspection.
