(BLE) has prepared this request to abandon the subject landfill gas monitoring well at the closed Buncombe County Landfill (a.k.a. Old Buncombe County Landfill) on behalf of Buncombe County. This request includes the information required by the North Carolina Division of Waste Management (NCDWM) - Solid Waste Section (SWS) to evaluate and approve the request. 19 Z131 0(4181eI all] 7U El I [Q7 I The subject landfill site is located in Buncombe County, North Carolina, approximately five miles north of the city of Asheville with a physical address of 2726 Riverside Drive in Woodfin, North Carolina. Buncombe County provides post -closure care for the Pre -Subtitle D MSWLF (unlined) which included waste units designated Area A through Area D. The landfill stopped receiving waste in September 1997 and is now closed. SCS Engineers submitted a revised plan titled Modification to the Landfill Gas Monitoring Well Plan dated May 17, 2010 (SCS Engineers File No 09204072.03) to the SWS. The plan included the installation of twenty-two (22) landfill gas monitoring wells designated LFGMW-1 through LFGMW-22. The modification was subsequently approved by the SWS. The installation of the landfill gas monitoring wells was documented in a report titled Landfill Gas Monitoring Well Construction Record, prepared by SCS Engineers dated August 7, 2012 (SCS Engineers File No. 09204072.05). We understand from the content of the report that there were a number of challenges during the well installation project. As a result, landfill gas monitoring well LFGMW-6 was installed (during October 2011) in a NCDOT right-of-way along River Road. The location of the well is shown on Figure 1 in Appendix A. A well construction record is also included Appendix A for reference. We understand that abandonment of the subject well is necessary for many reasons which will be provided herein. Greenville, SC 29615 IL864.28B.1265 AB64,288.4430 -info@hlemrpxom sLECORP.COM 1s 1m 1i Request to Abandon LFGMW-6 November 5, 2021 Closed Buncombe County Landfill — Woodfin, North Carolina BLE Project Number J21-14175-06C RATIONALE FOR ABANDONMENT We understand that the subject landfill gas monitoring well requires abandonment for following reasons: • The well is located in a North Carolina Department of Transportation (NCDOT) right-of- way. • Access to the well for routine sampling is difficult and poses a risk to the safety of field personnel due to the well's proximity to vehicular traffic. • The well head is subject to influences of stormwater due to its proximity to roadway drainage features. • The well head is not in a secured location and is subject to damage from roadway maintenance and/or malicious acts of vandalism. • A replacement landfill gas monitoring well is not required because there is adequate spatial coverage for methane monitoring provided by other nearby landfill gas monitoring wells including LFGMW-5 and LFGMW-7 (Figure 1). PROPOSED ABANDONMENT PROCEDURE If approved by the SWS, the well will be abandoned using the following procedures: 1. Locate LFGMW-6 in the field. 2. Vehicular traffic control will be provided by Buncombe County. 3. Measure the well's total depth and check for obstructions using a weighted tag line. 4. Attempt to manually pull the casing from the ground and remove the well pad and cover. 5. Grout the casing in place (if unable to remove) or grout the resulting borehole from the bottom to ground surface using neat cement grout.
