On April 17, 2012 Ms. Andrea Keller, Senior Environmental Specialist of the Division of Waste
Management (Division) performed a Facility Compliance Audit of the Henderson County — Municipal Solid
Waste Transfer Station, Permit No. 4504. As part of her inspection, she observed the construction associated
with the Capital Improvements Project appears complete and ready to operate.
On April 19, 2012 the Division received McGill Associates' letter, entitled;
• Engineer Certification, Capital Improvements Project, Stoney Mountain Road Landfill, Henderson County,
North Carolina, Permit # 45-04-T. Prepared for Henderson County. Prepared by McGill Associates. April
2012. DIN #####.
The letter certifies that the Project has been constructed in substantial accordance with the approved plans and
specification.
The Division has reviewed the information provided by Ms. Keller and the Engineer's Certification
provided by McGill Associates and hereby approves commencement of operations utilizing the construction
associated with the Capital Improvements Project. Finally, the County must provide the construction record (as -
built) drawings for this Project to the Division, as soon as possible. Should you have any questions regarding
