(S+G) is pleased to submit documentation of the construction activities performed in accordance with the Landfill Gas Remediation Plan' for remediation of landfill gas exceedances near the property boundary at the WI High Point C&D Landfill (Permit No. 41-16). This plan was approved2 by the NCDEQ on August 2, 2021. The plan was prepared following initial investigation into the source of landfill gas (LFG) and excavation of a 125- foot-long trench in the area. Work completed to date has consisted of the following: removal of the organic matter encountered during the trench excavation; installation of a fabric -wrapped 2-foot-deep gravel column and perforated PVC stand -pipe within the trench to vent subsurface gas; and grading of the area between perimeter berm and reclamation pad to promote drainage. All remedial actions taken to date are summarized below. A map depicting the installed remediation system LFG remedial action is included as Figure 1 and photographic documentation of the project is provided in Attachment A. After the initial work was completed, LFG concentrations in LFG-2A decreased temporarily, but failed to sufficiently abate and additional investigation and remedial actions were performed, without significant finding. As a result, additional remedial actions are recommended for continued assessment and remediation. INITIAL LFG VENTTRENCH INSTALLATION On July 21, 2021 Baxter Johnson Construction (BJC) regraded the area immediately adjacent to LFG-2 to promote stormwater run-off from the area to the east and alleviate ponding of stormwater. BJC also excavated an approximately 125-foot-long trench along the perimeter site berm from LFG-2 to the east to allow S+G to inspect the subsurface conditions. During excavation a strong odor was detected, indicating the presence of gas. A gravel column and perforated vent pipe were installed in the trench to vent the gas. Monitoring of LFG-2A after the trench installation did not indicate a reduction in LFG concentrations. During a meeting on August 23, 2021, it was decided by site personnel that three additional test pits should be excavated within the berm and one additional test pit should be excavated near the reclamation pad to further assess the LFG and potential sources in this area. This work is described below. ADDITIONAL INVESTIGATION AND LANDFILL GAS VENT TRENCH INSTALLATION Between September 9, 2021 and September 13, 2021, Golder Associates NC, Inc. (Golder) performed additional investigation into the source of the LFG in this area. This included the excavation of three test pits adjacent to and west of LFG-2/2A, and an additional test pit near the northwest corner of the reclamation area. Test pit excavation did not indicate significant organic material below grade. The test pits were left open overnight to further evaluate LFG in the area. The next day measured LFG concentrations in monitoring well LFG-2A had reduced by approximately 20% from 51.7% to 29.9%. Based on this information, two of the test pits were deepened to a depth of 10.5 feet and a total of six passive LFG vents were installed. The six vents were constructed of 6-inch perforated PVC pipe. Clean gravel was placed around the vents from approximately nine (9) feet below grade to approximately five (5) feet below grade. The remainder of the excavations were filled with soil. Subsequent monitoring has indicated that the reduction in methane concentrations was temporary and landfill gas concentrations in LFG-2A have rebounded to be above the lower explosive limit. The report from Golder for this additional work is included in Attachment B. The site is continuing to monitor landfill gas concentrations on a monthly basis in LFG-2 and LFG-2A and is also monitoring LFG concentrations in the three vents (Eastern, Central and Western), as well as water level measurements. We plan to use this additional data to evaluate next steps for this site. Landfill gas monitoring will continue until three events indicate concentrations less than the Lower Explosive Limit (LEL = 5% methane). After three events, the site will return to quarterly LFG monitoring. PROPOSED ADDITIONAL INVESTIGATION To further evaluate whether the source of the subsurface gas detected in probe LFG-2A is from the landfill or potential other sources, we propose to install a single additional investigation probe UP-1 shown on the attached map). This probe will be located between the landfill and LFG-2 to determine if LFG migration from the waste is the source of the exceedances. This probe is temporary and will be used only for the purposes of this investigation and will not be added to the permanent monitoring network. Data will be collected from this probe and the monitoring network for a period of 90 days to further evaluate landfill gas concentrations in these areas. After probe installation and the data collection period, an updated report will be submitted with data summary, conclusions and proposed actions. (Golder) has prepared this letter report to document the excavation of four test pits on September 9, 2021 and the installation of two landfill gas vents on September 13, 2021 at the WI High Point Construction and Demolition (C&D) Landfill, Permit Number 41-16. Background During the second quarterly methane monitoring event for 2021, concentrations of methane above the lower explosive limit (LEL) were detected and confirmed at LFG-2A. Golder provided a notification to the North Carolina (NC) Department of Environmental Quality (DEQ) of the confirmed exceedance on June 2, 2021. Smith+Gardner prepared the required Landfill Gas Remediation Plan (LFGRP) per 15A NCAC 13B .0544(d)(3)(C) and submitted it to the NC DEQ, which was approved on August 2, 2021. The LFGRP included the installation of a trench near the toe of the berm north of LFG-2A, which was backfilled with gravel; a passive gas vent was installed in the gravel pack, which is referred to as the Eastern Vent on the attached Drawing 1. The area below the berm was regraded to divert surface water away from landfill gas probes LFG-2 and LFG-2A. Methane has continued to be measured above the LEL in LFG-2A based on measurements collected since that time. During an onsite meeting with representatives from WI High Point Landfill, LLC (WI), Golder, and Smith+Gardner on August 23, 2021, the need for additional vents and potential locations was discussed. Based on these discussions, three locations along the berm near LFG-2A were identified for test pits to determine if organic debris is present in the berm. A fourth location for a test pit was also identified between the berm and the reclamation pad to determine if organic debris was used to fill a former natural drainage feature near LFG-2A. It was decided that additional vents and gravel may be installed in one or more of the test pits depending on the amount and composition of any organic material that was encountered. September 28, 2021 Excavation and Vent Installation Representatives from Golder and the facility completed the test pit excavations on September 9, 2021. Three pits were excavated within the berm, ranging from approximately 7 - 10 feet below ground surface (bgs) and an additional pit was excavated near the corner of the reclamation pad to a depth of approximately 5 feet bgs. The approximate test pit locations are provided on Drawing 1 and a photographic log is attached. No significant organic material was noted in any of the pits and the highest methane reading from any of these pits was 0.4% by volume. Methane was measured at landfill gas probe LFG-2A at 51.7% by volume prior to beginning the excavation activities. The pits were allowed to remain open overnight, and Golder returned the following day to monitor methane concentrations at LFG-2A. Methane was measured at 29.9% by volume, which was approximately 20% lower than the concentration measured the day before just before the pits were excavated. Due to the decline in methane concentrations at LFG-2A, as agreed upon by WI, representatives from Golder and the facility began plans to install gas vents in the two excavations closest to LFG-2A. On September 13, 2021, facility personnel and a Golder representative installed two passive landfill gas vents (Central and Western Vents) within the berm (Drawing 1). Site personnel deepened the two excavations to approximately 10.5 feet bgs prior to installing each of the gas vents. Six-inch schedule 40 polyvinyl chloride (PVC) pipe was placed vertically into each of the excavations. The PVC riser was perforated with quarter inch holes between nine feet and five feet bgs. A clean gravel was placed around the perforated sections to approximately three feet bgs. The remaining excavation was filled with soil. The PVC riser was topped with a turbine vent approximately six feet above ground surface. The other two excavations were backfilled with soil. Construction information is shown on Table 1 and photographs are included in the attached log. After installation, methane was measured at 17.5% by volume at LFG-2A. Methane was measured at 1.2% by volume at LFG-2A on September 20, 2021. Methane will continue to be monitored at LFG-2A on a monthly basis to fully gage the effectiveness of the two new gas vents. Closing Based on initial data, it appears the pit excavation and additional vents were successful in reducing the methane concentrations at LFG-2A. Golder will continue to perform monthly monitoring of LFG-2A until concentrations of methane are below the LEL (5%) for 2 consecutive events.
