The Notification is described by the deed recorded in BOOK: 708 PAGE: 931. 6601-MSWLF-1982 landfill has closed. PURPOSE OF SITE VISIT: Follow-up Compliance Inspection STATUS OF PAST NOTED VIOLATIONS None. OBSERVED VIOLATIONS A. 15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ratio of three horizontal to one vertical at any time." PARTIALLY RESOLVED: During this inspection it was observed that some of the waste in the southwestern portion had been moved, covered, and sloped. The waste in the northwestern portion of the site had not been covered and sloped. Ms. Thompson stated to Mr. Pernell that he would need to work on covering and sloping the waste in the northwestern portion. Mr. Morris stated that NCDOT, when time permits, may be able to help Northampton County with covering and sloping the waste. Northampton County is the operator of this LCID, therefore, is ultimately responsible for the management and operation of this LCID. B. 15A NCAC 13B .0566 (3), "All waste shall be covered with no less than six inches of soil monthly, or when the working face reaches one acre in size, whichever occurs first." PARTIALLY RESOLVED: The waste in the southwestern portion of the site had been covered and sloped. The waste in the northwestern portion of the site had not been covered or sloped. Continue to cover and slope the waste. Ensure that the waste is covered monthly, or when the working face reaches one acre in size, whichever occurs first. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. The site has signage posted at the entrance of the facility. 2. The access road is of all-weather construction and appears to be properly maintained. N0090 LCID 3. During an inspection at another facility, Ms. Becky Turner, Interim Public Works Director, stated that an engineer would be inspecting the site to determine the steps needed to obtain a full permit. 4. One of the large mounds of soil had been removed from the site by NCDOT. The remaining mound of soil was left at the site to be utilized as cover material. The previously identified unacceptable wastes had been removed from the soil piles. 5. 15A NCAC 13B .0201 (g), "Disposal area boundaries for landfills permitted in accordance with Section .0500 or .1600 of this Subchapter shall be delineated with stationary markers affixed to the ground. The markers shall be of height and spacing so that they are distinguishable from the surrounding landscape, and so that the adjacent markers are visible when standing at a marker." Edge of waste markers were not observed at the facility. Permanent, clearly visible edge of waste markers must be established at the site, showing the under two -acre disposal boundary. 6. The LCID had been graded and no areas of standing water were observed. 7. The LCID had been mowed since the last inspection. Good Job! 6601-MSWLF-1982 8. A convenience site is located at the closed MSWLF and is used for tires, used pesticide containers, white goods and C&D waste. During an inspection at another facility, Ms. Turner stated that the scale house was in need of replacement. It is recommended that a scale house of adequate size for staff and file storage be constructed at the facility. 9. Numerous electronic goods were being stored on the ground, outside of the maintenance building. Several of the televisions were lying face down on the gravel. Several pallets of electronic goods stored were within the maintenance building. The electronic goods should be stored upright to prevent glass breakage and under cover to protect the recycling value. 10. White goods are stored upright on the concrete pad. Metal recyclables were stored on the concrete pad, adjacent to the white goods, and is of manageable size. Ensure that all metal recyclables and white goods are stored on the concrete pad and recycled in a timely manner. 11. The shingle recycling area was clean. The shingles are picked up by a recycler on an as needed basis. 12. Open roll -off containers of C&D waste are located to the east of the concrete pad. Mr. Pernell stated that GFL Environmental picks up the containers of C&D waste as needed. Ensure that the C&D containers are removed from the facility in a timely manner, so that no leachate is generated and leaking from the containers. 13. The pesticide containers to be recycled are being stored within an enclosed trailer. Page 2 of 5 FACILITY COMPLIANCE INSPECTION REPORT D_E Q�� Division of Waste Management NORTH CAROLINA o"'­t0E ! 'm"""°"""' Solid Waste Section 14. Tires are placed within an enclosed trailer. The tires should be laced together so that more tires may be place within the trailer. 15. A portion of the previously identified yard waste, located to the east of a closed MSWLF trench, had been removed. Continue to remove the yard waste. If the facility wishes to compost yard waste, a yard waste notification must be completed. 16. Edge of waste markers were observed around the closed MSWLF and yard waste area. 17. The closed MSWLF was recently mown. Good job! 18. The monitoring wells were locked and properly labeled. 19. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be completed within 30 days' receipt of this report. The Solid Waste Section will conduct a follow-up inspection in 30 days to ensure issues noted in this inspection report have been addressed. 20. Digital photographs were taken during the inspection.
