ADDITIONAL COMMENTS
On October 27, 2021, Chuck Kirchner met with Shannon Auman, Barry Hamilton and Holden Caviness to conduct a comprehensive inspection of the City of Asheboro – Yard Waste Notification Facility at the City of Asheboro Transfer Station in Asheboro, Randolph County. 1. The facility is a yard waste notification (YWN) owned by the City of Asheboro. 2. The YWN is located adjacent to the City of Asheboro Transfer Station (76-05), at the rear of the property. 3. The YWN site is not open to the public. It is used by City of Asheboro Public Works Division vehicles/personnel. 4. Material is received from Randolph County. 5. This site is only used when the City of Asheboro Compost Facility (76-08)
6. The City of Asheboro collects leaves annually from October through February. Although, yard waste is collected year-round. 7. Ensure processed and unprocessed material on site is less than 6000 cubic yards quarterly.
8. At the time of the inspection, there was one small windrow on site. 9. Material has only been on site since September 14, 2021. 10. Turning leaf windrows will accelerate the decomposition process and create uniform compost.
11. Temperature records shall be maintained for each windrow during active composting demonstrating 3 days at > 131°F, aerated to maintain elevated temperatures. 12. The facility maintains leaf windrow temperature records. Record for windrow temperature was observed, indicating compliance. 13. The facility stores logs on the property available for employees to cut for firewood. 14. The area adjacent to the YWN is used as a beneficial fill site for inert materials. 15. The City of Asheboro Fire Department can be contacted to address an emergency at the facility. 16. The facility is secured by a locked gate. 17. Access roads are of all-weather construction. 18. The YWN shall be renewed annually by June 1st. Please contact me if you have any questions or concerns regarding this inspection report.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
