Fayetteville Street Asheboro, NC 27203 PO Box 1106 Asheboro, NC 27204-1106 PARTICIPANTS: Chuck Kirchner, Environmental Senior Specialist – Solid Waste Section Shannon Auman, Public Services Operations Supervisor – City of Asheboro Barry Hamilton, Public Services Superintendent – City of Asheboro Holden Caviness, Public Services Assistant Superintendent – City of Asheboro STATUS OF PERMIT: Permit to Operate (PTO) issued August 07, 2018 PTO expiration date August 07, 2023 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 OBSERVED VIOLATIONS: A. 15A NCAC 13B .1406 (10) (b) which states: “The temperature of all compost produced shall be monitored sufficiently to ensure that the pathogen reduction criteria are met. Onsite thermometers shall be calibrated annually and records of calibration shall be maintained.” City of Asheboro was found to be in violation of 15A NCAC 13B .1406 (10)(b) in that thermometer used on compost pile was not sufficiently calibrated to ensure accurate temperatures were obtained from the compost pile. To correct this violation the City of Asheboro monitor compost to ensure pathogen reduction using a calibrated thermometer. B. 15A NCAC 13B .1406 (11) which states: “Compost process at Type 1 and Type 2 facilities shall be maintained at or above 55 degrees Celsius (131 degrees F) for three days and aerated to maintain elevated temperatures.” City of Asheboro was found to be in violation of 15A NCAC 13B .1406 (11) in that although temperatures were recorded above 131℉ from March through August of 2020 there was no recording of those temperatures for three consecutive days. To correct this violation the City of Asheboro must be able to demonstrate that the compost at this facility is maintained at or above 55 degrees Celsius (131 degrees F) for three consecutive days and aerated to maintain elevated temperatures. ADDITIONAL COMMENTS On October 27, 2021, Chuck Kirchner met with Shannon Auman, Barry Hamilton and Holden Caviness to conduct a comprehensive inspection of the City of Asheboro - Large Type 1 Solid Waste Compost Facility off Old Lexington Road in Asheboro, Randolph County. 1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility. 2. The facility produces: compost from leaves and grass clippings, leaf mulch, and wood mulch material from city pick up operations. 3. The facility is in operation as needed by the City of Asheboro. This facility is not open to the public. 4. The facility permit, site plan, and operations plan were discussed. 5. The facility receives yard waste exclusively from the City of Asheboro collection operations. 6. The City of Asheboro collects leaves and yard trash year-round. 7. During normal MSW collection, city trucks will note locations where yard trash needs to be picked up. This will be uploaded to a map system for the yard waste trucks. 8. SWANA Certified Manager of Composting Programs was obtained by Shannon Auman on August 18, 2021. Certificate expires on August 18, 2024. This meets the training requirements of 15A NCAC 13B .1406 (19). 9. The compost and mulch produced has gone to local residents that has requested it this year according to Mr. Auman. 10. City of Asheboro delivers the compost when requested. Mr. Auman stated that the public has no access to the compost facility. 11. Mulch is put into windrows near the entrance gate to McCrary Lake on the north side of the facility. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. All windrows shall be approximately twelve feet wide at the base and six feet in height. Windrows shall be separated by a twenty-five foot fire lane. 13. Active compost windrows are often maintained for ~ 5 months and cured for an additional 1 – 3 months. Once temperatures are recorded above 131 degrees Fahrenheit for three consecutive days the windrow recorded may be released to the public. 14. A new windrow was started on site on September 14, 2021. Currently there is one small windrow on site. 15. The facility maintains windrow temperature records. Temperature records were observed for September 22, 2020 through October 19, 2021. 16. Temperatures of the windrows shall be taken from the center of the compost pile every fifty to sixty feet. 17. The facility maintains two temperature probes used for windrow temperature readings. 18. Onsite thermometers shall be calibrated per manufacturing specification or at least annually and records of calibration shall be maintained per 15A NCAC 13B .1406 (10). Calibration record for a John Deere SW16136 Temperature and Moisture Tester indicated thermometer was in-house calibrated on July 19, 2021. 19. Mr. Auman stated that the City of Asheboro is planning on purchasing a thermometer that will work better with these compost piles. 20. There is currently one small windrows of material on site. 21. The facility annual report (FAR) dated July 19, 2021, was received by the SWS. Material received for July 2020 through June 2021 is 2415.90 tons. The amount of compost created is 1377.06 tons, the amount given to the public is 820.00 tons and the amount estimated stockpiled on site is 557.06 tons. 22. There is no erosion control plan at this facility. Total disturbed area appeared to be under one acre. If disturbed area is to exceed one acre at any time than an erosion control plan shall be submitted to and approved by NCDEQ Land Quality Section prior to grading activities. 23. The facility does not use odor control spray or fly spray. 24. There was no odor detected at the facility boundary. 25. The facility appeared to be graded appropriately to ensure positive stormwater drainage. 26. The facility has two backhoes on site for mixing of compost material. 27. The City of Asheboro Fire Department can be contacted to address an emergency at the facility. 28. The facility is secured by a metal gate with lock. 29. Access roads are of all-weather construction. 30. The facility has proper signage.
