Active, Life of Site Permit, Issued February 20, 2017. Combined with 2803-CDLF-1995.
PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS: None
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 - Life of Site Permit was issued 2/20/2017 as a combined permit with facility #2803- CDLF and was reviewed along with the operations plan and contingency plan during this inspection. Facility is permitted to receive waste from Dare Co.
Passed by the Dare Co. Commissioners on August 02, 2004. MSW is transferred to 0803-MSWLF in Bertie Co. 02 - During this unannounced inspection at opening, Facility has required signage. Locking gates and fencing for security.
03 - Interior roads are of all-weather construction and well maintained. 04 - Incoming load tickets were not reviewed during this inspection.
05 - Waste screening records were not reviewed during this inspection. 06 - Leachate removal records were not reviewed during this inspection. 07 - Leachate tank has plenty of storage until next removal occurs.
08 - The leachate drains could use attention. Not currently overflowing, but has the potential to stop up with the amount of trash in them. 09 - There was some windblown trash noted today. The wind was blowing 15 to 20 MPH. Some was new and some was old. Staff was picking up windblown trash during this inspection. Please remember that ALL windblown trash is required to be picked up by the END OF THE WORKING DAY. 10 - Tipping floor was not in bad shape and behind push walls was free of MSW. 11 - Facility has 6 Certified Transfer Station Operations Specialist (TSO): Stella Environmental; Michael Chesson, issued 7/24/2021, Howard Wrighton, issued, 7/24/2021, Dare County; Jonathan DeWeese, expires 11/15/2021, Deborah A. Equils, expires 11/3/2022, Thomas Tillett, expires 10/9/2023 and Doug Huff, expires 5/4/2024. 12 - Facility had Several leaks that were noted on 3 of the loaded trailers during this inspection without any containment devices capturing the leachate. Upon departure of the facility, staff was placing the containment devices under the leaking trailers. These 3 trailers are in need of repair to prevent leachate releasing onsite and on the highway. 13 - All loaded trailers had netting style tarps on them to help with windblown trash. 14 - Covid-19 recommendations were followed during this inspection. 15 - Digital pictures were taken during this inspection and some are attached to this report.
