Aufderhaar, P.G., Environmental Program Consultant North Carolina Department of Environmental Quality Division of Waste Management 1646 Mail Service Center Raleigh, North Carolina 27699-1646 Re: Remedial Action Progress Report, 2021 Third Quarter Former Seaboard Chemical and Riverdale Drive Landfill Site Jamestown, Guilford County, North Carolina Dear Mr. Aufderhaar: The Seaboard Group II and the City of High Point are providing this 2021 Third Quarter Remedial Action Progress Report for the former Seaboard Chemical Corporation facility and the closed Riverdale Drive Landfill located in Jamestown, NC. During the third quarter of 2021 the mechanical and phytoremediation treatment systems processed 3,196,226 gallons of extracted groundwater and leachate. Also during the third quarter of 2021 the following shutdowns exceeding one day in duration occurred: Date Duration Reason for Shutdown July 3, 2021 2.5 days PW-DR1 Pump Failure - Replaced July 11, 2021 1.0 days EQ Tank Float Switch Fault — Replaced August 14, 2021 6.0 days Bi-Annual System Cleaning and Maintenance During September 2021, an evaluation of the mechanical treatment system was completed by the firm Hazen and Sawyer (Hazen). The evaluation focused on the chemical feed systems used to pretreat the influent prior to distribution to the phytoremediation system which included bench - scale testing. Based on Hazen's bench -scale testing, recommendations were provided to adjust the chemical feed concentrations to reduce the calcium and turbidity of the pretreated effluent. The recommendations are currently being implemented. Several water level transduces have become inoperable due to lightning strikes and flooding. Repairs to these transducers are scheduled for early November 2021. New transducers and associated supplies have been purchased for the planned repair activities. The attached figures provide the results of the full scale operation of the treatment system during the first quarter of 2021, including: Operating Data, Process Flow Data, Static Water Level Data, System Chemistry, Utility Use Data, and Contaminant Removal Efficiency. Lysimeter 13E yielded aberrant results for dioxane; Lysimeter 15 yielded aberrant results for "other organics". 1 Apparent variations In the influent and effluent mass are a result of variations related to residence time through the mechanical treatment system. Averages calculated from a greater number of samples show that influent and effluent mass are essentially equal.
