All photos were taken by Lee Hill on April 6, 2016 unless otherwise noted. 2. The leachate pits at the toe of the landfill slopes have been closed. 3. Facility staff had repaired two leachate seeps located on the northwest side of the landfill and stated that they had plans to repair the remaining seeps located on the landfill. 4. Standing water issues on top of the landfill had been addressed and the area had been graded to have positive drainage. 5. Efforts to clean the area where trash and leachate moved off the liner system were in progress at the time of inspection. All trash outside of the liner system must be removed and returned to the lined portion of the landfill. All waste within the liner system must be covered. 6. The installation of a berm at the toe of the landfill to prevent leachate from leaving the lined portion of the landfill was discussed. 7. Windblown litter issues around the landfill had been addressed. Facility staff was actively picking up windblown litter at the time of inspection. 8. Steps to address cover issues were in progress at the time of inspection. Facility staff stated that they had found a pocket of clay material in the borrow area and were applying that material to areas of the landfill that needed additional cover. Substantial progress had been made to cover working face and replace eroded daily cover that was noted in the March 18, 2016 inspection report. However the exposed waste resulting from the installation of an access road had not been addressed at the time of inspection. 9. The working face was smaller than during the March 18, 2016 inspection and appeared that it could be covered adequately with an approved alternative daily cover. 10. Work to decrease the steepness of the working face slope was in progress at the time of inspection. Facility staff stated that equipment was now able to traverse the working face slope. 11. All areas of the landfill where additional waste will not be placed on them for 12 months or more, but where final termination of disposal has not occurred, must be covered with a minimum of one foot of intermediate cover. 12. Various options to resolve the outstanding violations from the Notice of Violations dated April 5, 2016 were discussed during the onsite meeting. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
